This resolution calls for a thorough clarification of the responsibility and causes of the large-scale disaster that occurred in Itaewon on October 29th due to the government's lack of safety measures and inadequate accident response.
The Nam-gu Council criticized the government official's remark that "there is no responsibility because there was no organizer," stating that it denies the state's fundamental duty to protect the safety of its citizens according to the Constitution, the Framework Act on Disaster and Safety Management, and the Police Duties Execution Act.
Furthermore, it strongly urged to "inspect the safety management status, revise laws and systems to prevent blind spots in the application of safety management systems, establish effective and reliable measures for public safety, and prepare realistic compensation plans for the victims and bereaved families of the disaster."
