Yongsan District Mayor Park Hee-young and National Assembly member Kwon Young-se visited Yongmun Market on the 3rd to check on the livelihood of the people.
[Asia Economy Reporter Park Jong-il] Ahead of the national holiday Chuseok, Park Hee-young, the Mayor of Yongsan District, is personally visiting local livelihood sites to strengthen communication administration.
As part of the comprehensive Chuseok measures, this is to inspect inconveniences faced by residents to ensure they can spend Chuseok safely and comfortably, as well as to comfort and encourage neighbors who are more likely to be isolated during this period.
On the weekend before the holiday, September 3rd, together with Kwon Young-se, Minister of Unification and Member of the National Assembly for the district, he visited traditional markets in the area to encourage merchants struggling due to COVID-19 and rising prices. Starting from Malli Market, he toured six traditional markets in the district including Yongmun Market, Ichon General Market, Bogwang Market, Sinheung Market, and Huam Market to check on the livelihood of the people.
Meeting with merchants, Mayor Park said, “Traditional markets still hold the nostalgia of childhood,” and emphasized, “We will develop various policies so that many residents visit the markets not only during holidays like Chuseok or Lunar New Year but also regularly, thereby enhancing the competitiveness of traditional markets.”
Given the record-breaking heavy rain this summer that caused damage in Seoul, thorough preparations for flood and wind disasters are also being made. On the afternoon of the 5th, he plans to visit major construction sites in the area to conduct safety inspections in response to the landfall of Typhoon Hinnamnor (Typhoon No. 11).
On that day, Mayor Park is scheduled to visit four locations: Yongsan 2-ga Mechanical Public Parking Lot, Aper Hangang Construction Site (Seobinggo-dong), Ichon Underpass, and the retaining wall on Hyochangwon-ro.
On the 7th, he will visit Hannam-dong Public Parking Lot to encourage employees working during the Chuseok holiday to assist residents conveniently. The district will open some roadside parking lots (15 locations) and school parking facilities (10 locations) free of charge during the holiday period, including Hannam-dong Public Parking Lot. Additionally, a traffic countermeasure situation room and an illegal parking enforcement situation room will be operated separately to promptly handle parking complaints.
He will then visit Yangjitmal Senior Center to extend holiday greetings to the elderly. On that day, the chairman of the Senior Welfare Support Association is also scheduled to deliver consolation goods.
On the 8th, he will visit the area near Yongsan 2-ga, a habitual illegal dumping site, to directly collect garbage with cleaning workers. The “War on Garbage” is a major pledge of Mayor Park Hee-young’s 8th term, aiming to once again address livelihood inconveniences ahead of Chuseok.
The district has set up a cleaning countermeasure situation room and operates a mobile team to resolve daily inconveniences during the holiday. From the 8th to the 11th, garbage collection will not be conducted throughout the district, and on the 13th, after the holiday ends, accumulated garbage will be collected all at once to create a clean street environment.
Meanwhile, the district has established comprehensive Chuseok measures focusing on five key areas closely related to residents’ lives: safety, traffic, convenience, prices, and sharing. According to the comprehensive plan, the Chuseok holiday comprehensive situation room will operate from the 8th to the 13th, and the COVID-19 disaster safety countermeasure headquarters will operate from the 9th to the 12th.
Jung Moon-heon, Mayor of Jongno-gu, visited and encouraged the shelter for disaster victims caused by the heavy rain on the 10th of last month.
Jongno District (Mayor Jeong Moon-heon) will implement the '2022 Chuseok Comprehensive Measures' for seven days from September 7th to 13th to ensure all residents have a safe and enjoyable Chuseok holiday.
In response to the resurgence of COVID-19, the focus is on emphasizing the importance of daily quarantine and carefully caring for vulnerable groups who may feel lonelier and the holiday period longer.
Among the five major areas?safety, traffic, convenience, prices, and sharing?first, as part of the 'safety measures,' the Disaster Safety Countermeasure Headquarters and Home Treatment Support Team will maintain emergency duty systems and plan to support hospital transfers in case of emergencies.
Additionally, on-site inspections will be conducted targeting academies, elderly welfare facilities, and traditional markets to thoroughly check compliance with quarantine rules. They will verify whether expired products are used in food manufacturing and sales businesses, food service establishments, and check kitchen hygiene. If violations are found, guidance or administrative actions will be taken.
