Wang Wenbin, spokesperson for the Chinese Ministry of Foreign Affairs, also mentioned at a regular briefing that day, "We express our condolences to the victims and extend our sympathies to the families of the victims and the injured."
On the 26th (local time), a man in his 30s opened fire at a school in Izhevsk, the capital of the Udmurt Republic in central Russia, killing 17 students and teachers and injuring 24 others. The perpetrator, a graduate of the school, took his own life at the scene.
