[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) is implementing a ‘Chuseok Comprehensive Plan’ to ensure that all residents can enjoy a safe and comfortable holiday during Chuseok, the nation’s biggest traditional holiday.
The district will operate a ‘Chuseok Holiday Comprehensive Situation Room’ 24 hours a day from the 8th to the 12th to provide comprehensive guidance and promptly respond to residents’ inconveniences. In addition, task forces in areas such as flood and wind damage, traffic, and cleaning will be activated to resolve residents’ inconveniences and prevent administrative gaps.
Seven key areas?▲COVID-19 response ▲safety ▲sharing ▲traffic ▲prices ▲daily life ▲establishment of public service discipline?are the focus for preparing proactive and effective comprehensive measures.
First, to ensure safe and secure COVID-19 response, the public health center’s screening clinic will operate from 9 a.m. to 1 p.m., and the temporary screening clinic at Nakseongdae Park will operate from 1 p.m. to 9 p.m.
For managing home treatment patients, 112 ‘face-to-face medical institutions,’ 121 ‘non-face-to-face medical institutions,’ and 102 ‘one-stop medical institutions’ where testing and prescriptions can be received at once will be operated. Home treatment patients can receive 24-hour health consultations and emergency response from the home treatment dedicated team in case of emergencies.
In general medical care, to prepare for medical service gaps, the public health center’s emergency medical team will operate from 9 a.m. to 6 p.m. on Chuseok day, and the public health center’s medical guidance team will provide information on ‘open medical institutions and pharmacies.’
To help residents enjoy a clean Chuseok holiday and reduce inconveniences caused by waste disposal, a ‘Chuseok Holiday Cleaning Plan’ will also be implemented. Waste collection will be intensified before the holiday, and a cleaning situation room will be operated during the holiday to respond to urgent complaints.
According to the schedule of the Metropolitan Landfill Site, waste disposal is prohibited on September 9 and on Chuseok day, the 10th, and waste disposal will be allowed from 6 p.m. on September 11.
A traffic complaint response team will be operated to promptly address inconveniences and complaints caused by increased traffic demand following the lifting of social distancing.
During the holiday, four public parking lots and the Gwanak-gu Office’s affiliated parking lot will be open free of charge, and some roads around 21 traditional markets and small commercial areas will temporarily allow parking and stopping to facilitate residents’ movement and revitalize local businesses.
In particular, to prepare for Typhoon Hinnamnor and prevent various safety accidents, safety inspections and maintenance were conducted on ▲flood-prone and vulnerable areas and facilities ▲old apartment complexes and redevelopment construction sites ▲traditional markets and other multi-use facilities. A gas and electricity safety management task force was also established to actively respond to emergencies such as gas or power outages.
Efforts will be made to support vulnerable and marginalized groups so that no neighbors are left out. Warm-hearted events for Chuseok will be held at social welfare centers, and tailored support will be provided for groups such as elderly living alone and children at risk of food insecurity. Additionally, the IoT-based single-person household care service will switch to an emergency operation system to ensure the safety of high-risk single-person households.
Mayor Park Jun-hee said, “It is true that many residents are facing difficulties due to COVID-19 and flood damage, but we will do our best to implement various measures that reduce worries and increase safety during the Chuseok holiday so that everyone can have a happy and abundant Hangawi.”
Dongdaemun-gu (Mayor Lee Pil-hyung) is implementing a comprehensive plan for seven days from the 7th to the 13th to ensure residents have a comfortable and safe Chuseok holiday.
The district has established measures in seven areas: ▲COVID-19 prevention ▲accident prevention ▲resolution of residents’ inconveniences ▲warm holiday celebrations ▲traffic measures ▲price stabilization ▲establishment of public service discipline.
To respond quickly in case of emergencies, the district will operate a comprehensive situation room on the first floor of the district office from 6 p.m. on the 8th, the day before the holiday begins, until 9 a.m. on the 13th, the day after the holiday, to conduct emergency duty.
Centered on the comprehensive situation room, 10 teams with 292 personnel?including the COVID-19 response situation room, emergency medical task force, cleaning task force, emergency road facility repair team, emergency sewage facility repair team, flood and wind damage task force, park and green space management team, street vendor special maintenance team, late-night taxi crackdown team, and illegal parking crackdown team?will closely monitor the area during the Chuseok holiday.
First, to prevent COVID-19 during the holiday, a separate COVID-19 response situation room will operate from the 9th to the 12th to maintain an emergency response system. The Dongdaemun Public Health Center screening clinic will be available from 9 a.m. to 6 p.m. during the holiday (disinfection time from 12 p.m. to 1 p.m.). The temporary screening clinic at Cheongnyangni Station Plaza will not operate on the 10th and 11th but will operate from 1 p.m. to 9 p.m. on the 9th and 12th (disinfection time from 5 p.m. to 6 p.m.).