Considering the northward approach of the super typhoon 'Hinnamnor,' rivers, flood-prone areas, and construction sites will be inspected simultaneously to check for leaks, damage, or collapse risks, and stepwise emergency duty will be implemented to respond promptly to warnings and advisories.
Jongno District has also established 'traffic and parking measures' to alleviate traffic congestion. Night taxi services will be provided, and special guidance and crackdowns on illegal acts such as selective passenger pick-up, ride refusals, and unfair fare demands will be conducted. Public parking lots and school parking lots will be opened free of charge. Temporary parking will be allowed around traditional markets.
As a 'convenience measure,' designated open hospitals and pharmacies will be appointed, and the public health center emergency medical team will be organized and operated. Before and after the holiday, household waste collection and city cleaning will be carried out, and a cleaning situation room will be set up during the holiday to focus on waste collection and disposal in major streets, trash bins, and areas dense with restaurants.
Price trends monitoring and crackdowns on unfair trade practices in response to high prices will also be conducted. Jongno District has established 'price measures' to inspect whether there are excessive price increases or unfair price hikes due to collusion in markets, large marts, small marts, and dining establishments.
Holiday events to revitalize traditional markets will also be held. At Gwangjang Market, Onnuri gift certificates will be given based on purchase amounts; at Gwangjang Traditional Market, children's hanbok discounts will be offered; and at Tongin Market, gifts will be provided according to the number of stores used.
During the holiday, donations and consolation goods will be provided to vulnerable residents, and private sponsorship items will be given to elderly living alone, with welfare calls made by phone. For residents of Donui-dong gosiwons who find it difficult to visit their hometowns, a joint Chuseok memorial service will be held at the Donui-dong Gosiwon Counseling Center, and special meal lunchboxes will be delivered to about 200 residents of Changsin-dong gosiwons.
Jongno District will deploy about 280 district office employees to operate the 'Chuseok Comprehensive Situation Room' from 6 p.m. on September 8th to 9 a.m. on the 13th, responding promptly to situations in each field.
Mayor Jeong Moon-heon said, “We are monitoring the resurgence of COVID-19 and the northward approach of the typhoon to protect residents' safety and provide convenience during the holiday. We will provide support supplies to low-income vulnerable residents to ensure they do not feel isolated during Chuseok and carefully check on the elderly.”
Gwangjin District (Mayor Kim Kyung-ho) will implement the ‘2022 Chuseok Sectoral Measures’ from the 7th to the 13th.
This initiative is prepared to ensure residents have a comfortable and safe Chuseok, focusing on eight key areas: Warm Chuseok, Price Stability, Traffic, Flood and Wind Disaster, Safety and Fire, Medical and Health, Resolution of Daily Inconveniences, and Establishment of Public Service Discipline.
Accordingly, during the holiday period, a comprehensive situation room composed of five task forces?Traffic, Flood and Wind Disaster, Parks, Daily Life, and Medical Quarantine?with a total of 869 members will prepare for emergencies in each sector and strive to resolve residents' inconveniences.
In particular, due to the ongoing COVID-19 situation, the district has set ‘seamless quarantine and medical response system maintenance’ as a key measure and has not lowered its guard against COVID-19 response.
First, to ensure ‘seamless quarantine,’ the Disaster Safety Countermeasure Headquarters situation room and the public health center will operate from the 7th to the 12th. The public health center will operate a medical quarantine situation room, provide 24-hour management of emergency patients under home treatment, and operate screening clinics and temporary screening clinics to ensure thorough emergency quarantine duties. The screening clinics and Gwangjin Square temporary screening clinic will operate from 9 a.m. to 1 p.m. and from 1 p.m. to 9 p.m., respectively, to enable residents to get rapid COVID-19 tests.
Additionally, the district will operate an emergency medical countermeasure situation room to prevent ‘medical service gaps.’ Emergency medical institutions in the area, Konkuk University Hospital and Hyemin Hospital, will maintain emergency duty systems to provide emergency patient care during the holiday. Other medical institutions capable of treatment and holiday duty pharmacies will be posted on the district website for guidance.
Furthermore, masks (about 80,000) and self-test kits (about 10,000) were provided to village bus drivers, taxi drivers, traditional market merchants, and environmental public officers to wish for a safe holiday for traditional market and field workers who will be busier during the holiday.
Mayor Kim Kyung-ho of Gwangjin District said, “As the nation’s biggest holiday, Chuseok, approaches, we will actively implement sectoral measures to prevent various accidents that may occur during the holiday and minimize residents’ inconveniences. We ask everyone to pay special attention to personal quarantine during the holiday and hope everyone has a warm and safe Chuseok.”
