Supporting Youth Policy Academy, Capacity Building Workshops, Youth Day Week Events to Help Propose Policies
[Asia Economy Reporter Park Jong-il] Seocho-gu (District Mayor Jeon Seong-su) is recruiting 60 members for the 6th term of the 'Seocho Youth Network' by February 24 to discover youth policy ideas for the future of Seocho created by youth.
The 'Seocho Youth Network' is a youth policy discovery group where local youths gather to directly identify agendas, collect opinions on youth policies, and propose them. It started in 2017 and is now in its 6th term this year.
The selected youth network members will play a role in conveying the voices of youth to the district administration through activities in four divisions: employment, culture and arts, living infrastructure, and climate environment. The activity period is 10 months from March to December.
The district will support them with ▲Youth Policy Academy ▲Capacity Building Workshops ▲Youth Day Week events and meeting allowances to help propose more practical policies.
The district will finalize the selection of activity members through document screening next month and hold a launching ceremony in March. In November, a performance report meeting will be held to showcase ideas directly discovered by the youth.
Last year, the 5th Seocho Youth Network proposed a total of seven policies including ▲‘Seocho Metaverse Employment Map’ ▲‘Maybe a Diamond in Seocho’ ▲‘Eat, Sleep, and Art’ ▲‘Seocho Culture and Arts Group’ ▲‘Moira Seocho’ ▲‘Youth Mind Siesta’ ▲‘Seoripul Youth Village’ (Seocho Youth Online Platform Development). The district plans to actively reflect these proposed projects in youth policies after internal review.
So far, the district has incorporated ideas suggested by the 'Youth Network' into district administration. Notably, in 2021, the district launched the 'Our Everyday Small Happiness' project, a youth activity support program linked with small business owners such as independent bookstores, shared kitchens, workshops, and sports facilities. Also in the same year, the 'Youth Artist Professional Competency Enhancement' project was conducted, providing stage opportunities linked with small performance venues and cafes, promoting vitality and social advancement for youth and receiving great response from small business owners.
Additionally, proposals from the 2020 Youth Network led to programs last year such as the 'Youth E-commerce Expert Training Course' and 'S-Live Commerce Education,' which helped youths preparing for employment and entrepreneurship.
Applicants must be youths aged 19 to 39 residing or active in Seocho-gu. They can download the application form from the Seocho-gu Office website, fill it out, and submit it via email to the person in charge.

Dongdaemun-gu Integrates ‘Education Vision Center’ and ‘College Counseling Center’ to Operate ‘Dongdaemun Education Support Center’
Strengthening Integrated One-Stop Service and Counseling Functions for Education... Extended Operating Hours from March
Dongdaemun-gu (District Mayor Lee Pil-hyung) is expanding operations by integrating the ‘Education Vision Center’ and ‘College Counseling Center’ into the ‘Dongdaemun Education Support Center’ to provide integrated one-stop services covering learning, career, and college admission.
Since January 2023, the district has been operating the previously dual facilities ‘Education Vision Center’ and ‘College Counseling Center’ as the unified ‘Dongdaemun Education Support Center’ to enhance convenience for students and parents and provide more diverse admission programs and customized counseling.
The newly opened ‘Dongdaemun Education Support Center’ is located on the 5th floor of Hwikyung 1-dong Community Service Center. The center covers 93㎡ (28 pyeong) and includes three counseling rooms for customized counseling and a waiting room stocked with various admission and learning-related books.
Main programs offered include ▲Self-directed learning ▲Personality and learning style tests ▲Career exploration tests ▲1:1 customized professional counseling on admissions and mock interviews ▲Visiting special lectures to schools.
Especially, as 1:1 admission consulting and other customized counseling have received positive feedback from participants, the center plans to strengthen counseling expertise and extend operating hours.
Operating hours were weekdays from 9 a.m. to 6 p.m., but from March, hours will be extended to 9 p.m. every Tuesday and Thursday, and on the second and fourth Saturdays of each month, it will operate from 9 a.m. to 6 p.m. as on weekdays.
Dongdaemun-gu Mayor Lee Pil-hyung said, “The ‘Education Vision Center’ and ‘College Counseling Center,’ which have provided various educational services to elementary, middle, and high school students in the district, have been integrated into the ‘Dongdaemun Education Support Center.’ We will do our best to operate it as a pivotal institution for the educational development of our district by combining the strengths of each center.”

Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced it is recruiting instructors for the ‘2023 YDP Talent Sharing Platform’ to engage in talent donation activities.
The ‘YDP Talent Sharing Platform’ is a lifelong learning foundation where individuals share their knowledge and talents to operate various programs and practice sharing in the local community. Through this, anyone can participate in the lifelong learning community, share talents, and contribute to spreading lifelong learning culture in the area.
The district recruits talent donation instructors year-round to operate lifelong learning programs through the ‘YDP Talent Sharing Platform.’ Any adult capable of talent donation can apply, with preference given to Yeongdeungpo residents.
Recruitment fields include ▲Humanities such as history and writing ▲Culture and arts such as fine arts, crafts, and dance ▲Civic participation such as local activities and environmental protection ▲Vocational skills such as certification courses and career planning ▲Other daily learning needed by residents. However, talent donation activities for religious, political, commercial, or private tutoring purposes are excluded.

Yongsan-gu (Acting District Mayor Kim Seon-su) is operating a ‘Citizen Instructor Training Course’ to foster residents as lifelong learning instructors with the goal of revitalizing learning communities.
Students can learn techniques for learners’ attention and concentration, attractive lecture planning, and pronunciation practice to improve delivery. The course runs from February 13 to March 15, every Monday and Wednesday from 2 p.m. to 5 p.m., totaling 9 sessions and 27 hours.
The curriculum proceeds in the order of ▲1st session: Necessity of lifelong learning ▲2nd: SPOT for attention and concentration ▲3rd: Conditions for professional instructors 1 ▲4th: Trend reading ▲5th: Conditions for professional instructors 2 ▲6th: Lecture techniques to induce participation ▲7th: Creative planning ▲8th: Moderation techniques ▲9th: Lecture demonstration.
Applications are accepted from January 26 to February 8 until 6 p.m. via the Yongsan-gu Education Comprehensive Portal. Priority is given to those with prior experience as lifelong learning instructors in Yongsan-gu or those who have applied as talent sharing instructors. The tuition fee is 20,000 KRW. Classes are held at Yongsan-gu Lifelong Learning Center (224-19 Itaewon-ro, 2nd floor of Hannam-dong Public Parking Complex Cultural Center).
Students who participate in at least 75% of the course and complete and present an individual lecture plan will receive a certificate of completion. Graduates can register as citizen instructors, engage in talent sharing activities, and participate in instructor workshops.
A district official said, “The Citizen Instructor Training Course is a stepping stone for learners to grow into instructors,” and added, “We hope many will take interest in lifelong education projects where hobbies become talents and learning becomes sharing.”
Since 2015, the district has recruited talented residents as instructors, strengthened their capabilities, and operated free small-scale courses. To date, 143 instructors have been registered, and the cumulative number of students over the past eight years is 2,112.

Geumcheon-gu (District Mayor Yoo Seong-hoon) will conduct a camp-style mentoring program ‘Star Picking Campus’ for 50 high school students at the main campus of Seoul National University from January 30 to 31.
‘Star Picking Campus’ returns after a three-year hiatus due to COVID-19 with a richer program. Participating students will meet Seoul National University student mentors to hear stories about their school days and tips on college entrance planning, and meet popular lectures and professors at Seoul National University.
Previously, Geumcheon-gu selected 50 prospective high school sophomores recommended by principals of local general high schools at the end of last year to participate in the program.
On the first day, students will attend a motivational lecture by a career expert to understand the importance of career setting and hear vivid career planning stories from Seoul National University student mentors about department introductions, study methods by subject, and extracurricular activities.
On the second day, students will attend major classes by Seoul National University professors in departments selected through a prior needs survey, such as pharmacy, engineering, and education, and in the afternoon, participate in a campus tour including the museum and library.
Geumcheon-gu Mayor Yoo Seong-hoon said, “I hope participating students will explore various departments and learn verified career and admission planning processes to grow into talents demanded by society,” and added, “We will continue to provide quality educational opportunities so that youth growing into proud Geumcheon residents can develop excellent competitiveness.”
Recruiting ‘Jongno Love Women Nuri Group’
Jongno-gu (District Mayor Jeong Mun-heon) is recruiting the ‘Jongno Love Women Nuri Group’ from January 25 to February 10. This group will carefully examine key projects of the 8th local government term with the delicate and warm perspective unique to women.
The Women Nuri Group, composed of residents of various age groups, has actively engaged in evaluating overall district administration, proposing policies, and reporting inconveniences in daily life.
It was launched in 2008 as the Jongno Love Women Evaluation Group but changed its name in 2019 through a public contest to shed the authoritative image of an evaluation group and give a friendlier and symbolic impression.
This recruitment plans to select a total of 17 members. Eligibility includes women registered as residents of Jongno who have a strong spirit of volunteerism and responsibility, and who are interested in district administration or possess professional knowledge.

