[Asia Economy Reporter Park Jong-il] Gangbuk-gu (District Head Lee Soon-hee) held an integrity pledge ceremony on the 14th at the district office auditorium.
The integrity pledge included commitments to ▲contributing to the realization of an honest public service society ▲prohibition of pursuing private interests ▲prohibition of abuse of power, involvement in vested interests, mediation, and solicitation ▲prohibition of accepting money or entertainment ▲respect for residents and fellow public officials and prohibition of power harassment.
At the ceremony, Lee Soon-hee, head of Gangbuk-gu, delivered a message expressing her determination for integrity. Afterwards, the Audit Officer read the integrity pledge aloud, and all senior officials including the district head signed a large pledge document.
After the ceremony, each department also held their own 'Integrity Pledge Ceremony,' with all employees participating in the pledge, vowing to foster an honest organizational culture.
The Audit Officer stated, “We will continue to promote various integrity policies through participation and communication to spread a culture of integrity within the organization.”
Lee Soon-hee, head of Gangbuk-gu, said, “All employees of Gangbuk-gu will unite their efforts to gain the trust of residents and provide better administration for their lives,” adding, “We will do our best to create a transparent and honest Gangbuk-gu.”
Jongno-gu Operates Anonymous Corruption Reporting Window ‘Jongno Cheongnyeomgo’
The name ‘Cheongnyeomgo’ is a blend of ‘Integrity’ and ‘Sinmungo’ (People’s Petition), also meaning ‘Integrity go,’ the path to integrity
Reports of various corrupt acts such as public officials accepting money or entertainment, mediation, solicitation, embezzlement of public funds, and power harassment among staff can be made via the district office website or QR code
Jongno-gu (District Head Jeong Moon-heon) has been operating the ‘Jongno Cheongnyeomgo’ (hereafter Cheongnyeomgo) system since this month, allowing anyone to easily and quickly report corruption and power harassment by public officials without fear of identity exposure.
The name ‘Cheongnyeomgo,’ a combination of ‘integrity’ and ‘Sinmungo’ (People’s Petition), also carries the meaning of ‘Integrity go,’ the path to integrity.
The district introduced the Cheongnyeomgo system to prevent hesitation in reporting corruption due to concerns about identity exposure and to avoid tolerating such acts, enabling anonymous reporting anytime and anywhere via PC or mobile phone.
While existing platforms such as the National Sinmungo, Integrity Portal, and Response Center allow anonymous reporting, there was a possibility that the person in charge might recognize the reporter’s information during the complaint handling process.
However, Cheongnyeomgo’s distinctive feature is that a specialized company receives the reports, encrypts the content, and then transmits it to Jongno-gu, where the responsible staff investigate and handle the cases, thus thoroughly guaranteeing the reporter’s anonymity and security. Additionally, it is expected to foster a sound and transparent reporting culture and raise awareness of integrity.
Anyone including district employees, external stakeholders, and residents can report various corrupt acts such as ▲accepting money or entertainment ▲mediation and solicitation ▲embezzlement of public funds ▲power harassment among staff via the district office website or QR code.
Since the launch of the 8th local government administration, Jongno-gu has made various efforts to create a new culture of integrity within the organization.
Examples include hosting the ‘Integrity Popera Concert,’ which blends culture with the somewhat rigid concept of integrity, and producing an ‘Ontact Integrity Video Message’ where District Head Jeong Moon-heon personally emphasizes the importance of integrity as the most essential value for public officials to internal staff.
District Head Jeong Moon-heon stated, “Cheongnyeomgo embodies Jongno-gu’s strong determination to become the top district in integrity,” adding, “We will take the lead in implementing effective integrity policies to build an administration trusted by residents and employees.”

The award ceremony was attended by Yeom Mi-kyung, principal of Dongdo Middle School, and representatives of parents, who had a conversation with Mayor Park about social issues related to education and future educational prospects before presenting the plaque.
With educational expense subsidies provided by Mapo-gu, Dongdo Middle School has operated diverse educational programs such as ▲career experience programs ▲software clubs ▲AI convergence activities, and replaced old shoe lockers, providing educational administration that satisfies both students and parents.
