Gwangjin-gu Council Concludes 2022 Administrative Audit
[Asia Economy Reporter Jongil Park] The Gwangjin District Council (Chairman Choo Yoon-gu) concluded the 2022 administrative audit, which had been ongoing since the 21st, including individual audits, Q&A audits, and audits of community service centers, with a final review on September 29.
The review meeting proceeded with individual council members sharing their impressions of the audit, followed by a general summary from Chairman Choi Il-hwan and closing remarks from Chairman Choo Yoon-gu.
In his general summary, Choi Il-hwan, Chair of the Special Administrative Audit Committee, stated, “I thank the council members who did their best in the first audit since the opening of the 9th council, and also express gratitude to the executive branch for their sincere cooperation. The recurring issue of document submission must be corrected without fail, and since the points raised in this audit are directly linked to residents’ lives, we expect immediate action from the executive branch.”
Councilor Heo Eun expressed in her audit impressions, “Cases that do not reflect amendments to higher-level laws need improvement, and when enacting ordinances, their effectiveness should be considered to practically activate projects. Also, considering the executive branch’s focus on administrative work during the audit period, a more rational method for the special audit committee should be reviewed.”
Councilor Kim Mi-young said, “Junggok 3-dong’s office building is small and space utilization is inefficient, which may cause inconvenience for civil petitioners. Space expansion through remodeling or extension is necessary. In the case of Junggok 4-dong, its location on a slope raises safety concerns during heavy snowfall. Measures such as snow removal by professional companies and installation of heating cables are needed.”
Councilor Seo Min-woo, while expressing regret over issues such as missing dates and signatures on civil petition documents, praised the “Visiting Our Neighborhood Animal Caretaker” project, saying, “It contributes to establishing a mature companion animal culture. Efforts should be made to further activate this project.”
Councilor Kim Sang-hee stated, “Once a project is implemented, it cannot be undone. Therefore, from the planning stage, residents’ opinions should be gathered to devise ways to provide greater assistance. Projects that appear to waste budget, such as overlapping or ineffective committees, should be avoided, and projects that residents truly want should be carried out.”
Councilor Go Sang-soon mentioned, “Although there were shortcomings in the executive branch’s document submissions, council members also need to request more specific materials. Additionally, it is inefficient for many staff to wait in line during the audit period,” highlighting the need for changes in the audit method and pointing out poor document organization during the community office audit.
Councilor Shin Jin-ho said, “There were many cases where the executive branch’s responses to inquiries were insufficient. The overall handover system of the district office should be reviewed. Also, projects in the private consignment sector require thorough and meticulous pre- and post-inspections to ensure smooth construction.”
Chairman Choo Yoon-gu concluded the review by saying, “I thank the council members for their efforts in the administrative audit and the executive branch for their cooperation. I ask for prompt handling of the pointed-out issues.”
The Special Administrative Audit Committee plans to conclude its schedule by adopting the final report on October 12.