Seongdong-gu Provides Up to 20 Million KRW Compensation Insurance for Electric Wheelchair Accidents
Seongdong-gu (District Mayor Jeong Won-oh) will support insurance enrollment for electric wheelchairs and other electric assistive devices for disabled residents starting February.
From February 1, disabled residents living in Seongdong-gu will be automatically enrolled in insurance, which provides compensation up to 20 million KRW to victims if an accident occurs while using electric assistive devices.
Many disabled people often face financial difficulties, and when they become the at-fault party, they struggle with compensation. The insurance supported covers third-party liability for accidents involving ▲electric wheelchairs ▲manual wheelchairs ▲scooters, with compensation up to 20 million KRW per accident (insured person’s deductible 50,000 KRW).
The district expects this insurance support to significantly reduce the burden on disabled residents.
A district official said, “This support was considered not only from a welfare perspective but also from a broader viewpoint. If legal disputes arise after accidents, social costs increase and conflicts escalate, so local government support is necessary to ensure sufficient compensation to victims.”
Seongdong-gu Mayor Jeong Won-oh said, “I am pleased that this insurance support will reduce the burden on residents using wheelchairs,” and added, “I hope residents move safely and, if accidents occur, actively use the district insurance to resolve issues amicably.”
Seocho-gu Expands Repair Cost Support for Assistive Mobility Devices from Beneficiaries and Near-Beneficiaries to General Disabled Residents Starting February

Seocho-gu (District Mayor Jeon Seong-su) will support repair costs for assistive mobility devices for all disabled residents who need to use such devices regardless of income. A pick-up and delivery service will also be provided when repairing assistive mobility devices.
The district will start this project next month to comprehensively assist the daily lives of disabled residents with mobility difficulties.
First, from February, the repair cost support target for assistive mobility devices such as wheelchairs will be expanded from basic livelihood beneficiaries and near-beneficiaries to include general disabled residents.
This expansion aims to help general disabled residents facing economic difficulties due to the recent economic downturn. Accordingly, the district submitted a revision to the ‘Seocho-gu Ordinance on Repair Support for Wheelchairs and Other Assistive Devices for Low-Income Disabled Persons’ in October last year, which was approved by the district council this month.
The repair targets are three types: manual wheelchairs, electric wheelchairs, and electric scooters. Support amounts are up to 300,000 KRW annually for basic livelihood beneficiaries and near-beneficiaries, and up to 200,000 KRW annually for general disabled residents. The support can be used within one year regardless of the number of repairs.
Disabled residents wishing to repair devices can apply for repair services at the ‘Seocho-gu Hanuri Assistive Device Repair Center’ located in Seocho-dong.
The district also operates a ‘Free Assistive Device Repair Delivery Service’ for disabled residents who have difficulty visiting in person.
Started in 2021 as the first service of its kind in Seoul, this service collects devices by visit upon phone reservation, repairs them, and delivers them back by courier. Except for some repairs requiring parts replacement, the service is free of charge.
Additionally, the district monitors and maintains rapid chargers for electric assistive devices regularly, provides free disinfection and antibacterial services for assistive mobility devices, and offers free wheelchair rentals for disabled residents and elderly with mobility difficulties.
The district is also expanding ‘Barrier-Free Forest Trails’ to create an environment where mobility-impaired residents using wheelchairs can comfortably walk in forest paths.
Last year, a total 2.3 km section of the ‘Seoripul Park Barrier-Free Trail’ was created, connecting the upper part of Seoripul Tunnel in Bangbae-dong to the ‘Grandfather’s Rest Area’ in Seorae Village. This year, a 2.5 km section of the ‘Umyeonsan Barrier-Free Forest Trail’ will be created from Seocho Spring to the Bangbae Raemian Apartment area.
Seocho-gu Mayor Jeon Seong-su said, “We will continue to ease the economic burden on disabled residents by expanding support for assistive device repair costs and promote projects that help daily life, accelerating our commitment to ‘walking with the vulnerable.’”
