Selected and Announced 5 Best Practice Cases
The Ministry of the Interior and Safety announced on the 27th that it selected five exemplary cases from last year in which local governments improved regulations in autonomous ordinances through the Regulatory Proof Responsibility System.
Since 2019, the Regulatory Proof Responsibility System, introduced and operated by the Ministry of the Interior and Safety for local governments, is a system that shifts regulatory improvement work to a method where the regulatory department proves the necessity of maintaining the regulation when citizens request regulatory improvements.
Previously, citizens had to prove the necessity of resolving regulations themselves, but with the introduction of the Regulatory Proof Responsibility System, if the local government department in charge fails to prove the reason for maintaining the regulation in response to citizens' improvement requests, the regulation is abolished.
Since last year, the Ministry of the Interior and Safety has expanded the application of the Regulatory Proof Responsibility System to require local governments to periodically verify the necessity of registered regulations even without separate citizen requests.
The Ministry of the Interior and Safety selected five outstanding cases from 270 cases of improvement resolutions and plans to recommend their adoption by other local governments to enhance residents' convenience through regulatory improvements.
The outstanding cases selected this time include five cases in three fields: ▲ two cases in the startup and business field (Yongin-si, Gimhae-si), ▲ two cases in the housing and transportation field (Jeju Special Self-Governing Province, Anyang-si), and ▲ one case in resident convenience administration (Yeongdong-gun).
Choi Byung-kwan, Director of the Local Finance and Economy Office at the Ministry of the Interior and Safety, stated, “It is as important to periodically verify whether existing regulations align with reality and to make rational improvements as it is to discover and improve new regulations,” adding, “We will encourage and support local governments to frequently verify and improve the necessity of maintaining regulations in autonomous ordinances.”
