Gwangju Nam-gu Resident Jury Panel Launches Pledge Evaluation for Mayor Kim

[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] The resident jury panel responsible for reviewing and evaluating the implementation of campaign pledges by Kim Byeong-nae, Mayor of Nam-gu, Gwangju Metropolitan City, in the 8th local government term, has begun full-scale activities.


According to Nam-gu on the 5th, the resident jury panel was established to evaluate the fulfillment of campaign pledges from the perspective of ordinary residents and to suggest improvement measures for pledge projects, thereby realizing open administration.


Nam-gu conducted a public recruitment for residents aged 18 and over for about a month from July to August, and after the first and second selection processes, finalized 35 resident jurors.


The first selection process involved random sampling based on age, gender, and population proportion by neighborhood, along with a survey of willingness to participate, with 188 residents expressing their intention to participate.


The second selection process was a telephone interview, where residents who received high scores based on the purpose of operating the jury panel and willingness to participate in district administration were selected.


They began full-scale activities starting with the first meeting of the resident jury panel on the 1st at the 8th-floor conference room of the district office, together with officials from the Korea Manifesto Practice Headquarters, to check the implementation plan of the 8th local government term campaign pledges.


At the second meeting scheduled for the 15th, the panel will hold a session to question and listen to explanations from the heads of relevant district office departments for the verification of pledge projects assigned to each subgroup. Then, through the third meeting on the 29th, discussions on the agenda under each subgroup’s jurisdiction will be conducted, and opinions on the strengths and weaknesses of the pledge projects will be finalized.


In addition, the 35 resident jurors plan to conduct quarterly evaluations of pledge implementation for four years until June 2026, during Mayor Kim Byeong-nae’s term, and perform ongoing monitoring.


They will also attend an annual report meeting on the progress of pledge projects, provide opinions on the implementation and changes of pledge items, and play a role in partially modifying and adjusting projects with low feasibility.


Mayor Kim said, “I hope that better alternatives and visions for pledge projects will be presented through the operation of the resident jury panel, and together with the panel, we will actively promote the fulfillment of pledges to create a bright future for Nam-gu.”


Meanwhile, Mayor Kim was the only local government head in the Gwangju area to receive the highest grade for four consecutive years in the ‘Pledge Implementation and Information Disclosure Evaluation’ conducted for nationwide basic local government heads by the Korea Manifesto Practice Headquarters.
