Oksoo Kim, Gwangju Seo-gu Council Member, Proposes Solutions for Interfloor Noise Conflicts

[Asia Economy Honam Reporting Headquarters Reporter Shin Dong-ho] Kim Oksu, a member of the Gwangju Metropolitan City Seo-gu Council, proposed the training and support of neighborhood dispute mediators to resolve various neighbor conflicts, including noise between floors.


In the 309th extraordinary session, Councilor Kim mentioned in a 5-minute free speech, "Recently, complaints about noise between floors have surged, and social problems caused by this are emerging."


However, he said, "The equivalent noise level is being strengthened by 4 decibels (dB) during both day and night, which rather increases the possibility of disputes among residents," and added, "It is necessary to go directly to the site and autonomously mediate neighbor conflicts."

Regarding neighbor conflicts, he also said, "Since the administration can only intervene in cases of regulation violations and the police only during crackdowns, many problems remain unresolved," and emphasized, "The best method is to go to the site, listen to the parties involved, and mediate, so on-site centered intervention is necessary."


Councilor Kim proposed introducing a general dispute resolution system and supporting the training of neighborhood dispute mediators to maintain friendly relationships and community spirit between parties, thereby striving to sustain a healthy community.


Councilor Kim stated, “To mediate various neighbor disputes arising during communal living on a site-centered basis, the amendment to the 'Seo-gu Village Making Support Ordinance' will be submitted in the next session,” and urged, “Active will from Seo-gu Office is needed to create a district minimizing neighbor disputes.”
