Guro, Dongjak, and Seongbuk Districts Conduct Intensive Inspections of Vulnerable Facilities in Preparation for Typhoon 'Hinnamno'


[Asia Economy Reporter Park Jong-il] As Typhoon No. 11 ‘Hinnamnor’ is moving northward, Guro-gu has launched a special inspection to prevent damage from heavy rain and strong winds.


This inspection will be conducted over five days from the 1st to the 5th by an inspection team including heads of departments responsible for each facility and 16 neighborhood chiefs, focusing on areas affected by landslides and flooded houses and facilities caused by the heavy rain on August 8.


Through the special inspection, the focus will be on ▲ checking vulnerable areas prone to flooding and the operational status of flood control facilities ▲ inspecting disaster-vulnerable facilities (areas) ▲ pre-inspection to prevent damage from strong winds ▲ preventing casualties along rivers.


Based on the inspection results, minor issues will be addressed immediately, and if additional maintenance is required, temporary measures will be taken followed by prompt repairs before the heavy rain and strong winds.


In addition, 12,000 more sandbags have been secured and placed at Mokgamcheon bridges and low-lying residential areas to minimize damage caused by the typhoon.


Besides the existing flood prevention measures, the district has strengthened its response system against wind and flood disasters by dredging 9,980 rainwater inlets and 6.25 km of sewage pipes in flooded areas and installing flood prevention facilities in 61 households.


Moon Heon-il, Mayor of Guro-gu, said, “Since heavy rain damage recently occurred, we will do our best to thoroughly conduct pre-inspections and preparations to prevent any damage to residents,” and urged, “Please carefully check the surrounding risk factors once again.”

Dongjak-gu (Mayor Park Il-ha) announced that it is making every effort to prepare in advance to prevent safety accidents and minimize damage to residents as Typhoon No. 11 ‘Hinnamnor’ approaches northward.


‘Hinnamnor’ is expected to make landfall on the southern coast on the 6th and affect the entire Korean Peninsula from the 5th to the 6th, bringing strong rain and wind.


Accordingly, the district is focusing all efforts on typhoon preparedness safety inspections, including ▲ pre-inspection of vulnerable areas ▲ additional installation of flood prevention facilities ▲ additional procurement of sandbags and pumps ▲ strengthening patrols along Dorimcheon Stream.


First, during last month’s heavy rain, the district inspected flood-vulnerable facilities such as damaged areas and large construction sites and dredged 5.2 km of pipelines and 6,200 rainwater inlets in low-lying areas.


To prepare for strong winds, banners, temporary tents, and sunshades were removed or secured, and street trees were inspected to remove dead trees in advance.


Also, on September 3, water-blocking panels were installed at 79 low-lying houses and shops in the area (photo). Based on field surveys, the height of the water-blocking panels was raised from the existing 40 cm to 60 cm, and double-layer installation was applied when necessary to prevent flood damage in advance.


Additionally, 27,000 more sandbags were produced and 7,000 were placed around Dorimcheon Stream and local sandboxes, with 20,000 kept in reserve.


During the recent heavy rain, 2,048 pumps were rented, and 150 were additionally purchased, currently holding 230 units.


Furthermore, the eroded embankment points along Dorimcheon Stream were temporarily restored with large sandbags and unreinforced concrete, and patrols by river control personnel were strengthened. Real-time monitoring of weather conditions will enable preemptive control of Dorimcheon Stream access in case of sudden heavy rain.


Park Il-ha, Mayor of Dongjak-gu, said, “We will respond proactively and preemptively to this typhoon to thoroughly inspect and work on fundamental measures to prevent secondary damage.”

Seongbuk-gu (Mayor Lee Seung-ro) held a preemptive countermeasure meeting and checked the response status by sector as the super typhoon ‘Hinnamnor’ approaches northward.


On the afternoon of the 2nd, the district held a countermeasure meeting chaired by the deputy mayor with major functional departments such as the district’s water management division to analyze the typhoon forecast and specify response plans by relevant departments. Deputy Mayor Shin Sang-chul urged, “Departments managing various facilities should maintain continuous inspections and pre-patrols to remove flood risk factors in advance and maintain an emergency work system by closely monitoring weather warnings and emergency alerts.”


Seongbuk-gu has taken preemptive measures against the typhoon, including ▲ strengthening patrols and inspections of vulnerable areas such as construction sites and river surroundings ▲ maintenance of decayed and hollow street trees and hazardous trees ▲ river control and resident evacuation system setup ▲ inspection and maintenance of flood control facilities ▲ additional installation of flood prevention facilities.


In addition, the district has established an emergency work and 24-hour situation transmission system and formed an emergency response team to respond immediately in case of damage.


Mayor Lee Seung-ro said, “We will thoroughly enter an emergency response system to prepare for any possible situation caused by this typhoon,” and added, “We will mobilize all administrative power to protect residents’ lives and property and minimize damage, and we ask residents to frequently check weather conditions from the weekend and prepare at home to avoid damage.”

Yeongdeungpo-gu (Mayor Choi Ho-kwon) will operate an ‘On-site One-stop Support Center’ in Mullae-dong until September 8 in cooperation with the Ministry of SMEs and Startups to support small manufacturers affected by flooding.


Due to the record-breaking heavy rain in August, Yeongdeungpo-gu suffered significant damage, including flooded roads and over 6,100 houses and shops.


The Mullae-dong area, where ironworks and small factories are densely located, was no exception. The recent heavy rain flooded 167 factory buildings, causing machines to break beyond repair and rust on materials and finished products, severely impacting business. The confirmed damage amount through reports reached approximately 3.5 billion KRW.


Accordingly, Yeongdeungpo-gu is closely assessing the damage and providing support by cooperating with relevant agencies such as the Ministry of SMEs and Startups, the Small and Medium Business Corporation, the Small Enterprise and Market Service, and the Seoul Credit Guarantee Foundation, operating the support center on-site in Mullae-dong since the 1st.


At the support center, small manufacturers in Mullae-dong who reported flood damage to the local community center by August 31 are receiving ▲ damage situation reception ▲ issuance of flood damage certificates ▲ guidance on emergency recovery funds for small business owners ▲ consultation on various government support programs. Regardless of damage reporting, any small business owner in Mullae-dong can also receive loan and guarantee consultations.


Those wishing to report damage or receive consultation should bring business registration certificates, SME (small business) confirmation documents, or other small manufacturer verification documents and visit the Seoul Small Business Association (2nd floor, 27 Dorim-ro 125-gil, Yeongdeungpo-gu) by September 8. Operating hours are from 10 a.m. to 5 p.m., with loan consultations available only from 2 p.m. to 4 p.m.


Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, “The Mullae-dong area is a core region of the root industry and the foundation of Korea’s industrial development,” adding, “We will closely cooperate not only at the district level but also with related ministries and agencies to ensure rapid damage recovery and support so that small manufacturers can regain business stability and maintain their business base.”
