[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Lee Pil-hyung) will officially implement the improvements, which have been piloted since last November to enhance fairness and transparency in private contract awards, starting January 1, 2023.


The main improvements include ▲expanding the priority private contract targets to local companies ▲strengthening the limit on the number of private contracts with the same company ▲providing more specific private contract order plans and extending the disclosure period.


In particular, to prevent the habitual selection of specific companies during the selection process, the total number of private contracts with the same company is limited to 10 times across the entire district, thereby strengthening the total volume system for single-estimate private contracts.


Measures to revitalize the local economy have also been prepared. To expand opportunities for local companies to participate in private contracts, the number of contracts with local companies per department will remain limited to 5 times per year as before, while contracts with non-local companies will be limited to 3 times per year.


Additionally, reflecting suggestions from the administrative audit, the district decided to extend the disclosure period for private contract order plans (submission of estimates) on the district website from 3 days to 5 days and to present the task details more specifically.


Furthermore, for all construction, service, and goods (manufacturing) purchase contracts with an estimated price of 20 million KRW or less, local companies will be recommended for priority selection and contracting. To share information on local companies, a list of registered companies on the national comprehensive electronic procurement system, Nara Marketplace, will be provided monthly on the internal administrative network.


A district official stated, “The improvements piloted since last November to enhance fairness and transparency in private contracts will be fully implemented at the start of 2023. We will prioritize local companies as contract targets to provide practical support to small and medium-sized businesses within the district and implement transparent and clean contract administration to prevent contract concentration on specific companies.”

Guro-gu (Mayor Moon Heon-il) has launched support measures to alleviate financial difficulties faced by local small and medium-sized enterprises (SMEs) and small business owners.


Guro-gu announced, “In the current economic downturn caused by high interest rates, we held a ‘Special Guarantee Business Agreement Ceremony for SMEs and Small Business Owners’ on the 28th of last month and began full-scale implementation earlier this month to assist those struggling.”


The special credit guarantee system issues credit guarantees to SMEs and small business owners lacking collateral, enabling them to receive financial support from financial institutions.


On November 28, the district signed a ‘Special Guarantee Business Agreement for SMEs and Small Business Owners’ with Shinhan Bank and the Seoul Credit Guarantee Foundation at the district office. Attendees included Mayor Moon Heon-il, Kim Seung-hee, Branch Manager of Shinhan Bank Guro Branch, and Hong Se-won, Branch Manager of Seoul Credit Guarantee Foundation Guro Branch.


Under this agreement, Guro-gu will support administrative aspects such as recommending SMEs and small business owners eligible for guarantees and collaborating on matters necessary for local economic revitalization. The bank will contribute 500 million KRW to the foundation’s special guarantee fund, and the foundation will provide credit guarantees up to 6 billion KRW, which is 12 times the contribution amount.


SMEs and small business owners with business registration addresses in Guro-gu can apply through Shinhan Bank. Applications will close once funds are exhausted.

Loan support applies a guarantee ratio of 95-100% and an annual guarantee fee rate of 1%.

Gangbuk-gu (Mayor Lee Soon-hee) has published ‘Ssokssohk Gangbuk Real Estate Information Book V.1.5,’ designed to easily deliver real estate administrative services to residents.


‘Ssokssohk Gangbuk Real Estate Information Book’ is a booklet that guides 15 types of real estate administrative services, from the housing lease reporting system to everyday road name addresses.


It includes updated real estate-related systems as well as information on ▲safe lease contract assistance services ▲youth moving expenses and real estate brokerage fee support projects ▲conversion of old land registers to Hangul ▲individual official land price accompanying service, among others.


Notably, it also provides guidance on common types of lease fraud, risk assessment, and prevention methods, which is expected to help protect residents’ property rights.


Additionally, the appendix enriches the booklet with detailed contents on real estate brokerage object display and advertising, including ▲amendments to the Licensed Real Estate Agents Act ▲detailed standards for display and advertising of brokerage objects ▲Q&A sections.


With the recent rise of online real estate brokerage platforms and the nationwide increase in violations related to brokerage object display and advertising, the district plans to use this booklet as educational material for licensed real estate agents to minimize potential damages to residents.


The ‘Ssokssohk Gangbuk Real Estate Information Book V.1.5’ is available as an electronic file on the Gangbuk-gu website’s digital promotion hall, allowing anyone to easily access and use it.


Mayor Lee Soon-hee of Gangbuk-gu said, “We created this booklet to provide real estate-related information that helps residents in their daily lives. We will continue to introduce various measures to communicate the district’s administrative services in an easy and convenient way.”
