Incheon City to Hire 632 Public Officials This Year... Expanding Socially Disadvantaged Groups Beyond Legal Quotas

[Asia Economy Reporter Park Hyesook] Incheon City will newly hire 632 public officials this year. This is a 38% decrease compared to last year's hiring of 1,022 people.


The number of appointments by rank is 23 for Grade 7, 14 for Grade 8, 584 for Grade 9, 9 researchers, and 2 instructors. By appointing institution, 559 are for the city and 8 autonomous districts, 34 for Ganghwa-gun, and 39 for Ongjin-gun.


The city hires at a higher rate than the legal quota to expand public service opportunities for socially disadvantaged groups. This includes 40 persons with disabilities (6.3%), 20 low-income individuals (3.7%), and 11 technical high school graduates (expected) (30.6%).


In particular, for the first time this year, one Grade 9 administrative position will be separately recruited for North Korean defectors. Eligibility requires that North Korean defectors must have had their family relationship registration established for more than three years.


Additionally, special recruitment will be conducted for four Grade 9 facility management and four Grade 9 driving positions recommended by the Veterans Affairs Office for national merit recipients.

This year's appointment exams will be held in two sessions, first and second half of the year, with application submissions (online) in March and July respectively. Examinees wishing to take the exam must meet residency requirements in Incheon.


They must have continuously resided in Incheon from before January 1 of this year until the final exam date (interview), or have had a registered address in Incheon for a total of three years or more before January 1 of this year.


However, Ganghwa-gun, which conducts separate recruitment for some job series, has different residency requirements, so applicants should check the announcement.


Major changes starting this year include that the eligibility for technical high school graduates (expected) recommended by school principals will be changed so that for graduates, the period between the graduation date and the final exam (interview) date must be within one year, and the recognition period for the Korean History Proficiency Test scores for the Grade 7 open competitive exam will be abolished.


An Incheon City official stated, "Although the hiring scale has decreased compared to last year, we have maximally reflected the number of field personnel and expanded recruitment for socially disadvantaged groups such as North Korean defectors."
