[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Oh Eon-seok) recently held the ‘8th Term Dobong-type Welfare Vision Sharing Meeting’ at the Seoninbong Hall of the district office.
This vision sharing meeting was organized to declare Dobong-gu’s 8th term welfare vision, ‘Dobong without gaps where no one is left out,’ and to share the comprehensive 2023 ‘Dobong-type Network Welfare Plan for Accompanying the Vulnerable’ with local social welfare organizations and residents to realize this vision.
The meeting proceeded with watching a video containing the 8th term welfare vision, followed by presentations on the Dobong-type welfare vision, the role and cooperation direction of private institutions, and detailed announcements of the Dobong-type Network Welfare Comprehensive Plan according to the welfare vision.
During the welfare communication session ‘Accompanying Talk Talk,’ a Q&A session was held regarding the 8th term Dobong-type welfare vision and comprehensive plan, allowing local social welfare organizations and residents to share their opinions and resolve any questions.
Meanwhile, Dobong-gu will establish a dedicated ‘Task Force Team for Accompanying the Vulnerable’ as of January 1 next year to ensure the solid implementation of the welfare vision and the 2023 ‘Accompanying the Vulnerable’ Dobong-type Network Welfare Comprehensive Plan.
The dedicated TF team will operate the ‘Dobong Network Welfare Cooperation Group’ to build a public-private-academic cooperation system, form a ‘ONE STOP Public Cooperation Group’ with cooperating departments and community centers to promptly respond to current issues. Through the ‘Dobong Accompanying Evaluation Advisory Group,’ performance evaluation and feedback will be conducted for continuous performance management.
Mayor Oh Eon-seok of Dobong-gu emphasized, “During the five months since my inauguration, by participating in various local events, acting as a daily district chief, and engaging in dialogues with residents, I felt the necessity of welfare unique to Dobong-gu. We will do our utmost to realize welfare that Dobong residents can feel through the establishment of the Dobong Network Welfare Comprehensive Plan and accompanying the vulnerable.”
Yangcheon-gu (Mayor Lee Gi-jae) operates the ‘2023 Senior Job Project’ that creates over 2,600 diverse jobs to support healthy aging for seniors.
To this end, they announced recruitment of participating seniors until December 16.
Next year’s senior job project will recruit 441 seniors for village guardian activities directly operated by the district’s community centers, and 2,162 seniors for projects conducted by Yangcheon Senior Club and 11 other executing institutions. The recruitment numbers by project type are ▲Public Activity Type Jobs 2,047 ▲Social Service Type Jobs 334 ▲Market Type Jobs 152 ▲Employment Referral Type 70.
Participants in public activity type jobs must be aged 65 or older and recipients of the basic pension, and will be assigned to volunteer jobs such as cleaning around community centers, senior centers, public institutions, and traffic safety guidance at elementary schools. Social service type participants must be aged 65 or older and will be assigned to tailored elderly care services, childcare facility volunteering, nursing facilities, elevator management, forest ecological environment education, etc., based on experience, certifications, activity capacity, and health status after screening. Market type participants must be aged 60 or older and can engage in cafes, milk delivery, credit card delivery, etc. Employment referral type jobs match seniors with jobs suitable to their qualifications in private companies.
Public activity type participants receive 270,000 KRW for 30 hours per month (within 3 hours per day), social service type participants receive up to 710,000 KRW for 60 hours per month, and market and employment referral type participants’ wages are separately determined according to labor contracts.
The recruitment period is until December 16, and applications can be submitted by visiting community centers and executing institutions (12 locations). Selection is based on a scoring table by project type, with high scorers selected, and results will be individually notified by the institutions.
Mayor Lee Gi-jae of Yangcheon-gu said, “Senior jobs will be a great opportunity to regain vitality in life through social activities and exchanges with peers, and also contribute to income supplementation. We will continue to actively discover and operate diverse senior projects to support seniors’ vibrant and healthy aging.”
Seodaemun-gu (Mayor Lee Seong-heon) announced on the 5th that it will promote the ‘Senior Job and Social Activity Support Project’ next year, allowing about 4,400 residents to participate in 60 projects.
By type, the numbers are ▲Public Activity Type such as elementary school meal helpers 3,929 ▲Social Service Type such as childcare services for vulnerable families 265 ▲Market Type such as side dish production and sales 150 ▲Employment Referral Type such as free job placement 56.
‘Public Activity Type’ is open to basic pension recipients aged 65 or older, ‘Social Service Type’ to suitable applicants aged 65 or older (some projects accept 60 or older), and ‘Market’ and ‘Employment Referral’ types to those aged 60 or older.
The participation period ranges from 10 to 12 months depending on the project. The activity allowance is 270,000 KRW for 30 hours per month for public activity type, and up to 710,000 KRW for 60 hours per month for social service type.
Seodaemun-gu Senior Welfare Division, community centers, Seodaemun Senior Club, and Seodaemun Senior Welfare Center operate application desks from the 5th to the 23rd of this month.
Applicants should visit with a resident registration certificate (issued within 3 months), a copy of their bankbook (for activity allowance payment), and COVID-19 vaccination proof. Application forms are available at the reception desks. However, recipients of basic livelihood security living expenses, health insurance workplace subscribers (except employment referral type), long-term care grade recipients, and those participating in two or more government or local government job projects cannot apply.
Mayor Lee Seong-heon of Seodaemun-gu said, “We will focus on senior job projects by continuously discovering private sector jobs as well as public activity type jobs to provide more opportunities for seniors who want to work.”
