Nowon-gu Gyeongchun Line Healing Town Wins Minister of Land, Infrastructure and Transport Award at National Land Competition
[Asia Economy Reporter Park Jong-il] On the afternoon of the 2nd at 4 PM, Lee Gi-jae, Mayor of Yangcheon-gu, met with Yoon Hyung-jung, President of Korea Airports Corporation, and actively requested the establishment of measures to support Yangcheon-gu residents affected by airport noise.
At the meeting, Mayor Lee urged for in-depth discussions on realistic compensation measures such as expanding resident support projects, reducing aircraft operation hours, and restricting high-noise aircraft operations during late-night hours.
Yangcheon-gu held a meeting on the 31st of last month with the Minister of Land, Infrastructure and Transport to address noise damage from Gimpo Airport, requesting active government support including ▲expanding noise control areas by relaxing noise standards ▲reducing aircraft operation hours, and is continuing swift efforts to prepare countermeasures for airport noise damage.
Seocho-gu (Mayor Jeon Seong-su) signed a business agreement on the 1st with Seocho and Bangbae Police Stations to establish a community safety network aimed at zero tolerance for crimes against women.
This agreement was made to create a safe daily life and a happy Seocho by cooperating with institutions representing safety in Seocho.
Through this agreement, the district and police stations will jointly respond to new types of crimes by operating ▲‘Women’s Safe Return Firefly’ to support safe returns home ▲‘Seocho Hidden Camera Security Guards’ to eradicate and prevent illegal filming ▲Seripul Guardian Angels △CCTV Control Center emergency report and on-site response support ▲joint facility inspections for crime prevention and discovering women’s safety projects.
In particular, four new ‘Seripul Guardian Angels’ specialized in women’s safety will be formed to prevent crimes targeting vulnerable groups such as women and youth, and proactively respond to new types of sexual violence crimes such as stalking and dating violence.
Specifically, the ‘Seocho Safe Return & Hidden Camera Prevention Guardian Angels’ will establish two patrol teams to strengthen patrols in areas densely populated by single women households and high-risk vulnerable areas, and create a system for immediate dispatch upon ‘Guardian Angel’ reports in coordination with local police substations. Additionally, a dedicated mobile unit for Seocho Hidden Camera Security Guards (two-person teams) will conduct regular inspections, update equipment, secure expertise to counter sophisticated crimes, and operate a dedicated suspicious report center.
The ‘Smart Guardian Angels’ will activate the Seoul city ‘Ansim-i App’ operation by integrating it with the Seocho Smart Hub Center’s integrated control system, providing real-time monitoring and support during citizen emergencies. Services include return home monitoring, emergency reporting, scout functions, single-store reporting, beacon flashing linked with smart security lights and Ansim-i, safe return and emergency support, and emergency tracking control of electronic anklet wearers to create a safe return environment.
The ‘Gender Violence Guardian Angels’ will cooperate with Seocho and Bangbae Police Stations to provide safety assistance items such as smart doorbells, home CCTV, and delivery label stamps to prevent stalking crime victims, while the ‘Todak Todak Guardian Angels’ will offer legal consultation and psychological counseling support for victims of gender violence.
Furthermore, in August, the district signed a safety control operation agreement with Seoul city to establish a seamless intelligent cooperation system. In case of emergencies reported through the ‘Ansim-i App,’ the situation will be quickly communicated, and the control center will collaborate with on-site police to ensure citizen safety.
Seocho-gu Mayor Jeon Seong-su stated, “Seocho-gu has made great efforts to ensure women’s safety and prevent gender violence. Especially this year, we enacted the Seoul Special City Seocho-gu Ordinance on Stalking Crime Prevention and Victim Support to prevent stalking and dating violence and support victims. We will continue to maintain a civil-government-police cooperative system to create a Seocho where people are happy today and look forward to tomorrow.”
Nowon-gu (Mayor Oh Seung-rok) announced that it won the Minister of Land, Infrastructure and Transport Award for two consecutive years at the ‘2022 Korea Land Grand Prize.’
Celebrating its 14th year, the ‘Korea Land Grand Prize’ is the most prestigious event in Korea’s land, urban, and landscape fields, evaluating and awarding creative cases that have improved landscape design in land and urban spaces.
Gyeongchun Line Healing Town ranked first in the street and plaza category among a total of 83 works in 9 categories. It was recognized for its achievement in creatively redesigning the old Hwarangdae Station, which had been abandoned due to the 2010 Gyeongchun Line double-track electrification project, into a healing plaza with galleries, museums, and light gardens for diverse generations and social classes.
The district utilized the 44,620㎡ plaza and railway around the last remaining simple station in Seoul, the old Hwarangdae Station, displaying narrow-gauge trains, Mika steam locomotives, royal carriages, as well as trams imported from Prague, Czech Republic, and Hiroshima, Japan.
Also, the old Hwarangdae Station building, designated as Registered Cultural Heritage No. 300 for its historical rarity and architectural value, was renovated into an exhibition hall called the ‘Hwarangdae Station Museum.’ The Time Museum, created by remodeling a Mugunghwa train car, exhibits clocks collected worldwide, offering a unique attraction.
The ‘Gyeongchun Line Forest Path Gallery,’ made from containers that were to be discarded, serves as a new cultural and artistic hub with exhibitions by famous domestic and international artists and cultural arts programs. Currently, the ‘Masters of Modern Art Exhibition,’ featuring 25 works including original prints by Korea’s leading contemporary artists Kim Chang-yeol, Kim Hwan-ki, Park Seo-bo, Yoo Young-guk, and Lee Ufan, is ongoing until the 18th.
The train caf?, a must-visit to fully enjoy the railway park, delivers drinks to tables by train. It features a spaceship model launching into the sky and a ceiling train running nonstop, stimulating curiosity and imagination with its unique atmosphere.
At night, Gyeongchun Line Healing Town transforms into the ‘Nowon Light Garden.’ From the park entrance, 17 types of light sculptures including Milky Way lighting and light tunnels illuminate the area, creating a spectacle of lights. In the central plaza, the ‘Avatar Tree,’ a symbol of Nowon Light Garden, stands 6 meters tall and 10 meters wide, composed of 1,500 flowerpots and 40 lights.
This fall, the miniature exhibition hall ‘Nowon Train Village (Swiss Pavilion),’ which replicates Switzerland’s stunning natural scenery and train villages, will open. It features 14 lines with a total rail length of 410 meters where 18 miniature trains operate, and various experiential contents including over 40 miniature displays of the Matterhorn Mountain are ready to captivate visitors.
Mayor Oh Seung-rok said, “Following last year’s award for Bulamsan Healing Town, we have won the Minister of Land, Infrastructure and Transport Award for two consecutive years. Including Gyeongchun Line Healing Town, which is becoming a landmark of Seoul, we will complete Healing Towns at Yeongchuksan, Bulamsan, and Suraksan Mountains, blending nature with culture to create a city where all generations can be happy.”
