Kim Tae-woo, Mayor of Gangseo-gu, Seoul, attended the ‘2050 Carbon Neutral One Team Seoul Kick-off Ceremony’ held at Seoul City Hall at 10 a.m. on the 27th and declared a joint resolution for achieving carbon neutrality.
The Carbon Neutral One Team Seoul Kick-off Ceremony proceeded in the order of ▲ joint resolution by the city and districts for carbon neutrality ▲ declaration of commitment to action by each autonomous district ▲ presentation of best practices by autonomous districts.
About 300 people, including Mayor Kim Tae-woo, Seoul Mayor Oh Se-hoon, heads of autonomous districts in Seoul, and citizens, attended the event.
At the event, attendees read aloud the joint resolution to overcome the climate crisis and achieve carbon neutrality and shouted slogans expressing their determination to practice it, uniting in the goal of carbon neutrality and agreeing that each institution should work together.

Lee Pil-hyung, Mayor of Dongdaemun-gu, attended the ‘2050 Carbon Neutral One Team Seoul Kick-off Ceremony’ held at the multipurpose hall on the 8th floor of Seoul City Hall at 10 a.m. on the 27th and proposed ‘Carbon Neutral Future City Dongdaemun’ as the district’s carbon neutrality slogan.
The kick-off ceremony was held with the attendance of Seoul Mayor Oh Se-hoon and the heads of 25 autonomous districts in Seoul, proceeding with the announcement of the joint resolution by Seoul’s autonomous districts, a pledge performance by the districts, a keynote speech by the chairperson of the National 2050 Carbon Neutral Committee, and presentations of best practices in carbon neutrality implementation by autonomous districts.
Mayor Lee received great response by announcing the slogan ‘Carbon Neutral Future City Dongdaemun’ during the ‘Seoul Autonomous Districts Joint Pledge Performance,’ expressing strong determination for the district’s carbon neutrality.
Following this, Kwon Yong-tae, Director of the Climate Environment Division of Dongdaemun-gu, presented the district’s best practices in carbon neutrality under the theme ‘Carbon Neutrality Changing My Life.’
Additionally, under the goal of realizing an eco-friendly green city leading carbon neutrality, the district announced various visions to advance as a leading carbon-neutral city, including ▲ designation and operation of a carbon neutrality support center to serve as a think tank (scheduled for June) ▲ joint projects with eight partner organizations ▲ flower city creation project ▲ sister city relationships with leading carbon-neutral cities ▲ detailed greenhouse gas reduction implementation plans.

Dobong-gu Presents Best Practices at 2050 Carbon Neutral Kick-off Ceremony
Promises “Creating a Carbon Neutral Urban Environment” in the 8th Term
Dobong-gu (Mayor Oh Eon-seok) participated in the ‘2050 Carbon Neutral One Team Seoul Kick-off Ceremony’ hosted by Seoul City on the 27th.
The ‘One Team Seoul’ kick-off ceremony was held to mark 2023 as the inaugural year of joint carbon neutrality implementation, with Seoul City and its 25 autonomous districts responding jointly to the climate crisis. About 300 people attended, including Seoul Mayor Oh Se-hoon, Dobong-gu Mayor Oh Eon-seok, representatives of 25 autonomous districts, members of the Carbon Neutral Green Growth Committee, and the Carbon Neutral Practice Group.
The event was divided into two parts: Part 1 featured the announcement of the Seoul City-autonomous district joint resolution for ‘Overcoming the Climate Crisis’ and ‘2050 Carbon Neutrality’ and a pledge performance; Part 2 included a keynote speech by the chairperson of the National 2050 Carbon Neutral Committee, presentations of Seoul City’s achievements and plans, and presentations of best practices in carbon neutrality implementation by two autonomous districts including Dobong-gu.
Notably, Dobong-gu introduced its excellent practices for 2050 carbon neutrality, including ▲ the first greenhouse gas reduction strategy announced by a Seoul autonomous district ▲ the first in the nation to enact the ‘Dobong-gu Carbon Neutral Basic Ordinance’ codifying 2050 carbon neutrality ▲ the only domestic district to receive the highest grade (A) for two consecutive years in the international Carbon Disclosure Project (CDP) evaluation.
Also, to create a ‘carbon-neutral urban environment’ in the 8th term, Dobong-gu announced proactive climate crisis response action plans such as ▲ expanding the campaign ‘Dobong-gu Residents’ Commitment to Reduce 4 Tons of Greenhouse Gas per Person’ ▲ nurturing greenhouse gas reduction promoters called ‘Dobong-gu Zero-C’ ▲ operating a unique environmental mileage program called ‘Carbon Zero Reduction Mileage.’
Mayor Oh Eon-seok of Dobong-gu said, “We share the recognition that Seoul City and its 25 autonomous districts must respond jointly to achieve 2050 carbon neutrality. Dobong-gu will continue to cooperate with Seoul City to proactively respond to the climate crisis.”

