Nowon Hagye Reconstruction Also Blossoms... Hagye Rose Passes Safety Inspection

[Asia Economy Reporter Ryu Tae-min] The Jangmi 6 Complex apartment in Hagye-dong, Nowon-gu, Seoul, which was completed 32 years ago, has finally passed the detailed safety inspection for reconstruction. Following the successive passes of detailed safety inspections by aging complexes in Sanggye-dong, this is the first complex in Hagye-dong to clear the detailed safety inspection threshold for reconstruction, giving momentum to project promotion in the area.

According to the maintenance industry on the 7th, Hagye Jangmi Apartment received notification from Nowon-gu Office on the 3rd that a review of the conditional reconstruction judgment was unnecessary. This means it is the first reconstruction promotion complex in the Hagye-dong area to pass all stages of the detailed safety inspection process.


Hagye Jangmi Apartment received a D grade (52.07 points) in the first safety inspection from Nowon-gu in April last year. However, as the government significantly relaxed the standards for reconstruction safety inspections earlier this year, Nowon-gu Office reassessed the safety inspection score for this complex last month. Applying the new standards, it scored 45.78 points, qualifying it as a conditional reconstruction target.


The reconstruction safety inspection proceeds in the order of preliminary safety inspection → first detailed safety inspection → second detailed safety inspection (appropriateness review). To promote reconstruction, a grade of D or lower among grades A to E must be received. Previously, if a conditional reconstruction judgment was received in the first detailed safety inspection, an appropriateness review in the second detailed safety inspection stage was required. However, from this year, with the significant relaxation of safety inspection standards, if there are no particular defects in the first detailed safety inspection or if the local government does not request a separate review, the appropriateness review does not need to be conducted.

Completed in 1989, this apartment complex consists of 15 buildings with up to 15 floors above ground and a total of 1,880 households, making it a mid-rise apartment complex. It is a station-area complex located in front of Hagye Station on Subway Line 7, composed of units ranging from 39 to 59 square meters (exclusive area). The floor area ratio is 192%, and the building coverage ratio is 18%. Nearby developments include the Kwangwoon University station area development and the metropolitan area express railroad (GTX) Line C development. It is also close to key school districts in Gangbuk, such as Eunhaeng Intersection.


With Hagye Jangmi Apartment passing the detailed safety inspection threshold, aging complexes in the area are expected to accelerate their reconstruction projects. The ‘Geukdong Geonyeong Byeoksan’ apartment complex with 1,980 households and the ‘Hanshin·Cheonggu’ apartment complex with 1,860 households, both located near Hagye Station, have passed the preliminary safety inspection and are pursuing detailed safety inspections. The Hyundai Woosung (1,320 households) and Cheongsol (1,192 households) apartments in the area have passed the preliminary safety inspection, the first gateway to reconstruction projects.


Meanwhile, since the relaxation of safety inspection standards on the 5th in Seoul and the metropolitan area, complexes passing the safety inspection threshold have been appearing one after another. In Sanggye-dong, Nowon-gu, a representative reconstruction complex, Sanggye Jugong Complexes 1, 2, and 6 have consecutively received reconstruction confirmation. Additionally, six complexes in Mok-dong New Town, Yangcheon-gu, Cheolsan Jugong Complexes 12 and 13 in Gwangmyeong-si, Gyeonggi Province, and Geonyeong Apartments in Yeongdeungpo-gu have also consecutively passed the safety inspection threshold.
