On the 28th, a meeting of the Apartment Safety Diagnosis Advisory Group was held, deciding that a review of appropriateness was unnecessary for Mokdong Apartment Complexes 1, 2, 4, 8, and 13.
Including the seven complexes confirmed in January, reconstruction of 12 complexes in the region will begin in earnest this year.
Yangcheon-gu is providing support through the Urban Development Promotion Team, a dedicated reconstruction department, and consultations with related ministries.

Yangcheon-gu (Mayor Lee Gi-jae) announced on the 28th that the Mokdong Apartment Complexes 1, 2, 4, 8, and 13, which had received conditional reconstruction judgments in January, have passed the safety diagnosis following a meeting of the Apartment Safety Diagnosis Advisory Group.
At the meeting, after a thorough review of the safety diagnosis report based on the Ministry of Land, Infrastructure and Transport’s evaluation criteria, it was determined that all targeted complexes did not require a public institution’s appropriateness review, confirming their reconstruction.
The Mokdong Apartment Complexes 1, 2, 4, 8, and 13, which were decided not to require a public institution’s appropriateness review this time, have long exceeded the 30-year reconstruction eligibility period. Accordingly, this year Yangcheon-gu will officially begin reconstruction for a total of 12 complexes, including Mokdong Apartment Complexes 3, 5, 7, 10, 12, and 14, and Sinwol Siyeong Apartments, which were confirmed for reconstruction in January.
Previously, the district proposed to the Seoul Metropolitan Council of District Mayors and the Ministry of Land, Infrastructure and Transport that the public institution appropriateness review procedure should only be conducted upon request by the district mayor, who has the authority to initiate maintenance plans, as part of the “Reconstruction Safety Diagnosis Improvement Plan.” This proposal was actively reflected in the revised “Reconstruction Safety Diagnosis Standards” announced earlier this year, improving the appropriateness review process.
Additionally, in January, the district launched the Urban Development Promotion Team directly under the mayor’s office as a communication channel between the public and private sectors and to lead reconstruction and redevelopment. On February 16, it formed the Apartment Safety Diagnosis Advisory Group, a panel of experts reviewing the appropriateness of safety diagnosis reports, to support reconstruction efforts.
Lee Gi-jae, Mayor of Yangcheon-gu, said, “Thanks to the government’s relaxation of safety diagnosis standards, which was continuously proposed by Yangcheon-gu to Seoul City and the Ministry of Land, Infrastructure and Transport, 12 complexes in the region passed the safety diagnosis this year, allowing us to actively promote the long-awaited reconstruction.” He added, “From now on, as this is truly a race against time, we will spare no effort to support Yangcheon-gu’s transformation into a ‘prestigious new city within Seoul that is pleasant to live in’ through communication with residents and close consultations with related ministries, based on the dedicated reconstruction department and the Urban Development Promotion Team.”
Seongbuk-gu Holds Briefing on Rapid Integrated Planning Proposal for the Area around 70-1 Hawolgok-dong with About 300 Residents Attending
Since April 2022, the district has conducted four joint city-district meetings, four pre-planning expert meetings, two rapid integrated planning advisory meetings, and two resident participation group meetings to prepare a rapid integrated planning proposal balancing public interest and project feasibility.
Seongbuk-gu (Mayor Lee Seung-ro) held a briefing on the rapid integrated planning proposal for the housing redevelopment project in the area around 70-1 Hawolgok-dong on the 27th at Yeouido Full Gospel Seongbuk Church, attended by about 300 residents.
The area around 70-1 Hawolgok-dong is Seongbuk-gu’s first housing redevelopment site under Seoul’s rapid integrated planning initiative. It was selected as a candidate site for private redevelopment under rapid integrated planning in December 2021. Subsequently, in April 2022, the district began the maintenance plan establishment project, held a joint city-district meeting on August 17 of the same year, and conducted four pre-planning expert meetings, two rapid integrated planning advisory meetings, and two resident participation group meetings to prepare a rapid integrated planning proposal that balances public interest and project feasibility.
The rapid integrated planning proposal sets “creating an open residential complex that communicates with the community” as its planning task, with detailed plans including ▲ creating neighborhoods that integrate with surrounding areas ▲ establishing community-oriented, lifestyle-focused facilities to fill gaps ▲ producing diverse and balanced urban landscapes ▲ and creating street-centered shared complexes for all.
Following this residents’ briefing, Seoul City plans to complete the rapid integrated planning guidelines by March and notify Seongbuk-gu. The district will then proceed with the maintenance plan initiation process starting in April.
Lee Seung-ro, Mayor of Seongbuk-gu, said, “The redevelopment project under rapid planning has made a smooth start, more than anywhere else, thanks to the will of our residents and Seongbuk-gu.” He added, “We will continuously strive to ensure the housing redevelopment project in the area around 70-1 Hawolgok-dong progresses rapidly through frequent communication with residents, the resident participation group, and Seoul City.”