Eunpyeong-gu (Mayor Kim Mi-kyung) announced that it will recruit 4,717 seniors to participate in the ‘2023 Senior Job and Social Activity Support Project’ from the 5th to the 16th.
This project supports various jobs and social activities so that local seniors can enjoy a healthy old age.
Although public activity type senior jobs have been significantly reduced according to government policy, Eunpyeong-gu has separately allocated 1 billion KRW from its budget to provide seniors with jobs at this year’s level. Next year, 90 projects will be promoted by 11 executing institutions.
Recruitment categories include public activity type, social service type, and market type project groups. Eligibility is Eunpyeong-gu residents aged 60 or 65 or older, depending on conditions. Recipients of livelihood benefits, health insurance workplace subscribers, long-term care insurance grade recipients, and participants in other ministry job projects are excluded.
Seniors wishing to participate can apply by visiting senior job executing institutions such as Eunpyeong Senior Club, Korean Senior Citizens Association Eunpyeong Branch, and local senior welfare centers with ID and resident registration certificate. Online applications can be made via the ‘Bokjiro’ website. The ‘Neighborhood Senior Volunteer Corps’ project accepts applications at the resident’s community center.

Dongjak-gu (Mayor Park Il-ha) will hold the ‘2022 Volunteer Day Commemoration Event’ on the 6th at the Dongjak Cultural Welfare Center auditorium.
To celebrate ‘Volunteer Day’ on December 5, the district prepared a gathering to encourage volunteers who devoted themselves throughout the year.
The event will be held at 3 PM on the 6th at the 4th-floor auditorium of the Dongjak Cultural Welfare Center, open to any residents interested in volunteering.
The program includes a daegeum (bamboo flute) and Nanta performance by the Golden Wings Volunteer Group, viewing of volunteer activity videos, awards and certificates for 50 outstanding volunteers, and a senior band performance.
Additionally, a Hall of Fame event will be held to produce tiles engraved with the faces and names of volunteers who have contributed over 10,000 hours this year. These tiles will be displayed on the Hall of Fame wall in front of the Dongjak Volunteer Center.
A photo zone will also be set up outside the venue so volunteers attending the ceremony can leave meaningful memories.
Throughout the year, the Dongjak Volunteer Center has actively led community activities such as removing invasive plants, distributing COVID-19 relief packages, delivering dairy products and companionship to solitary seniors through the ‘Silver Bell Ding Dong’ program, and operating volunteer camps.
Notably, the center was recognized as an ‘Excellent Disaster Response Center’ by the Korea Central Volunteer Center for its active flood recovery support during the heavy rains in the metropolitan area last August.
Mayor Park Il-ha of Dongjak-gu said, “I thank all volunteers who passionately worked for the community this year. I hope this event will be a meaningful time to encourage and praise each other.”
Geumcheon-gu (Mayor Yoo Sung-hoon) is conducting a survey on low-income single-person households until January 2023 to discover and support welfare blind spots.
This survey is a preparatory step for the 8th term pledge project ‘With U Project,’ aimed at preventing lonely deaths among socially isolated households and resolving welfare blind spots.
As part of the With U Project, a full survey will be conducted to provide a safety net for each welfare target single-person household.
The survey targets 7,045 single-person households aged 50 or older among welfare recipients such as basic livelihood security recipients and near-poverty groups, investigating safety net linkage status, health conditions, and living conditions.
Based on the survey results, the district plans to provide a one-household-one-safety-net system using Hello-Safety Mobile, Tongtong Hope Naraedan, smart plugs, etc., and gradually establish a 24-hour response system.
Additionally, using a ‘Spatial Information Big Data Program’ that expresses building ages in 3D, further welfare blind spots will be identified. Community leaders such as neighborhood heads and welfare councils will visit old housing households to actively discover neighbors in need.
Besides this full survey, Geumcheon-gu will re-survey 1,023 socially isolated households including those who refused or were absent during the ‘2021 Survey on Single-Person Households in Housing Vulnerable Areas’ conducted last year.
Mayor Yoo Sung-hoon of Geumcheon-gu said, “Based on the survey results, we will link individual safety nets and provide necessary welfare services. We set the 2023 goal to achieve 100% one-to-one safety net linkage for low-income single-person households, marking the first year to minimize lonely deaths and accelerate the With U Project.”
Mapo-gu (Mayor Park Kang-soo) has been selected for the Ministry of Health and Welfare’s ‘Long-term Care Home Medical Center Pilot Project’ and will provide home medical services to seniors with mobility difficulties.
The pilot project offers doctors and nurses visiting services to seniors rated from level 1 to 4 among long-term care home recipients who have difficulty visiting medical institutions.
For efficient operation, the district signed a business agreement with Our Neighborhood 30-Minute Clinic (Director Jung Hye-jin) located in Daeheung-dong, Mapo-gu, and started the pilot project on December 1.
Our Neighborhood 30-Minute Clinic has extensive experience in home medical care through a visiting medical pilot project since 2019 and will closely manage seniors to prevent them from falling into medical welfare blind spots through visiting medical services and monitoring.
The district will also inform eligible seniors about the project and have social workers accompany doctors and nurses during home visits to provide integrated care services including welfare counseling and linkage.
Through this visiting home medical service, it is expected to significantly improve satisfaction with care services for vulnerable groups who previously could not visit hospitals, had family members receive prescriptions on their behalf, or could not even access that.
Mayor Park Kang-soo of Mapo-gu said, “This project will greatly improve medical accessibility for seniors who had difficulty visiting hospitals due to physical limitations and play a major role in resolving welfare blind spots. We will do our best to enhance the quality of welfare services so seniors can enjoy healthy and stable lives within our community.”
