Clusters of Low-Rise, Over 20-Year-Old Deteriorated Houses Under 3 Floors in Jayang 4-dong 57-90 Area


[Asia Economy Reporter Park Jong-il] Jayang 4-dong in Gwangjin-gu (District Mayor Kim Kyung-ho) has been finally selected as a candidate site for the 2nd Rapid Integrated Planning Housing Redevelopment Project in 2022.


The target area, Jayang 4-dong 57-90, covers approximately 139,000㎡ and is a region densely populated with deteriorated low-rise houses over 20 years old, mostly under 3 floors. This area is known for severe parking difficulties and has poor residential conditions due to a lack of infrastructure such as roads, parks, and parking lots.


To improve the residential environment of such areas and expand the supply of quality housing, the district applied for the 1st Rapid Integrated Planning Housing Redevelopment Project candidate site in 2021, submitting the 1st and 2nd zones of the area for the Seoul city competition. However, both zones were unfortunately rejected.


In response, the district and residents addressed the reasons for non-selection last year, merged Jayang 1st and 2nd zones into a single zone, and made thorough preparations before reapplying this year.


Resolving High Cash Compensation Ratio and Over 70% Resident Consent Played a Major Role in Selection


First, the district succeeded in resolving the issue of the ‘high cash compensation target ratio,’ which was the cause of rejection last year. During the 1st competition, Gwangjin-gu was excluded from candidate site selection due to concerns that the high ratio of cash compensation targets would lower the feasibility of the project amid resident conflicts. However, with changes in the rights assessment criteria date and restrictions on building permits and construction starts, the proportion of cash compensation recipients decreased. The district also took swift and multifaceted actions, including establishing and implementing anti-speculation measures and expediting administrative processes.


Additionally, on September 17, a residents’ briefing session was held at Shinyang Church in Jayang 4-dong to enhance residents’ understanding of the application and encourage positive responses, laying the groundwork for selection. The briefing, attended by about 900 residents, concluded successfully.


Integration of Previously Separate Jayang 1 and 2 Zones into One, Resulting from Regional Harmony and Cooperative Governance


Residents demonstrated a model of regional coexistence by merging the previously divided Jayang 1st and 2nd zones into a single zone for the application, eliminating competition between zones and increasing the chances of selection.


Moreover, over 70% of residents signed consent forms supporting the housing redevelopment project candidate site application. This high rate of resident consent was applied as bonus points and played a significant role in the selection.


Kim Kyung-ho, Mayor of Gwangjin-gu, stated, “The selection of this Rapid Integrated Planning candidate site, a result led by regional harmony and cooperative governance, will serve as a foundation for the development of Gwangjin-gu,” and added, “We look forward to the transformation into a safe and pleasant residential area that local residents have long wished for.”
