Songpa-gu Establishes Basic Plan for Redevelopment Projects in Response to Government Housing Policy... 3 Major Principles and 9 Tasks
[Asia Economy Reporter Jongil Park] Songpa-gu (District Mayor Seogang Seok) has established a basic plan to expedite redevelopment and reconstruction projects within the district in line with the government's housing policy.
The district has 192 apartment complexes, more than other districts, and many of these are over 30 to 40 years old, creating a strong need for reconstruction and redevelopment. Currently, redevelopment and reconstruction projects are underway in 55 zones.
Accordingly, Seogang Seok, Mayor of Songpa-gu, has selected "Expedited Reconstruction and Redevelopment Promotion" as a key project for the 8th term of the elected government and is focusing on related projects.
In particular, following the government's announcement on August 16 of the "Plan to Realize National Housing Safety," the district has established the "Basic Plan for the Expedited Promotion of Reconstruction and Redevelopment Projects in Songpa-gu" to give momentum to ongoing redevelopment projects in the area.
The basic plan includes nine core tasks based on three main principles: ▲ fairness and transparency ▲ expedited promotion ▲ harmony between project performance and public interest.
First, to enhance fairness and transparency, the district office website has been revamped to create a dedicated space for redevelopment projects, enabling residents to quickly access rapidly changing information such as government housing policies. Additionally, regular training sessions for redevelopment project stakeholders and periodic meetings chaired by the district mayor and department heads will be held to listen to difficulties and serve as communication channels.
The expedited promotion tasks include identifying regulatory relaxation measures. Through monitoring the local redevelopment market, the district plans to actively propose to relevant agencies the easing of regulations considered obstacles to smooth reconstruction projects, such as safety inspections, reconstruction charges, and price ceiling systems. Furthermore, the current practice of document-based consultations with other departments will be changed to meetings attended by the deputy mayor and department heads to shorten project durations.
To balance project performance and public interest, strengthening quality inspections of apartment complexes and considering vulnerable residents are representative measures. Currently, quality inspections are conducted before completion, but even without resident requests, inspections will be performed after the completion of the main structure to ensure quality. The district also plans to secure a high-quality residential environment by supplying rental housing units that meet local demand.
Seogang Seok, Mayor of Songpa-gu, stated, "Redevelopment and reconstruction projects are important matters that determine residents' quality of life but have been delayed until now. Based on this basic plan, we will actively engage in resident communication and conflict resolution to promptly advance related projects."
