Active Administrative Support to Expedite Review Procedures of Safety Diagnosis Reports for 5 Complexes under ‘Conditional Reconstruction’



[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Lee Gi-jae) announced that following the enforcement of the revised reconstruction safety diagnosis standards on January 5, it proceeded with the application procedures of the revised regulations for complexes whose adequacy review was incomplete, and notified the results to each complex on the afternoon of the 9th.


As a result of applying the ‘adjusted evaluation item weighting ratio’ and the ‘scope of conditional reconstruction,’ 7 complexes received a safety diagnosis judgment of ‘reconstruction,’ and 5 complexes received a judgment of ‘conditional reconstruction.’

Yangcheon-gu has continuously requested the Ministry of Land, Infrastructure and Transport and Seoul City to relax the safety diagnosis standards (e.g., lowering the structural safety weighting from 50% to 30%) and apply the revised adequacy review regulations to expedite the long-standing project of Mokdong apartment reconstruction.


As a result, all requested items were reflected in the Ministry of Land, Infrastructure and Transport’s revised reconstruction safety diagnosis standards, significantly increasing the number of complexes passing the reconstruction safety diagnosis.


The 7 complexes notified as ‘reconstruction’ on this day were previously subject to ‘conditional reconstruction,’ which required mandatory adequacy review by public institutions, causing prolonged safety diagnosis judgments. However, under the revised standards, they can now proceed directly with reconstruction.


This has enabled many aging apartment complexes, previously suppressed by safety diagnosis regulations, to actively advance their reconstruction projects.


Additionally, according to the revised notice, even for ‘conditional reconstruction,’ public institution adequacy reviews will only be conducted if the local government requests an adequacy review. Accordingly, Yangcheon-gu plans to actively support administrative procedures to promptly review safety diagnosis reports for ‘conditional reconstruction’ complexes and facilitate the advancement of reconstruction projects.


Mayor Lee Gi-jae of Yangcheon-gu stated, “About two years after initiating the first safety diagnosis, 7 complexes have passed the reconstruction safety diagnosis in large numbers,” and expressed his determination, saying, “We will do our utmost to promote reconstruction projects, a long-cherished desire of our residents, and transform Yangcheon-gu into a new future city.”