Lee Ki-jae, Mayor of Yangcheon-gu, attended the 2050 Carbon Neutral ‘One Team Seoul’ Kick-off Ceremony held at Seoul City Hall in Jung-gu, Seoul, on the morning of the 27th, and declared the joint resolution for joint response to the climate crisis.
About 300 people attended the ceremony, including Mayor Lee Ki-jae of Yangcheon-gu, Seoul Mayor Oh Se-hoon, heads of autonomous districts in Seoul, and citizens, jointly resolving to overcome the climate crisis and practice carbon neutrality through energy-related policy promotion.
Seocho-gu Ombudsman Begins Full Operation on the 27th to Protect Residents’ Rights and Resolve Complaints
District Holds ‘Seocho-gu Ombudsman’ Opening Plaque Ceremony at Seocho Cultural and Arts Center on the 27th
Independent Organization Investigates Complaints from a Neutral Standpoint... Expected to Protect Residents’ Rights and Resolve Complaints
Seocho-gu (Mayor Jeon Seong-su) held an opening plaque ceremony at the Seocho Cultural and Arts Center, where the Seocho-gu Ombudsman Office is located, with about 50 attendees including Mayor Jeon Seong-su, Seocho-gu Council members, the Seocho-gu Ombudsman, and related personnel, officially starting the operation of the ‘Seocho-gu Ombudsman’ on the 27th.
The district introduced the ombudsman system to expand a ‘civil complaint channel’ that can communicate smoothly with residents and to more actively protect residents’ rights.
To this end, the district enacted the ‘Ordinance on the Composition and Operation of the Seocho-gu Ombudsman’ in August last year, and after a public recruitment in September, appointed three ombudsmen in January: Honorary Professor Kim Young-chun (former Dean of the Law College at University of Seoul) as the chief ombudsman, legal scrivener Kim Chi-kyung, and ombudsman Cho Yong-jae, a graduate of Seoul National University Law School.
The three Seocho-gu ombudsmen attending the plaque ceremony expressed their commitment, saying, “We will do our best to protect residents’ rights as the mission of the ombudsman and to lead institutional improvements to meet changing administrative demands, contributing to the advancement of Seocho-gu administration, which is the most progressive nationwide.”
Going forward, the Seocho-gu Ombudsman will investigate residents’ complaints related to administrative acts from a neutral third-party standpoint rather than the administrative agency, and will protect residents’ rights by recommending improvements to unreasonable administrative systems, mediating complaints, and expressing opinions to relevant departments.
Complaints received by the ombudsman will be handled within 60 days based on the four principles of ‘independence, fairness, confidentiality, and reliability.’ Complainants can receive advice from legal experts and assistance in resolving issues without any cost and through an easy procedure.

Meanwhile, since the inauguration of Mayor Jeon Seong-su in the 8th term, the district has continuously expanded channels for close communication with residents, including ▲ ‘Visiting Seong-su Talks’ where the mayor meets residents directly in the field ▲ ‘Let’s Meet the Mayor’ where residents visit the district office to meet the mayor ▲ ‘Seong-su’s Direct Phone’ where the mayor personally receives complaints ▲ and upgrading the OK Civil Complaint Center for administrative services.
Mayor Jeon Seong-su, who attended the plaque ceremony, said, “I expect the Seocho-gu Ombudsman to break away from conventional practices and resolve residents’ difficulties neutrally and objectively with an ‘empathy’ mindset. We will continue to do our best to operate complaint channels that listen carefully to residents’ valuable opinions.”
Jongno-gu and Damyang-gun Sign ‘International Seodang’ Business Agreement
Jongno-gu (Mayor Jeong Moon-heon) signed a business agreement with Damyang-gun, Jeollanam-do, on the 27th for the ‘Jongno International Seodang,’ a Jongno-type education and job model, promising to grow together as competitive educational cities.
The Jongno International Seodang, an innovative educational project representing the 8th term, focuses on comprehensive support for Seodang education that fosters proper character in youth, English education essential in the global era, and youth mentoring. This is meaningful as it cultivates future talents with both intellect and character and contributes to youth job creation through mentor selection and education.
Through this agreement, Jongno-gu plans to provide the International Seodang program not only to local youth but also to youth in Damyang-gun. Damyang-gun youth will receive specialized English education online during the semester and have the opportunity to participate in the ‘Jongno International Seodang Camp,’ held for five nights and six days at a local hanok cultural facility during vacation periods.
Mayor Jeong Moon-heon said, “I hope this project will provide quality jobs for youth and diverse learning opportunities for youth, and that Jongno-gu and Damyang-gun will grow together as competitive educational cities in step.”
