"Apartment Complexes with Mixed Sale and Rental Units Must Form Joint Representative Meetings"

[Asia Economy (Suwon) = Reporter Lee Young-gyu] A recommendation has been made that a 'Joint Representative Meeting' between rental and sale households is necessary to resolve resident conflicts in apartment complexes that mix rental and sale units.

The Gyeonggi Province Ombudsman announced on the 3rd that it recommended the 'Amendment of the Standard Rules for Apartment Management' with this content to Gyeonggi Province on the 30th of last month.

In the recommendation, the Gyeonggi Province Ombudsman pointed out, "Rental housing and sale housing in mixed apartment complexes are subject to the Private Rental Housing Special Act and the Apartment Management Act, respectively, and although the Residents' Representative Meeting and rental business operators jointly decide on complex management, specific decision-making methods and procedures have not been established, resulting in numerous resident conflicts."

It added, "It is necessary to reflect the necessary contents in the form of an agreement in the standard rules for apartment management to strengthen communication between rental and sale households and allow for frequent consultations."

Furthermore, "The agreement includes provisions to form a 'Joint Representative Meeting' involving three parties: residents' representatives, tenant representatives, and rental business operators, and also contains matters related to decision-making methods," it said.

The Gyeonggi Province Ombudsman also recommended that the province revise the current dual management regulations by proposing amendments to related laws such as the Apartment Management Act.

The Gyeonggi Province Ombudsman is composed of 10 members including lawyers, professors, and representatives of civic groups, and investigates complaints arising from unreasonable administrative systems, then works to protect the rights and interests of residents through recommendations for system improvements.
