[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (District Mayor Lee Pil-hyung) is taking the lead in proactive administration by being the first among Seoul's 25 autonomous districts to establish 'Pre-Consulting Audit' regulations.
'Pre-Consulting Audit' is a system that supports public officials in actively performing their duties by having the audit officer review the legality of tasks together when related regulations or guidelines are unclear and difficult to interpret.
The district introduced the 'Pre-Consulting Audit' regulations to enable responsible public officials to carry out proactive administration, aiming to reduce the burden of tasks and audits and support prompt task execution.
Tasks to which the 'Pre-Consulting Audit' applies include ▲ regulatory-related tasks such as permits and approvals ▲ tasks with unclear interpretations of related laws and regulations that cause difficulties in application ▲ tasks where budget waste is a concern due to policy decisions or project changes ▲ tasks recognized by the Dongdaemun District Office Mayor as necessary for regulatory improvement.
Audit Officer Ha Kwang-tae stated, “We established the 'Pre-Consulting Audit' regulations so that employees can perform their duties proactively without the burden of audits,” and added, “We will continue to improve organizational culture and discover support measures for efficient task performance to make Dongdaemun-gu a well-performing district.”