Yangcheon District (Mayor Lee Ki-jae) held heartwarming sharing events across the community to deliver abundant and warm hearts to residents in welfare blind spots who are going through difficult times during the Chuseok holiday, creating touching moments.
In Mok 3-dong (Dong Chief Moon Ssang-hong), on the 2nd, the Mok 3-dong Community Security Council (hereafter ‘Council’) hosted the ‘Package Filled with Affection’ sharing event. The Council directly prepared and delivered food packages consisting of jeon (Korean pancakes), beef bulgogi, rice cakes, fruits, and side dishes to 40 households of elderly living alone and vulnerable groups in the area. Mok 3-dong Chief Moon Ssang-hong said, “I thank the volunteers who practiced generous and warm sharing for neighbors in need during the holiday and will continue to actively discover and promote welfare projects needed by the vulnerable in the community.”
On the same day, in Sinwol 2-dong (Dong Chief Jo Sook-hyun), the Sinwol 2-dong Saemaeul Women’s Association delivered ‘Chuseok Love Samgyetang (ginseng chicken soup) Packages’ to 70 vulnerable households. The event was prepared by women’s association members and resident volunteers who packed the packages containing samgyetang, rice cakes, and fruits themselves while observing quarantine rules and delivered them to each household. Sinwol 2-dong Chief Jo Sook-hyun said, “I deeply thank the Saemaeul Women’s Association for preparing the event to help residents recover their strength after the heatwave and heavy rain, and I hope everyone enjoys a bountiful and prosperous Chuseok like the full moon after eating the nutritious samgyetang.”
In Sinwol 3-dong (Dong Chief Ahn Ki-joo), on the 30th of last month, the Sinwol 3-dong Community Security Council hosted the holiday food sharing event ‘Happier Because We Are Together.’ Council members carefully prepared Chuseok packages containing assorted jeon, songpyeon (rice cakes), bulgogi, and hope, and delivered them to 40 households at risk of solitary death. Sinwol 3-dong Chief Ahn Ki-joo said, “We will continue to do our best to overcome difficult times together with neighbors through a tight-knit network.”
In Sinwol 5-dong (Dong Chief Shin Soo-gil), on the 1st, the Sinwol 5-dong Community Security Council delivered ‘Hope Dream (DREAM)’ packages containing nutritional supplements, various snacks, and food ingredients to 50 single-parent families and vulnerable children. Notably, council members showed meticulous care by preparing various snacks such as juice, jelly, cereal, and chocolate bars reflecting the preferences of the children receiving the packages. Sinwol 5-dong Chief Shin Soo-gil said, “We prepared delicious snacks along with nutritional supplements and food ingredients so that our children will not go hungry even during the holiday, and I hope they feel the warmth of the community and have a warm holiday.”
On the 2nd, Sinjeong 3-dong and Sinjeong 7-dong Resident Centers received a donation of 2,000 kg of white rice through the ‘Chuseok Love Rice Donation Ceremony’ from Sin-O Saemaeul Credit Union (Chairman Lee Jong-seok). The donated rice will be distributed as one 10kg bag each to 200 vulnerable households in Sinjeong 3-dong and Sinjeong 7-dong. Chairman Lee Jong-seok, who attended the ceremony, said, “In celebration of Chuseok, a traditional national holiday, we prepared a small token to realize the values of sharing and coexistence, hoping that neighbors in need around us will have a strong and energizing holiday like a hearty bowl of rice.”
Yangcheon District Mayor Lee Ki-jae said, “I sincerely thank all sponsoring organizations who willingly extended warm helping hands to neighbors ahead of Chuseok. With the support and encouragement received, we will continue to implement more detailed and meticulous welfare administration to warmly embrace and care for the lives of many vulnerable people.”
Geumcheon District (Mayor Yoo Sung-hoon) will provide healthy snack rice roll cakes to 120 care recipients in the district for the Chuseok holiday.
This special holiday meal provision is prepared to visit care recipients during a period when they are likely to feel relatively isolated, to offer emotional comfort and greetings, and to share the warmth of the community.
The Geumcheon Care SOS Service supports five major care services?temporary home care, short-term facility, hospital accompaniment support, meal support, and housing convenience?to minimize care blind spots caused by weakened family functions.
