On the 3rd, Notification of No Need for Adequacy Review for Hagye Jangmi and Sanggye Mido Apartments
A total of six complexes have been confirmed for reconstruction so far under the relaxed safety inspection standards

[Asia Economy Reporter Park Jong-il] With the confirmation of reconstruction for Sanggye Mido and Hagye Jangmi Apartments in Nowon-gu (District Mayor Oh Seung-rok), where they passed the safety inspection standards, reconstruction projects in the area are gaining momentum.
The district announced that on the 3rd, it notified Sanggye Mido and Hagye Jangmi Apartments, which had received conditional reconstruction judgments, that an adequacy review was unnecessary. With this, a total of six complexes in Nowon-gu have been confirmed for reconstruction.
Sanggye Mido is an apartment complex consisting of 3 buildings with 600 households, and Hagye Jangmi consists of 15 buildings with 1,880 households, completed in 1988 and 1989 respectively. As the apartments aged, the residential environment deteriorated, and the need for reconstruction has been steadily raised among residents.
According to the Ministry of Land, Infrastructure and Transport’s revised safety inspection standards for housing reconstruction judgments effective from the 5th of last month, unlike Sanggye Jugong 1, 2, 6, and Sanggye Hanyang, which received reconstruction judgments (Grade E), these two apartment complexes received conditional reconstruction judgments (Grade D).
Accordingly, the district quickly convened a Safety Inspection Advisory Committee meeting composed of external experts from various fields on the 31st of last month to determine whether to request an adequacy review, a power held by the district mayor, for the two apartments.
After a thorough review based on the Ministry of Land’s checklist standards, the committee reached a consensus that an adequacy review was unnecessary. Accordingly, the district, considering the committee’s opinion and local circumstances, issued a notification of no need for adequacy review for the two apartment complexes under the mayor’s authority.
With Sanggye Mido and Hagye Jangmi passing the safety inspection procedures, other apartment complexes in the area currently pursuing reconstruction are also feeling hopeful. Currently, there are three reconstruction safety inspection projects underway in Nowon-gu, and a total of 29 complexes have passed the on-site survey (preliminary safety inspection).
The district stated that as the number of aged apartments over 30 years old increases from 55 complexes with about 74,000 households currently to 124 complexes with about 111,000 households by 2030, accounting for 89.1% of all apartments in Nowon-gu, it will closely communicate and cooperate as much as possible with complexes willing to reconstruct.
Along with this, the district is conducting a signature campaign with residents to propose an amendment to the “Reconstruction Safety Inspection Cost Support Ordinance” to the Seoul Metropolitan Government.
The aim is to reduce conflicts among residents and financial burdens and promote rapid reconstruction by having the district pre-finance safety inspection costs and amending the city ordinance to allow cost recovery before completion approval.
As of the 6th, more than 50,000 residents have participated in the signature campaign. The district plans to collect residents’ signatures by the 10th, deliver them to the city and city council, prepare follow-up measures, and provide expert consulting and customized education to reconstruction projects to support reconstruction suited to local conditions.
Oh Seung-rok, Mayor of Nowon-gu, said, “Since the relaxation of safety inspection standards, six complexes have passed the safety inspection, accelerating reconstruction projects. As the future of the city depends on it, we will spare no support at the district level to ensure rapid reconstruction.”