Also, in line with the 8th-term autonomous district government policy to make Dongdaemun-gu a safe place, meticulous accident prevention measures have been prepared.
The district conducts pre-inspections and safety management of major construction sites, rivers, and flood control facilities, as well as management and inspections of multi-use facilities such as traditional markets, large stores, and park facilities. Additionally, gas facility safety management will be conducted until September 8 to prevent fires and other safety accidents during the holiday, and an emergency response system has been established to prepare for accidents.
In particular, to prepare for sudden heavy rain and localized downpours, the Disaster and Safety Countermeasures Headquarters will maintain an emergency duty system. When emergency duty is issued at each stage, workers will be guided to respond quickly, and emergency sewage mobile teams and private service emergency duty will be implemented for rapid recovery and urgent support in case of emergencies.
Due to rising prices recently increasing residents’ burdens, measures for price stabilization have also been prepared. Through the Price Countermeasure Situation Room and special guidance and inspection teams, price tag systems and unfair trade practices will be intensively managed, special management of personal service fee businesses will be conducted, prices of seasonal goods will be surveyed, and origin labeling of agricultural, livestock, and fishery products will be inspected and guided.
To reduce residents’ shopping burdens, an online direct transaction market for agricultural and fishery products from sister cities will operate until the 8th, and ‘Chuseok Holiday Events’ such as discount sales of ritual items, direct sales, and resident participation events will be held at 10 markets including Gyeongdong Market.
Furthermore, the district has prepared plans to provide essential services such as holiday medical institutions and pharmacies operation and waste disposal without disruption.
From the 9th to the 12th, the public health center emergency medical countermeasure situation room will operate for four days to guide residents to open medical institutions and pharmacies during the holiday and receive reports of emergency medical accident-related complaints.
During the Chuseok holiday, emergency rooms of four general hospitals?Kyung Hee University Hospital, Samyook Seoul Hospital, Seoul Sacred Heart Hospital, and Seoul Metropolitan Eastern Hospital?will be available. The district plans to designate and operate hospitals, clinics, and pharmacies open during the holiday with cooperation from the Dongdaemun Medical Association, Dongdaemun Dental Association, emergency medical institutions, and the pharmaceutical association.
Regarding cleaning measures, the disposal of household waste, food waste, and recyclables is prohibited on the 9th and 10th during the holiday, and waste can be disposed of according to the designated day by neighborhood from the 11th.
To minimize inconvenience caused by waste disposal, the district plans to collect all waste disposed of before the start of the holiday. From the 9th to the 12th, three teams?cleaning situation team, patrol team, and cleaning mobile team?with 281 personnel will form a cleaning situation room to crack down on illegal dumping, collect accumulated waste mainly on major roads and residential areas, and handle cleaning complaints. Especially, a mobile team will operate for two days from the 10th to the 11th to keep the city clean during the holiday.
Traffic measures have also been prepared for Chuseok. To encourage public transportation use during the holiday, village bus last service times will be extended until 2 a.m. on the 11th and 12th, illegal acts such as refusal of late-night taxi rides will be cracked down on, and a comprehensive traffic situation room will operate to provide information on special traffic measures.
In addition, the district is thoroughly preparing so that no neighbors are left out during the holiday by operating homeless facilities 24 hours, providing comfort supplies to vulnerable groups, and identifying restaurants operating during the holiday to inform target children.
Mayor Lee Pil-hyung of Dongdaemun-gu said, “We have established comprehensive measures in various fields so that residents can have a comfortable and safe holiday. Jongno-gu (Mayor Jeong Moon-heon) will provide fun ‘activities,’ delicious ‘food,’ and useful ‘daily necessities’ so that Dream Start children can enjoy a joyful Chuseok holiday.
The purpose is to create special memories by making Songpyeon, a representative Chuseok food, with family during the holiday and to support children to spend a fulfilling time by eating food filled with neighborly love.
First, the ‘Our Family Songpyeon Making’ project is conducted in cooperation with Ma-eum Cooking Research Institute, a child-specialized cooking academy located in the area, and involves delivering meal kits consisting of Songpyeon dough, filling, and toppings.
The target is 60 Dream Start families who have expressed their intention to participate in advance. The district also uploads instructional videos on YouTube so that children and families can enjoy a pleasant time and simultaneously enhance their understanding of traditional culture.
Additionally, on the 1st, ‘Bae Teojyeo Sutbul Galbi,’ located in Nakwon-dong, donated pork ribs worth 13.28 million won to Dream Start children and the childcare facility Seondeokwon.
In these times when dining out is difficult due to economic hardships and concerns about COVID-19 infection, this donation reflects the sponsor’s heart to let children safely enjoy delicious food at home and feel the holiday spirit.
The pork ribs were collected directly from the restaurant by each neighborhood community center and facility to ensure freshness and then distributed to the respective families.