The target includes all residents aged 50 and above, seniors, and people with disabilities, with costs supported up to 85% of median household income (temporarily up to 100% due to COVID-19 situation).
Applications can be made at the local community service center, where dedicated care managers are available for prompt consultation and support.
Geumcheon District Mayor Yoo Sung-hoon said, “I hope everyone can spend a warm holiday without neighbors being left out this Chuseok. We will continue to strive to minimize care blind spots through the Care SOS Service.”
Gangbuk District (Mayor Lee Soon-hee) will implement comprehensive Chuseok measures from the 7th to the 13th ahead of Hangawi (Korean Thanksgiving).
The seven-day plan covers five areas and 18 tasks.
First, safety measures will focus on flood and wind disaster preparedness, safety inspections of disaster-vulnerable housing and building facilities, gas facility safety management, road facility management, management of food manufacturing and sales businesses, and COVID-19 infection prevention and control.
In particular, with the possibility of Typhoon Hinnamnor (Typhoon No. 11) passing through Korea, the district will intensify flood and wind disaster preparedness. The district will maintain an emergency duty system at the Disaster Safety Countermeasure Headquarters, strengthen stepwise duty according to weather warnings and advisories, and operate a 24-hour disaster situation room (from the 8th to the 12th) to prepare for emergencies.
Also, to prevent the spread of COVID-19, screening clinics (9 a.m. to 6 p.m.) and temporary screening clinics (1 p.m. to 9 p.m.) will continue to operate during the holiday, and the COVID-19 dedicated integrated call center (9 a.m. to 6 p.m.) will be active.
Other medical systems to prevent infectious disease spread, such as epidemiological investigations, hospital assignments and transfers for confirmed cases, management of overseas entrants, and monkeypox surveillance, will also be maintained.
Measures related to residents’ daily lives, such as cleaning, safe fuel supply, emergency medical system securing, and price stabilization, will be promoted. The district plans to deploy 428 personnel from the 9th to the 12th (Monday) to operate garbage collection mobile teams, collect garbage from streets and vulnerable areas, inspect multi-use facilities, and guide against illegal dumping.
Additionally, since garbage disposal is prohibited for three days from the 8th (Thursday) to the 10th (Saturday) during the holiday, special cleaning will be conducted for seven days after the holiday.
An emergency medical situation room will also be operated to prepare for emergencies during the holiday. The situation room will handle emergency medical accident-related complaints, provide information on open hospitals and pharmacies, and check personnel and equipment at emergency medical institutions. Cooperation systems with related agencies such as police and fire stations have been strengthened for emergency rescue in case of mass casualties.
The district will also operate a price countermeasure situation room, conduct special crackdowns on illegal parking, provide customized support for isolated neighbors, support meals for children at risk of food insecurity, conduct special inspections during Chuseok, and check building security and safety.
Gangbuk District Mayor Lee Soon-hee said, “We have prepared measures in all areas including safety, daily life, traffic, and welfare to minimize inconvenience during the holiday. We will do our best to ensure residents have a safe and comfortable holiday.”
Seoul Gangseo District (Mayor Kim Tae-woo) has prepared the ‘2022 Chuseok Comprehensive Measures’ to ensure residents can spend a safe and comfortable holiday during the national holiday Chuseok.
The district has designated the seven days from the 7th to the 13th as a special countermeasure period, focusing on seven key areas closely related to residents’ lives: resident safety, warm holiday, flood and wind disaster, resident convenience, medical care, price stabilization, and establishment of public service discipline and building management.
First, the emergency response system to prevent the spread of COVID-19 will be maintained. During the holiday, the public health center screening clinic will operate from 9 a.m. to 6 p.m., and the Disaster Safety Countermeasure Headquarters will provide COVID-19 guidance and consultation from 9 a.m. to 10 p.m.
Additionally, 24-hour monitoring of home treatment patients will continue to focus on preventing COVID-19 spread.
Support measures for vulnerable groups have also been prepared. Consolation money will be delivered to low-income residents and welfare facilities before the holiday. This year, support for flood-damaged households has been newly established.
The emergency response system for weather disasters such as flood and wind will be strengthened. Especially this year, since heavy rain caused significant damage in Seoul, the district will conduct pre-inspections of facilities and maintain emergency contact networks to thoroughly prepare for emergencies caused by sudden heavy rain.
Measures to enhance resident convenience have also been prepared. A traffic countermeasure team will operate to crack down on traffic violations and promptly receive and handle citizen complaints.
