Dongdaemun-gu Children and Youth Council Holds ‘2022 Dongdaemun-gu Children and Youth Policy Proposal Contest’
[Asia Economy Reporter Jong-il Park] Nowon-gu (Mayor Oh Seung-rok) announced that it will establish a public-private-police cooperative system to prevent crimes against women and ensure social safety for vulnerable groups.
As the number of single-person households steadily increases, new types of violence such as residential intrusion crimes, stalking, and illegal filming continue to occur. In response, the district is raising awareness and striving to create an environment where residents can live with peace of mind.
□ Public-Police Cooperation: CCTV Installation Support Project for Crime-Vulnerable Households
On the 28th, the district signed a business agreement with Nowon Police Station to promote a CCTV installation support project targeting victims of residential intrusion, stalking, and those requiring personal protection.
This agreement centers on mutual cooperation between the two institutions to support home security equipment and services aimed at preventing crimes in vulnerable households and creating a safe residential environment.
The police selected 34 households confidentially using crime data and will collaborate with equipment providers to handle the actual installation. The district oversees the project operation and manages administrative procedures such as contracts and purchases, while cooperating with support organizations like domestic violence counseling centers for victim protection during follow-up management.
Notably, the CCTV provided this year will be installed outside the front door. Unlike typical home CCTV systems installed indoors that only detect internal intruders, the supported CCTV will be mounted above the door outside, allowing detection not only of intruders but also suspicious loiterers, thus enhancing crime prevention effectiveness.
Another feature is that the equipment is provided, not rented. After the project period ends, users do not need to return the devices; they only need to replace the batteries to continue real-time video monitoring and two-way communication functions. Emergency dispatch and video storage services will also be provided free of charge for one year.
□ Public-Private Cooperation: Illegal Filming Device Inspection Equipment Support Project
The nonprofit private organization ‘Nowon-gu Women’s Association’ (President Kim Myung-sook), which supports public interest activities in the district, signed a cooperation agreement with Seoul Women’s University on the 20th to promote the ‘Illegal Filming Device Inspection Equipment Support Project’ and held an equipment delivery ceremony.
The association aims to prevent digital crimes by supporting inspection equipment primarily at schools where students spend long hours. Seven support institutions were selected, including public facilities with a history of illegal filming or high user numbers: Yonghwa Girls’ High School, Cheongwon Girls’ High School, Daejin Girls’ High School, Yeomgwang Women’s Meditech High School, Induk Science and Technology High School, Yeomgwang High School, and Seoul Women’s University. After signing agreements, portable electronic circuit detectors will be provided.
Last year, Nowon-gu, Nowon Police Station, and Nowon-gu Women’s Association jointly supported the installation of wireless emergency bells at 10 female-operated stores such as beauty salons, nail shops, and real estate agencies after application and selection.
This project installs emergency bells using the store’s internet network; when pressed during emergencies, the bell alerts the district CCTV control center and police for immediate dispatch. A follow-up monitoring in July showed participants expressed gratitude, stating they felt safer even late at night after the installation.
Additionally, the district is implementing various projects to ensure vulnerable groups, including women, can live safely. To prevent crimes such as parcel impersonation, 15 ‘Safe Parcel Lockers’ are operated, allowing contactless parcel receipt near residences. These lockers are mainly installed in areas dense with single-person households and near public facilities with high foot traffic. They are free to use anytime within 48 hours.
The personal safety app ‘Ansim-i,’ which ensures safety on nighttime streets, is also receiving great responses. It includes various functions such as ‘Safe Return Scout,’ which accompanies users home if requested 30 minutes before arrival; ‘Emergency Report,’ which dispatches police when the emergency button is pressed; and ‘Safe Return Monitoring,’ where the district CCTV control center monitors the return route after inputting departure and destination.
Mayor Oh Seung-rok said, “I sincerely thank everyone in the public, private, and police sectors for working together to make Nowon a safe and happy place. We will continue to discover safety policies tailored to the region based on data and do our best to prevent crimes.”
Dongdaemun-gu (Mayor Lee Pil-hyung) Children and Youth Council will hold the ‘2022 Dongdaemun-gu Children and Youth Policy Proposal Contest.’
This contest was implemented to reflect diverse opinions of children and youth in policies to enhance effectiveness and to provide a foundation for children and youth to grow as democratic citizens.
The theme of the contest is ‘Dongdaemun-gu Changing through Children and Youth Participation,’ allowing free proposals on policies and improvements related to children and youth activities and the Dongdaemun-gu community in various fields such as culture and arts, safety, human rights, daily life, and education.
Children and youth residing in Dongdaemun-gu or attending schools located in Dongdaemun-gu are eligible to participate. Those wishing to participate must fill out the application form posted in the announcements section on the website of the Dongdaemun Youth Center by October 14 and submit it via email to the person in charge.
Final contestants who pass the preliminary screening will participate in the final round on October 29, where they will present their proposed policies directly. Presentation formats can be freely chosen, including presentations, plays, songs, storytelling, etc. Awards will be given after judging: one grand prize, two excellence awards, and three merit awards.
The selected proposals will be reviewed by the Dongdaemun-gu Children’s Council plenary session and requested for consideration by relevant departments to be actually reflected in district policies.
Mayor Lee Pil-hyung said, “I hope this proposal contest provides an opportunity for children and youth in Dongdaemun-gu to think about community issues and directly suggest solutions. We will continue to create opportunities for our future children and youth to participate in policies so they can grow into excellent democratic citizens.”
