Comprehensive Winter Measures Including Cold Wave and Snow Removal 추진

[Asia Economy Reporter Jong-il Park] Jungnang-gu (Mayor Ryu Kyung-gi) is implementing a comprehensive winter plan prioritizing residents' health and safety to prevent various disasters and accidents vulnerable to heavy snow and fires during the winter season, running until March 15 next year.


The district first operates a cold wave situation management task force (TF) during normal times, and during cold wave warnings, it runs a comprehensive cold wave countermeasure support situation room composed of five teams and 34 members, including the situation control team, welfare countermeasure team, facility countermeasure team, and medical support team.


At 39 district-run senior centers, cold wave shelters are operated to provide refuge from the cold, and at 23 bus stops with high user traffic, warm shelters are installed to block cold winds.


Additionally, through a welfare blind spot discovery management system and resident-led social safety nets, the district identifies and supports households in crisis such as water, electricity, or gas outages. To protect the safety of elderly living alone and senior citizens, it plans to establish a meticulous care system by providing home services, meal and side dish deliveries, and safety care services.


To prepare for a winter resurgence of COVID-19, the COVID-19 Disaster Safety Countermeasure Headquarters is activated, and additional winter vaccinations to respond to variant viruses are also underway.


Preparations for rapid snow removal have also been completed. To minimize inconvenience to residents and prevent safety accidents, two fixed automatic brine spraying devices were additionally installed this year at two vulnerable snow removal sections, operating a total of three locations, and road heating cables were added to 10 side roads, expanding to a total of 12 locations.


This snow removal plan mobilizes 3,929 personnel and deploys 155 snow removal equipment units of eight types, including sidewalk snow removal machines, water spraying trucks, and spreaders.


Furthermore, to prevent fires and pipe bursts and ensure safety management, inspections of facilities such as traditional markets, gas facilities, and parks will be conducted to prevent various safety accidents.


Ryu Kyung-gi, Mayor of Jungnang-gu, said, “We will do our best to ensure that residents can spend a safe and warm winter through meticulous winter countermeasures,” and added, “We ask residents to carefully follow cold wave preparedness guidelines.”

Gangseo-gu, Seoul (Mayor Kim Tae-woo) announced that it will implement a comprehensive winter plan until March 15 next year to ensure that all residents can spend a safe and warm winter.


This is to protect residents from various disasters and accidents such as cold waves, heavy snow, and fires that are likely to occur during winter and to promptly resolve residents' inconveniences.

Especially this winter, with the predicted resurgence of COVID-19 causing up to 200,000 confirmed cases per day, the district plans to focus all efforts on preventing the spread of infectious diseases.


This year's winter comprehensive plan will be executed in five sectors closely related to residents' lives: ▲health and environment ▲cold wave ▲snow removal ▲safety ▲livelihood.


First, in the health and environment sector, the focus will be on responding to infectious diseases such as COVID-19 and managing food safety.


The public health center's screening clinics operate daily from 9 a.m. to 6 p.m., except Sundays, and the Magok temporary screening clinic operates from 1 p.m. to 9 p.m. on weekdays and Sundays. For home treatment patients, the home treatment promotion team runs a 24-hour emergency call service to promptly respond to all emergencies.


In addition, intensive hygiene inspections will be conducted on food service establishments to protect residents' health from winter food poisoning.


In the cold wave sector, emphasis is placed on establishing and operating a cold wave situation management system and protecting vulnerable groups. The cold wave management TF team and disaster helpers quickly disseminate information during cold wave warnings and check the safety of vulnerable groups. Visiting nurses provide health management services to vulnerable groups such as elderly living alone and people with disabilities.


In the snow removal sector, the snow removal headquarters maintains a 24-hour emergency system to prepare proactively and respond immediately during heavy snow. Additionally, agreements have been made to mobilize 95 private equipment units and 5,798 personnel, and a cooperative snow removal system has been established with neighboring local governments such as Gyeyang-gu in Incheon, Bucheon City, and Yangcheon-gu.


In the safety sector, the focus is on strengthening disaster prevention through pre-inspections of vulnerable facilities and preventing safety accidents in multi-use facilities.


Joint inspections are conducted with Gangseo Fire Station, Korea Electrical Safety Corporation, and others for multi-use facilities, while each department conducts focused safety inspections on public hygiene businesses and various welfare facilities.


Finally, in the livelihood sector, the plan focuses on stabilizing prices of essential goods and kimchi-making ingredients during winter, cleaning measures, and energy saving.


The price countermeasure situation room closely monitors winter price trends and promptly provides price information through the website. It also aims to stabilize prices of essential goods through guidance and crackdowns on unfair trade practices such as price fixing.


Furthermore, publicity will be strengthened on matters closely related to residents' lives, such as instructions on kimchi waste disposal and winter energy-saving measures, to minimize residents' inconveniences during winter.


Kim Tae-woo, Mayor of Gangseo-gu, said, “We will concentrate all administrative power on preventing winter disasters and safety accidents so that all 570,000 Gangseo residents can spend a safe and warm winter,” and added, “We will also carefully look around to ensure no neighbors are left out or struggling and pay more attention to helping socially vulnerable groups get through the winter.”
