[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Lee Gi-jae) announced that it was selected as the 'Grand Prize' for two consecutive years in the '2022 Traffic Demand Management Evaluation' conducted by Seoul City targeting 25 autonomous districts, securing a total of 1.7 billion KRW, including a 300 million KRW incentive and 1.4 billion KRW in collected grants.
This evaluation, conducted to alleviate traffic congestion and realize low-carbon green transportation, was carried out from January to October this year targeting 25 autonomous districts in Seoul City. The assessment was based on 11 detailed indicators across four areas: ▲ Traffic Inducement Charge ▲ Corporate Traffic Demand Management ▲ Focused Traffic Demand Management ▲ Discovery of Special Policies and Cooperation with City Administration.
In this evaluation, the district received excellent ratings in quantitative evaluation of traffic demand management and in the discovery of special policies and cooperation with city administration. In particular, it received high marks for actively discovering unique policy projects reflecting the characteristics of Yangcheon-gu as an educational city, such as the 'Academy Bus Sharing Project' and the 'Smart Parking Management Project in Academy Districts,' as well as the 'My Way Public Transportation Use Challenge,' which encourages setting and practicing a personal public transportation day suitable to local conditions.
In the field of collecting traffic inducement charges, the district achieved a collection rate of over 99% through meticulous on-site investigations of subjects liable for charges and active promotional activities (12 times) to improve payment rates.
In the corporate traffic demand management sector, the district was recognized for its contribution to realizing green transportation by encouraging participation through a visiting corporate traffic demand program and objectively checking program compliance via mobile apps, establishing an organic cooperation system.
Additionally, in the focused traffic demand management area, a public-private joint traffic demand management campaign was conducted to strengthen promotional activities (15 times) for corporate traffic volume reduction programs.
Furthermore, by activating the use of shared cars with 13 parking spaces secured, the district contributed to spreading a vehicle-sharing culture and reducing traffic volume.
Lee Gi-jae, Mayor of Yangcheon-gu, said, "Being selected as the 'Grand Prize' for two consecutive years was possible thanks to the active participation of residents and efforts of local companies in reducing traffic volume," adding, "We will continue to do our best to build a pleasant traffic environment so that Yangcheon-gu becomes a 'city where people want to live and a good place to live.'"
Seocho-gu (Mayor Jeon Seong-su)'s OK Civil Service Center was selected as an excellent institution for civil service administration in 2022 among the 25 autonomous districts of Seoul City.
The '2022 Civil Service Administration Service Evaluation' is a comprehensive assessment conducted by Seoul City on institutions including the Seoul City headquarters, business offices, investment institutions, and 25 autonomous districts, evaluating the speed of handling statutory civil complaints and response office complaints (general and direct complaints) as well as citizen satisfaction.
Since the first evaluation of civil service administration service was conducted in 2017, the district was the first to be selected as an excellent institution and ranked second among the 25 autonomous districts with outstanding results.
This evaluation consisted of items such as ▲ compliance rate with civil complaint processing periods ▲ reduction rate of processing periods ▲ simplification of required documents ▲ citizen satisfaction.
The district attributed its success in being selected as an excellent institution to ▲ prompt and accurate work processing ▲ shortening of complaint processing periods ▲ efforts by public officials to increase citizen satisfaction.
Next year, Seocho-gu plans to continue efforts to provide smarter, faster, and more accurate civil services to be loved by its residents.
Eunpyeong-gu (Mayor Kim Mi-kyung) received the highest award in two categories at the '2022 Seoul Dementia Management Project Performance Evaluation Competition.'
Through the 'Change Bias' project operated by the Eunpyeong-gu Dementia Safety Center, the district received an institutional award, and individual awards were given to elderly participants in the dementia specialist reporter group. The project received high marks for fostering a dementia-friendly environment by encouraging community interest and active participation.
'Change Bias' is a resident-participation specialized project aimed at creating a dementia-friendly environment. Its slogan is "If residents move, the village can change!" and it involves residents, shops, and institutions working together to program activities that dementia patients can participate in.
