Yeongdeungpo-gu and Mapo-gu Fully Prepare for Typhoon 'Hinnamnor' Choi Ho-kwon, Mayor of Yeongdeungpo District, inspecting sandbags placed in flood-prone areas


[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Choi Ho-kwon) has launched an all-out effort to protect residents' lives and property in response to the northward approach of Typhoon No. 11, ‘Hinnamnor’.


This typhoon is expected to make landfall in a stronger state than the past domestic typhoons ‘Sarah’ and ‘Maemi’, raising concerns about significant damage.


Therefore, the district plans to operate a Disaster Safety Countermeasures Headquarters according to the typhoon stages, minimizing damage through inspections of various personnel, equipment, and vulnerable facilities.


First, 82 members of the flood control task force have begun emergency activities. They will remove storm drain covers and dredge rainwater pipes early to minimize damage.


Additionally, 82 employees have been assigned to 44 routes in 12 buildings that were flooded during the recent heavy rains, based on the ‘Flood Trace Map’. They plan to minimize casualties through pump operation support and emergency rescue of residents living in underground houses.


Materials for flood prevention have also been additionally secured. The number of pumps has increased from 1,242 to 1,642 units, with plans to add 240 more. Sandbags have been increased by 2,000 to a total of 39,400, stocked at 30 vulnerable areas and community centers.


Furthermore, a comprehensive inspection has been completed for 3,235 households equipped with backflow preventers (backwater valves) and floodgates, eight rainwater pumping stations, 23 sluice gates, and seven small pumping stations as part of flood prevention projects.


In addition, 143 private construction sites and 11 third-category facilities such as apartments requiring safety management have been sent guidance notices to their management entities. Requests for measures to prevent the toppling of temporary fences, scaffolding, and tower cranes have been made, and separate on-site inspections will be conducted.


Patrols of slope facilities, advertising structures, street trees, and road facilities will continue until the situation is resolved.


Ji Bu-geun, Director of the Water Management Division, stated, “As a strong typhoon is expected, we will minimize residents’ damage through thorough preparation,” and added, “We ask residents to pay close attention to disaster broadcasts to avoid damage.”

Guro-gu held an emergency weekend countermeasure meeting on the 4th at the Renaissance Hall of the district office in preparation for Typhoon ‘Hinnamnor’.


Presided over by District Mayor Moon Heon-il, the meeting was attended by heads of related departments who reported on the inspection status of each department.


Earlier, since the 1st, the district conducted inspections of disaster-vulnerable facilities (areas), river embankments, retention basins, and sewage pipelines; checked the operational status of pump facilities such as rainwater pumping stations and drainage channels; and carried out pre-inspections of landslide risk areas, construction sites, retaining walls, and stone walls to minimize typhoon damage.


Along with this, 28 manhole fall prevention devices and 61 flood prevention facilities were installed, and more than 15,600 sandbags were additionally secured to strengthen the response system against the typhoon.


Pre-inspections by departments continue, and from the weekend, an emergency duty system has been initiated.


A Guro-gu official said, “As a strong typhoon is expected, we will minimize residents’ damage through thorough preparation,” and urged, “Please carefully monitor the surrounding situation until the typhoon completely passes.”

Mapo-gu (District Mayor Park Kang-soo) began early morning on the 4th with on-site inspections and continued with a comprehensive check of preparedness to minimize resident damage due to the northward approach of Typhoon No. 11, ‘Hinnamnor’.


At around 9 a.m. on the 4th, Park Kang-soo, Mayor of Mapo-gu, visited Mapo Rainwater Pumping Station and Mangwon 1 Rainwater Pumping Station in sequence (photo) to check the operation status of drainage pumps, and inspected the Hongjecheon Mangwon Entrance construction site to review preemptive measures against the typhoon.


He also reminded the executives present on-site of the thorough preparations made during the heavy rains in August, which prevented significant damage to semi-basement households, and urged proactive response to minimize damage from this typhoon as well.


Following this, a comprehensive preparedness inspection meeting was held in the district office’s 8th-floor main conference room, ordering full efforts to ensure resident safety and damage prevention regarding roads, sewage, and housing flooding.


The district has strengthened patrols of disaster-vulnerable areas, sent disaster text messages (SMS), inspected storm drains and sewage pipelines, activated care services for flood-prone households, and implemented safety measures for large construction site barriers and outdoor advertisements, completing thorough preparations against strong winds and heavy rain.


Mayor Park instructed, “We must maintain a thorough emergency response system to prepare for any situation caused by the typhoon,” and added, “We will focus administrative power on all safety measures so that residents can spend the Chuseok holiday peacefully.”


Meanwhile, the district strongly urged the complete cancellation of Seoul City’s decision to select a site for the metropolitan resource recovery facility and held a response task force meeting on the same day to demand withdrawal of the selection.
