Gangwon Province Governor Kim Jin-tae, "We Will Achieve the Early Realization of the Capital Region-Gangwon Era" On the 6th, marking 100 days since his inauguration, Governor Kim Jin-tae of Gangwon Province held a press conference and announced his commitment to early realization of a "population of 2 million" and a "well-connected metropolitan Gangwon era." [Asia Economy Reporter La Youngcheol] Kim Jintae, Governor of Gangwon Province, marked 100 days since the launch of the 8th elected administration by stating, "Through organizational, personnel, and communication innovations at the Gangwon Provincial Government, we have transformed Gangwon into a working organization."


He also emphasized that he has implemented financial and regulatory innovations and pledged to reduce Gangwon's debt by 60% within his term.


At a press conference held on the 6th at the Gangwon Provincial Government office, Governor Kim expressed his ambition, saying, "Going forward, I will work together with the people of Gangwon to realize an early era of Gangwon with a population of 2 million, a regional gross domestic product of 100 trillion won, and seamless connectivity with the Seoul metropolitan area."


Governor Kim highlighted efforts to improve administrative efficiency through organizational and personnel innovation (practical organization and personnel management, committee restructuring), financial innovation (debt zero declaration), regulatory innovation (improving regulations to promote regional development), and communication innovation (field-centered communication administration).


Since taking office, Governor Kim has redesigned the organization based on functions, abolished the multi-faceted evaluation system, and reformed the personnel evaluation system to focus on performance, promoting organizational and personnel reforms.


He explained that steady progress is being made in establishing a comprehensive plan for the successful launch of the Gangwon Special Self-Governing Province, which is the biggest issue of the 8th elected administration, including discovering special cases, forming the Gangwon Special Self-Governing Province Support Council, and preparing to establish the Gangwon Special Self-Governing Province Support Committee.


In particular, the site for the new provincial government building will be optimally selected within this year, with construction starting in 2026, and the half-price agricultural materials support project is planned to be formulated in October and fully implemented next year.


Governor Kim stated, "The future 8th elected administration of Gangwon Province will realize a special self-governing province with local-led decentralization through the introduction of administrative and financial special cases centered on the people of Gangwon."


He added, "We will promote development in all fields including economy, society, and culture, foster future advanced industries, advance agriculture, forestry, fisheries, and tourism industries, and expand essential infrastructure such as transportation networks to ensure a prosperous life for the residents."


Regarding the 26 investment and contribution institutions that increased during the previous administration under Choi Moonsoon, he mentioned the need for restructuring. He also clarified that the direction of the Gangwon Special Self-Governing Province, which had been divided into 'peace' and 'economy' according to political factions, is clearly an 'economic special self-governing province.'


Earlier, at a press conference on the 28th of last month, Governor Kim stated regarding the review of the overall audit of the Legoland project, "It is somewhat difficult that we are now conducting the audit ourselves, which was previously done by the former administration."


Regarding the 2024 Gangwon Winter Youth Olympic Games, which the previous administration had planned as a peace event involving North Korea's participation, he said, "We have requested North Korea's participation," but emphasized, "There will be no political exploitation."
