Construction of Five Residential-Commercial Complex Buildings with 49 Floors Above Ground

[Asia Economy Reporter Park Jong-il] The Sangbong Terminal urban maintenance-type redevelopment project in Jungnang-gu (District Mayor Ryu Gyeong-gi) has gained momentum.
The district announced on the 29th that it has issued a business implementation plan approval notice for the redevelopment project transforming the Sangbong Terminal site into a large-scale complex.
The Sangbong Terminal urban maintenance-type redevelopment project aims to transform the Sangbong Terminal, which has faced a sharp decline in users due to route overlaps with the nearby Dongseoul Terminal and aging facilities since its opening in 1985, into a residential-commercial complex with 49 floors above ground and a total floor area of 291,686㎡.
This project is being promoted through consultations among Jungnang-gu, Seoul City, and the owner, Shin-Aju Co., Ltd. It passed the Seoul City Architectural Committee review in April. After obtaining approval for the management disposition plan, construction is scheduled to begin in January 2024 and be completed by September 2027.
The large-scale complex at Sangbong Terminal will consist of five residential-commercial buildings. It will supply 999 public housing units and 308 officetel rooms. The lower floors will include approximately 26,000㎡ of retail space and about 3,000㎡ of cultural facilities. The approximately 3,000㎡ designated for cultural facilities will be provided as a free donation by the project implementer.
The district plans to utilize this space to offer local residents various cultural experience opportunities.
Establishment of Welfare Infrastructure Including Youth Dream Hub Center and Youth Complex Cultural Center
Additionally, spaces for youth and adolescents will be provided. With the Youth Dream Hub Center and Youth Complex Cultural Center offering counseling, education, and cultural programs, it is expected to build welfare infrastructure for young people and adolescents.
The district aims to develop the retail and cultural facilities, aside from residential spaces, into open areas freely accessible to local residents, positioning the Sangbong Terminal large-scale complex as a landmark in Seoul’s northeastern region.
Ryu Gyeong-gi, Mayor of Jungnang-gu, expressed his expectations, saying, “With the Sangbong Terminal urban maintenance-type redevelopment project creating a large-scale complex equipped with residential, commercial, and cultural facilities, it is expected to greatly contribute to revitalizing the local economy.”
The district is currently reviewing plans to install a temporary terminal during the full-scale project period to minimize inconvenience for Sangbong Terminal users.
Gangseo-gu Implements Nation’s First ‘Old Downtown Revitalization (Redevelopment and Reconstruction) Support Ordinance’
Kim Tae-woo, Mayor of Seoul’s Gangseo-gu, has gained further momentum in advancing his first campaign pledge, ‘Hwagok also becomes Magok.’
Seoul’s Gangseo-gu (District Mayor Kim Tae-woo) announced that it has actively promoted the pledge ‘Hwagok also becomes Magok’ and implemented the ‘Seoul Special City Gangseo-gu Old Downtown Revitalization Support Ordinance’ to promptly realize the residents’ hopes for regional development.
With the enforcement of this ordinance as a starting point, the district has prepared support measures to promote various maintenance projects such as redevelopment and Moa Town within the old downtown area. It has also established the legal basis for forming a public-private joint promotion committee and creating a comprehensive plan for old downtown revitalization.
Alongside this, the existing ‘Gangseo-gu Urban Planning Ordinance’ and ‘Gangseo-gu Airport Height Restriction Relaxation Promotion Support Ordinance for Regional Development’ were also amended to more actively support old downtown revitalization.
Through the amendment of the ‘Urban Planning Ordinance,’ the district can now independently present its future vision and urban development direction and lay the foundation for autonomous urban planning management.
Moreover, by amending the ‘Airport Height Restriction Relaxation Support Ordinance,’ the district can more actively pursue the important pledge of ‘airport height restriction relaxation’ alongside old downtown revitalization, strengthening the organic connection between revitalization and urban development.
It is expected that minimizing factors hindering old downtown revitalization will not only restore residents’ property rights but also contribute to regional development through revitalization.
With the enforcement of these three practical ordinances for old downtown revitalization and urban development, the district stated that active support and prompt project promotion for old downtown revitalization have become possible.
Mayor Kim Tae-woo said, “The enforcement of the Old Downtown Revitalization Support Ordinance, Gangseo-gu Urban Planning Ordinance, and Airport Height Restriction Relaxation Support Ordinance marks the basis and beginning for promoting old downtown revitalization. With the institutional foundation established to comprehensively and systematically promote revitalization, we will strive to achieve visible results going forward.”
