Gangwon-do Without 'Regulatory Free Zone' Takes Lead in Precision Medical Industry Gangwon Province held a proclamation ceremony on the 7th at Duzon Bizon (Namsan-myeon, Chuncheon) to commence the demonstration of the Precision Medical Industry Regulatory Free Zone. [Gangwon Province]

[Asia Economy Reporter La Young-chul] Gangwon Province is embarking on a demonstration project for the 'Precision Medical Industry Regulatory Free Zone' to secure leadership in the medical industry by utilizing 'big data'.


The province has established a 'Data Safe Zone' for the secure use of data necessary for the demonstration and formed a 'Data Utilization Review Committee' composed of experts.


Designated last year by the government as a 'Precision Medical Industry Regulatory Free Zone' project, the province plans to develop diagnostic and predictive artificial intelligence (AI) for four diseases, including chronic (alcoholic) liver disease, prostate cancer, brain injury, and facial bone fractures, by July 2025.


The project budget amounts to approximately 12.8 billion KRW, including national funds, local government funds, and private contributions.


One 'Data Safe Zone' has been established each in Chuncheon (Duzon Bizon) and Wonju (Gangwon Technopark Healthcare Convergence Innovation Center) to support the safe analysis and utilization of medical data without leakage.


The 'Data Safe Zone' monitors the safe use of medical data by implementing not only physical security but also the 'Opt-Out system' (a system that prohibits data collection when the subject explicitly states they do not allow their data to be collected) and various standard procedures.


The Safe Zone is initially used by companies designated under the Precision Medical Regulatory Free Zone during the demonstration project period and will later serve as a space for startups and big data provision to foster the precision medical big data industry.


To control the export and import of medical data and ensure stable management, a 'Data Utilization Review Committee' of 25 members, including data experts, personal information and security specialists, and legal professionals, has been organized.


Recently, the global medical paradigm is shifting toward personalized precision medical services, and at the core of precision medicine, known as the 'flower of medical AI,' medical AI solutions utilizing medical big data are gaining attention.


In line with this trend, Gangwon Province's strategy is to secure leadership in the precision medical industry through designation as a regulatory free zone and the promotion of demonstration projects.


Additionally, the province plans to use this as an opportunity to preoccupy the domestic precision medical industry by establishing a 'Precision Medical Big Data Service Platform' and a 'Lifelog Big Data Platform.'


Before starting the demonstration work, the province held a proclamation ceremony on the 7th, along with the opening ceremony of the 'Data Safe Zone' and the appointment ceremony for experts of the 'Data Review Committee.'


Jung Kwang-yeol, Deputy Governor of Gangwon Province for Economic Affairs, said, "We will nurture Gangwon Province as a mecca of the precision medical big data industry," and added, "We will spare no support for the province, academia, medical community, and medical AI venture and startup companies."
