Establishment of a 5-Year Basic Plan for Responding to Population Decline Areas

According to the county on the 9th, the goal is to establish a framework for the basic plan that must be mandatorily formulated by cities, counties, and districts in population decline areas under the newly implemented ‘Special Act on Support for Population Decline Areas,’ and to develop effective population policies.
A county official stated, “Most of the existing basic plans under individual laws were formulated in a top-down manner,” adding, “Since the basic plan under this special act is formulated in a bottom-up way, it is expected that the plan will reflect the characteristics of local governments to the greatest extent possible.”
He also said, “When analyzing the causes of population increase and decrease in Yeongam-gun, natural increase and decrease due to births and deaths account for a larger proportion than migration,” and added, “We plan to develop policies that can respond most effectively.”
Meanwhile, since Yeongam-gun was designated as a population decline area on October 9, 2021, it has secured a total budget of 12.6 billion KRW, including 5.2 billion KRW in 2022 and 7.4 billion KRW in 2023, from the local extinction response fund operated by the government at a scale of 1 trillion KRW annually for 10 years starting in 2022, and is promoting related projects. The county is making every effort to discover new projects to maximize the securing of the local extinction response fund for 2024.
