Improving Construction Quality by Increasing Cost Profit, Providing Bidding Opportunities for Local Companies
[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] Suncheon City, Jeollanam-do (Mayor Noh Gwan-gyu) announced on the 9th that it has entered the bidding process after confirming the selection method for construction contractors as separate contracts following the review by the Jeollanam-do Construction Technology Deliberation Committee at the end of December last year.
Initially, it was planned to issue a combined contract including the architectural fields (architecture, civil engineering, landscaping, mechanical) along with electrical, information and communication, and fire protection works, but this was changed and finalized as separate contracts in the recent construction technology review.
The city explained that the reason for changing to separate contracts is that electrical, communication, and fire protection works are required by current law to be contracted separately, and that separate contracts allow direct agreements with specialized companies to increase cost benefits and improve construction quality, as well as provide bidding opportunities to local companies.
Accordingly, Suncheon plans to select contractors through the existing bidding method of detailed design technical proposals and will proceed with the bidding process according to the customized facility construction service agreement signed with the Public Procurement Service last year.
A city official stated, “We plan to break ground on the new city hall construction in July, complete the new city hall and begin occupancy in November 2025, and after demolishing the existing city hall in July 2026, create an underground parking lot and central park to finalize the new city hall construction.”
Since the new city hall construction has passed the review of the Jeollanam-do Construction Technology Deliberation Committee, Suncheon expects it to revitalize the old downtown area and establish itself as a new cultural communication space for citizens.