Specifically, it consists of ▲ the 'Dementia Specialist Reporter Group' project, a resident participation platform that allows even those who are not dementia patients or caregivers to use the Eunpyeong-gu Dementia Safety Center ▲ the 'Find Dementia Safety Shops' project, a shop-led platform that builds a virtuous cycle map among the dementia safety center, users, and local shops ▲ and the 'Touch U' program, an institution-led platform providing equitable service support within Eunpyeong-gu through online and offline cognitive activities. It was praised for contributing to building a foundation where local residents can directly improve awareness and environment regarding dementia.
Kim Mi-kyung, Mayor of Eunpyeong-gu, said, "This valuable result was achieved through the joint efforts of the center and the community to overcome dementia," adding, "We will continue to do our best to create a dementia-friendly city where elderly dementia patients, their families, and local residents can live without worry and with peace of mind."
Dongjak-gu (Mayor Park Il-ha) was selected as the top autonomous district in the '2022 Comprehensive Information Disclosure Evaluation' conducted by the Ministry of the Interior and Safety, which assessed the information disclosure performance of public institutions nationwide.
This evaluation was conducted targeting a total of 591 institutions, including central administrative agencies, local governments, and public institutions, to secure the public's right to know and ensure transparency and reliability in the operation of the information disclosure system.
The district was awarded the highest grade, 'Excellent' (top 20%), among four grades: Excellent (20%), Good (30%), Average (50%), and Poor (below 60 points).
The evaluation covered 10 indicators across four areas: ▲ prior information disclosure ▲ document original information disclosure ▲ information disclosure request processing ▲ customer management.
In particular, the district received perfect scores in five indicators including the number of prior information registrations, completeness of original information, appropriateness of non-disclosure detailed criteria, and customer demand analysis, and also received additional points in prior information and customer management areas.
Additionally, the district operated an information disclosure monitoring group recruited through recommendations from residents in each neighborhood. Through this, they monitored the 'Administrative Information Prior Disclosure' on the district office website and conducted surveys to derive and reflect improvement measures.
Going forward, the district plans to continuously strengthen the website by analyzing user access information such as frequently searched popular keywords.
Park Il-ha, Mayor of Dongjak-gu, said, "We will continue to provide high-quality information by proactively disclosing information of high interest to residents in advance and fulfill the residents' right to know."
Gangseo-gu, Seoul (Mayor Kim Tae-woo) achieved a double crown by winning excellence awards in two categories in the 2022 Regional Welfare Project Evaluation by the Ministry of Health and Welfare.
The regional welfare project evaluation is an annual assessment by the Ministry of Health and Welfare selecting local governments that have improved the level of community social security among 17 cities and provinces and 229 cities, counties, and districts nationwide.
The district was selected as an excellent local government in the fields of 'Providing Visiting Health and Welfare Services' and 'Community Social Security Plan.'
In the 'Providing Visiting Health and Welfare Services' category, the district received good evaluations by faithfully implementing detailed strategies under three promotion strategies: strengthening the public service platform function of the community service center, localizing Gangseo-gu public service linkage and cooperation, and supporting resident empowerment.
In particular, a collaborative case where the district office, community service center, and Community Safety Officer (CSO) worked together to discover middle-aged alcohol-dependent individuals suffering from depression who refused help and provided medical services such as psychiatric treatment was highly praised.
In the 'Community Social Security Plan' category, the district was selected as an excellent local government nationwide based on the '2021 Community Social Security Plan Implementation Result Evaluation.'
The district received high scores for discovering specialized projects considering local characteristics and systematically establishing and implementing the community social security plan.
Specifically, four projects were selected as excellent Gangseo-gu projects: ▲ building a community safety net to eliminate welfare blind spots ▲ revitalizing case management operations through public-private cooperation ▲ operating the Gangseo Hope Sharing Welfare Foundation ▲ pursuing WHO international safe city certification.
Especially, 'Resident Needs Survey through Naver Survey' and joint promotion of social welfare conferences and manager workshops, representing 'activation of public-private cooperation,' were noted as excellent cases.
Mayor Kim Tae-woo said, "Gangseo-gu will continue to focus on supporting vulnerable groups in the region and make the community safety net more robust," adding, "We will strengthen 'visiting welfare' by establishing a proactive and continuous crisis household detection system to eliminate welfare blind spots and support socially disadvantaged people."