Before the holiday, a special cleaning will be conducted to collect household waste intensively and clean the area. Strict prior notice will be given regarding the garbage disposal ban period (9th to 10th), and on the 13th, after the holiday, garbage will be collected en masse and major roads cleaned to maintain clean streets.
Furthermore, medical measures have been prepared to respond quickly in case of emergency patients during the holiday.
The public health center medical countermeasure team will operate from 9 a.m. to 6 p.m. during the holiday, and four emergency rooms in medical institutions will operate 24 hours. Additionally, 50 designated open hospitals and 150 open pharmacies will be operated in rotation to promptly handle urgent patients.
Finally, a price countermeasure situation room will be operated, and duty inspections of countermeasure teams will be conducted to thoroughly manage so that all residents can have a safe and warm holiday.
The district will operate a Chuseok comprehensive situation room 24 hours from 6 p.m. on the 8th to 9 a.m. on the 13th to prevent various safety accidents and monitor resident inconveniences during the holiday.
Mayor Kim Tae-woo said, “We will carefully check every detail to prevent inconvenience to residents during the holiday. I hope all residents spend a safe and enjoyable Hangawi with family and relatives.”
Yeongdeungpo District (Mayor Choi Ho-kwon) announced that it will implement special cleaning measures to resolve residents’ inconveniences and maintain a pleasant urban environment during the Chuseok holiday.
The district will focus on preparing garbage disposal measures from September 7th to 8th before the holiday and switch to an emergency collection system throughout the area, transporting all collected waste to public disposal facilities.
From September 9th to 12th, the ‘Chuseok Holiday Cleaning Countermeasure Situation Room’ will operate. A total of 339 cleaning personnel and cleaning vehicles will be deployed in six teams to intensively collect household waste on main roads and vulnerable areas.
During the holiday, due to restrictions on waste acceptance at public disposal facilities, the district plans to notify residents in advance about permissible disposal dates and request cooperation to refrain from disposing of household waste.
Garbage will not be collected on September 10th and 11th. Household waste, including food waste and recyclables, can be disposed of starting from September 11th, between 8 p.m. and midnight. Normal household waste collection will resume on September 12th. Failure to comply with garbage disposal dates and times may result in fines up to 100,000 KRW.
Additionally, the district will inspect oversized packaging violations mainly targeting large distribution companies in the district to promote packaging waste reduction and resource recycling. Together with the Korea Environment Corporation, they will focus on packaging materials and methods for gift sets, confectionery, and alcoholic beverages, issuing packaging inspection orders for suspicious products and imposing fines up to 3 million KRW if violations are confirmed.
Cleaning Division Chief Lee Ui-seop said, “To have a pleasant Chuseok, we ask residents to actively comply with household waste disposal schedules. We will continue to strive to ensure all residents enjoy a clean urban environment.”
Gwangjin District (Mayor Kim Kyung-ho) will open five public parking lots with 554 spaces free of charge 24 hours a day for four days from September 9th to 12th to provide parking convenience for residents and returnees.
The free public parking lots are: Dongseoul-gil Public Parking Lot (around 38 Guui Riverside Road) with 94 spaces; Songlim Sikdang-gil (around 79 Jayang Beonyeong-ro) Public Parking Lot with 71 spaces; Junggok Bokgaecheon (around 68 Ginkgo-rang-ro) with 78 spaces; Sinseong Market-gil (around 453 Junggok 4-dong) with 30 spaces; and Jayang Retention Basin (52 Ttukseom-ro-gil 58) with 281 spaces.
For detailed information about the free parking, inquiries can be made to the Gwangjin District Traffic Guidance Division and the Gwangjin District Facilities Corporation Parking Business Team.
Also, during the holiday, to provide parking convenience for traditional market users, illegal parking around 13 traditional markets will be managed mainly through guidance and leniency. However, double parking that obstructs traffic flow and parking outside permitted areas will be managed through both guidance and enforcement.
Along with this, a ‘special traffic plan’ for Chuseok has been established, including operation of the Chuseok holiday traffic situation room and parking complaint situation room, increased bus services to enhance transport capacity at Dongseoul Terminal, safety inspections of traffic facilities, and joint traffic control with Gwangjin Police Station and Gwangjin Model Drivers Association to support traffic convenience for residents and visitors during the holiday.
Mayor Kim Kyung-ho of Gwangjin District said, “With free public parking and various traffic measures, I hope families, relatives, and residents visiting the district during the holiday have a joyful and safe Chuseok.”
