Announcement of 'Student-Customized Integrated Support System Establishment Plan'

On the afternoon of the 28th, the Ministry of Education held the 3rd Social Relations Ministers' Meeting at the Government Seoul Office and announced the "Plan to Establish a Student-Customized Integrated Support System" with these contents.
First, the Ministry of Education decided to integrate and restructure student support projects that were divided among various ministries and local governments. This is to minimize welfare blind spots by identifying students in need early and providing continuous support based on the student's situation and needs.
To this end, next year, a "Student-Customized Integrated Support Act" (tentative name) will be created to establish a legal foundation. Currently, the Ministry of Health and Welfare manages children at risk of abuse based on parents' child abuse history or household disconnection of electricity or water. In the future, a legal basis will be established to allow the Ministry of Education and schools to smoothly share such information and check necessary support matters.
The basis for superintendents to support the academic return of out-of-school youth will also be specified, and from 2024, a "Growth Indicator Survey" will be conducted to check students' school adaptability, social skills, happiness, and physical development. Each metropolitan and provincial office of education and schools can expand the survey scope to use it for identifying at-risk students. Detailed matters such as whether to limit the survey subjects to students benefiting from support projects have not yet been finalized.
Along with this, the Ministry of Education will designate 100 elementary, middle, and high schools as student integrated support leading schools from 2023 to 2025 and operate 90 pilot education support offices. The current 114 education welfare safety nets will also be expanded to 156 to reduce gaps in students' learning and safety, and an online system will be established so that each education office can register student support expert information and schools can search for it.
A Ministry of Education official explained, "The existing student support system by project has been restructured into a student-customized integrated support system capable of early detection, customized support, and regional and information linkage."
