Ministry of the Interior and Safety Announces 'Decision on Local Government Jurisdiction for Landfill Sites'
[Asia Economy Reporter Kiho Sung] The Ministry of the Interior and Safety announced that the local government jurisdiction for the ‘Incheon Yonghyeon District Reclaimed Land’ has been decided as Michuhol-gu, Incheon Metropolitan City. The ministry posted the ‘Decision on the Local Government Jurisdiction of the Reclaimed Land’ on its website on the 31st.
The decision on the local government jurisdiction for reclaimed land is made according to Article 5 of the Local Autonomy Act, whereby the reclamation license authority or the head of the related local government applies to the Minister of the Interior and Safety. If there is a disagreement between local governments, the Minister of the Interior and Safety makes the decision after review and resolution by the Central Dispute Mediation Committee (hereinafter ‘CDMC’).
The CDMC conducted on-site investigations and heard opinions from both local governments. After several plenary sessions and working-level coordination meetings with in-depth discussions, on December 23 of last year, it finalized the jurisdiction decision as Michuhol-gu, Incheon Metropolitan City.
Once the Ministry of the Interior and Safety notifies the related local governments of the jurisdiction decision, the local governments will conduct a completion inspection of the reclaimed land and register and manage it in the cadastral records.
Ahn Seung-dae, Director of the Local Autonomy Policy Division at the Ministry of the Interior and Safety, stated, “The jurisdiction decision for new reclaimed land is a matter that requires careful consideration due to sharply conflicting interests among related local governments,” and added, “The Ministry of the Interior and Safety will actively communicate and make efforts to mediate with each local government.”
