Under Minseon 8th Term, Female Public Officials Appointed as Public Relations Directors and Media Team Leaders, Drawing Attention to Potential Paradigm Shift in PR Operations

The previously male-centered PR is rapidly shifting to female public officials taking the lead.
Especially since the 8th term of the elected government, the combination of ‘PR Director - Media Team Leader’ has seen a significant increase in female public officials.
As the number of female public officials increases, they are appearing prominently in PR roles, and it is expected that the PR paradigm will also change.
◆ Female PR Directors - Female Media Team Leaders in 7 Districts including Jung-gu and Gwanak-gu
Jung-gu established the system of PR Director Dosunshim and Media Team Leader Yusuyeon through the first personnel appointment of the 8th term.
Director Do was promoted from Media Team Leader in the 7th term and reassigned as PR Director, while Team Leader Yu was retained.
Yongsan-gu has the system of PR Director Lee Younghee and Media Team Leader Kwon Eunkyung. With the change of the district mayor to Park Heeyoung of the People Power Party in the 8th term, all PR leaders were replaced.
Dongdaemun-gu formed the PR line with PR Director Kim Eunkyung and Media Team Leader Park Mihui. Notably, Director Kim transferred from Seoul City on the 26th and is working closely with Team Leader Park, a native of Dongdaemun-gu, to promote Mayor Lee Pilhyung’s administration.
Seongbuk-gu reorganized into PR Director Yu Mijo and Media Team Leader Choi Mikyung, taking charge of promoting Mayor Lee Seungro’s administration in the 8th term.
Mapo-gu established the system of PR Director Nam Seonok and Media Team Leader Kwon Yunyong, actively promoting Mayor Park Gangsu’s philosophy and activities in the 8th term. Director Nam, who has served as PR Director since the 7th term, brings excellent know-how, and with Team Leader Kwon joining, attention is focused on the results they will achieve.
Dongjak-gu’s PR Director Jeong Haeyoung and Media Team Leader Jo Namsuk are promoting Mayor Park Ilha’s administration in the 8th term. Director Jeong has experience working passionately as Media Team Leader in the 7th term, raising expectations for successful leadership.
Gwanak-gu has the system of PR Director Lee Sookhee and Media Team Leader Chae Jinsu. Both have experience working in PR departments during the 6th and 7th terms, possessing considerable know-how. Additionally, Section Chief Kang Jaehee, who actively served as Press Officer in the 6th term, joined as Administrative Officer.
◆ Female PR Directors - Male Media Team Leaders in 12 Districts including Jungnang-gu and Dobong-gu
Jungnang-gu’s duo of PR Director Woo Jinbun and Media Team Leader Go Seongil is stably supporting Mayor Ryu Kyunggi’s administration in the 8th term, who previously served as Seoul City spokesperson.
Director Woo, a former Media Team Leader in the 7th term, is passionately engaged in PR.
Dobong-gu established the system of PR Director Lee Sangyoung and Media Team Leader Kim Dongjin. Director Lee was appointed in the first personnel move after Mayor Oh Eunseok’s inauguration in the 8th term, while Team Leader Kim has been diligently handling PR duties since the 7th term.
Eunpyeong-gu’s PR Director Im Eunkyung and Media Team Leader Park Youngsoo support Mayor Kim Mikyung’s administration in the 8th term. Director Im was Media Team Leader in the 7th term, and Team Leader Park served as Press Officer in the 6th term, both having extensive PR experience.
Yangcheon-gu’s PR Director Choi Youngju and Media Team Leader Yoo Dongsik remained the only ones retained despite the district mayor changing to Lee Gijae of the People Power Party, drawing attention.
Gangseo-gu’s duo of PR Director Choi Mikyung and Media Team Leader Jeong Youngjun promote Mayor Kim Taewoo’s administration in the 8th term.
Notably, former PR Director Kang Hakgu, who had long worked in PR roles including Press Officer, Media Team Leader, and PR Director, was transferred, with Director Choi also transferred and Team Leader Jeong retained.
Guro-gu established the system of PR Director Choi Hyunsook and Media Team Leader Lee Heeseong to promote Mayor Moon Heonil’s administration in the 8th term.
Director Choi was promoted from the Public Relations Planning Team and immediately took on the PR Director role, working closely with Team Leader Lee.
Geumcheon-gu’s PR Director Ma Jeongha and Media Team Leader Ahn Chunggeun actively promote Mayor Yoo Seonghun’s administration, continuing from the 7th to the 8th term.
Yeongdeungpo-gu’s PR Director Yoo Oksun and Media Team Leader Kang Yongchan promote Mayor Choi Hogwon’s administration in the 8th term.
Director Yoo was retained, while Team Leader Kang was newly appointed in this personnel move.
Gangnam-gu established the system of Policy PR Director Oh Eunhyang and Media Team Leader Seo Hyuksu to support Mayor Jo Seongmyeong’s administration in the 8th term.
Director Oh has experience writing press releases in the 5th term, while Team Leader Seo, although newly assigned to PR, is known to have held key positions.
Songpa-gu did not undergo organizational restructuring and maintains the system of PR Director Lee Sunhee and Media Team Leader Ahn Seongjin.
Director Lee served twice as PR Director in the 7th term, and Team Leader Ahn is recognized for her skills, having been selected as Media Team Leader for her first assignment.
Gangdong-gu’s PR Director Oh Hyunmi and Media Team Leader Yoo Jaeha promote Mayor Lee Suhee’s administration in the 8th term.
Gangdong-gu did not undergo organizational restructuring or personnel changes, so both Director Oh and Team Leader Yoo are currently retained.
◆ Male PR Directors - Female Media Team Leaders in 4 Districts including Seongdong and Gwangjin-gu
Districts with male PR Directors and female Media Team Leaders include Seongdong, Gwangjin, Nowon, and Seodaemun-gu.
Seongdong-gu’s Mayor Jung Wono succeeded in his third term, with PR Director Jo Indong retained and Media Team Leader Lee Jinsook newly transferred.
Gwangjin-gu’s PR Director Lee Jaeun and Media Team Leader Kim Kyungmin were newly appointed in the 8th term to promote Mayor Kim Kyungho’s administrative philosophy.
Nowon-gu’s PR Director Jang Juhyun and Media Team Leader Jeong Yunkyung continue to promote Mayor Oh Seungrok’s administration, who was re-elected from the 7th to the 8th term.
Notably, Director Jang is the only PR professional in Seoul’s districts who has been promoted from Press Officer to Media Team Leader to PR Director, leading the organization steadily.
Seodaemun-gu appointed PR Director Song Wolseop newly after Mayor Lee Seongheon’s inauguration in the 8th term, establishing a system with PR expert Media Team Leader Na Jina, who has long served as Media Team Leader.
◆ Male PR Directors - Male Media Team Leaders only in 2 Districts: Jongno and Gangbuk-gu
Only Jongno-gu and Gangbuk-gu have male PR Directors and male Media Team Leaders.
Jongno-gu established the system of PR Director Jo Sanghyun and Media Team Leader Park Changjo, appointed after Mayor Jeong Munheon’s inauguration in the 8th term.
Director Jo is new to PR Director, but Team Leader Park has experience being promoted from Press Officer in the 7th term, suggesting successful operation.
Gangbuk-gu appointed PR Director Shin Yongseop after Mayor Lee Soonhee’s inauguration in the 8th term, supported by Media Team Leader Hwang Hyunjun, recognized for his skills as Press Officer in the 6th and 7th terms.
Along with them, most Press Officers handling PR tasks are female public officials, indicating that women dominate district-level public relations.
