Broadcaster Jung Hyung-don has been fined for violating the Road Traffic Act. This incident occurred while he was personally experiencing a so-called 'fine trap' section, where the complex road design makes it inevitable for anyone to get caught.
According to a video titled "The place where 99% of South Koreans get fined without knowing it. Fine bomb Jamsil Station, Hwarangdae Station" uploaded on June 17th to the YouTube channel 'Jung Hyung-don's Untitled TV,' Jung was fined while passing near Jamsil Station and Hwarangdae Station following his navigation system.
This road is notorious, with about 85,000 vehicles caught in enforcement over the past 2 years and 8 months.
Near Hwarangdae Station, the navigation instructs drivers to enter the far right lane, which is a bus-only lane, 400 meters before a right turn. The right lane changes to a dashed line, allowing entry. However, immediately after entering, the dashed line suddenly changes to a solid line, and a surveillance camera is installed at that spot.
In response, Jung Hyung-don said, "This is not right," adding, "This is not a problem with the navigation system. Rather than driver negligence, the issue lies with the road conditions."
Attorney Ko Seung-woo, who was riding in the passenger seat, also said, "There will likely be many innocent victims," and added, "It cannot be considered intentional negligence."
The road in Jamsil-dong, which has a high volume of pedestrian traffic, presented even worse conditions.
While following the navigation and driving in the right lane toward Jamsil, Jung Hyung-don expressed confusion, saying, "My brain is freezing. What did we do wrong? Why is there a bus stop? Why are there buses in front and behind? We got fined."
This road required a right turn 80 meters ahead to avoid being caught by enforcement. Jung barely passed the road near Hwarangdae Station but was caught by a bus-only lane enforcement camera on the Jamsil road.
Jung Hyung-don said, "Even with signs, suddenly having to make a right turn like this is unreasonable," adding, "Cars have speed. Drivers would either pass by or use the bus-only lane."
Meanwhile, in February last year, Jung Hyung-don admitted to illegal cellphone use while experiencing the 'Devil's Rotary' in Ulsan on his YouTube channel and announced he would turn himself in.
