[Asia Economy Reporter La Youngcheol] Jin-tae Kim, Governor of Gangwon Province, expressed his ambition on the inaugural year of the Special Self-Governing Province, stating, "Gangwon Special Self-Governing Province aims to become a new economic international city and will become the center of the global economy through bold regulatory innovation."


Governor Kim emphasized this during a meeting with reporters on the 2nd, saying, "This year marks the 50th anniversary of the construction of Soyanggang Dam and the inaugural year of Gangwon Special Self-Governing Province, which holds very deep historical significance."


He added, "The era of South Korea's growth through Gangwon Province's regulations and sacrifices over the past 50 years will end, and a new era will begin where South Korea leaps forward through Gangwon Province's innovation and development."


In particular, the fundamental spirit of Gangwon Special Self-Governing Province is "If Gangwon Province prospers, South Korea prospers." He identified the four major regulations (military, agriculture, environment, forestry) and various industrial regulations that hinder South Korea's economy as targets for innovation.


Governor Kim also announced plans to operate a Corporate Ombudsman. He said, "The Corporate Ombudsman will visit small and medium-sized enterprises to organize regulatory innovation tasks and prepare improvement measures, and Gangwon Province will take the lead in resolving difficult regulations."


This means directly listening to the voices from the corporate field, discovering corporate regulations, and improving them.


Governor Kim stated, "If companies suffer from regulations and do not invest, and public institutions fall into populism and waste resources extravagantly, there can be no future," adding, "The future of Gangwon Province depends on the success or failure of regulatory innovation and fiscal innovation."


He continued, "If 2022 was the year of plowing the fields, 2023 will be the year of sowing," comparing it to rice farming, and declared, "We will steadfastly promote the four major provincial government innovations, including organizational personnel innovation and communication innovation, this year as well."


Governor Kim said, "In January, we will hold a forum to discuss the 181 articles included in the Special Self-Governing Province Act amendment bill and gather opinions from civil society to promote public discussion."


Gangwon Province plans to propose the amendment bill for the Gangwon Special Self-Governing Province Act next month and aims to have it passed by the National Assembly in April.
