Gwanak-gu Makes Every Effort to Quickly Provide Flood Damage Recovery Funds


[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) is focusing all efforts on recovery, especially in areas affected by heavy rain, and is accelerating financial support for residents who suffered damage from the flood.


First, it plans to provide 2 million KRW per household for residents affected by house flooding and 2 million KRW per store for small business owners affected by the flood as restoration costs.


Since the 9th, flood damage reception desks have been set up at each community service center to receive damage reports, and as of the 16th, 5,272 households with flooded houses and 1,286 flooded stores have been reported.


Considering that on-site verification takes time, the district started immediate field investigations from the 10th, mobilizing district office staff, volunteers, and youth public workers to conduct flood damage surveys quickly to enable prompt payment of support funds.


Additionally, for small business owners who could not report due to lack of capacity for recovery, the district is cooperating with related organizations such as the Small Business Association and market merchant associations to verify damage, guide reporting procedures, and accept reports simultaneously.


Tax support measures such as extension of local tax payment deadlines, collection deferral, and delinquency disposition deferral will also be promoted for individuals and small business owners directly affected by this heavy rain.


For self-reported tax items such as acquisition tax and local income tax, extension applications can be granted for up to one year. If it is proven that a vehicle was damaged by flooding, acquisition tax will be exempted within the value limit of the existing vehicle if a new vehicle is acquired within two years.


Local taxes such as property tax and automobile tax, as well as various fines and non-tax revenue items, can be deferred for up to one year upon application, and delinquent taxpayers will also be supported with deferral of property seizure and other delinquency dispositions.


The district is making efforts for daily life recovery, including recommending the designation of a special disaster area to provide more practical help to residents.


On the 16th, based on the first survey results of flood and wind damage, a request was made to Seoul City for the declaration of a special disaster area. If declared, additional national treasury support for restoration costs, reductions in health insurance premiums, and discounts on communication, electricity, city gas, and heating fees will be available as financial and indirect support.


In particular, on the 17th at the 171st Seoul City District Mayors' Council, Gwanak-gu Mayor Park Jun-hee proposed to the Ministry of the Interior and Safety to realistically increase the restoration cost from the current 2 million KRW to 4 million KRW for rapid daily life recovery and practical damage restoration, and requested Seoul City to provide additional matching funds between Seoul City and autonomous districts beyond the current restoration costs.


Mayor Park Jun-hee of Gwanak-gu said, “I hope this flood damage restoration fund will bring some comfort to residents facing difficulties,” and added, “We will do our utmost to quickly restore the damage and help residents return to a safe daily life.”

Yeongdeungpo-gu Mayor Choi Ho-kwon (center) is working on restoration efforts with employees from the Seoul Regional Military Manpower Administration who came to volunteer at the flood site in Daerim 2-dong on the morning of the 17th.


On this day, Mayor Choi encouraged local residents and volunteers who were working hard for rapid damage recovery, personally helped move flooded households, and cleared debris to support restoration activities.


Mayor Choi Ho-kwon said, “I sincerely thank Director Im Jae-ha of the Seoul Regional Military Manpower Administration and the staff for rolling up their sleeves for the community and neighbors despite the hot weather,” and added, “With the warmth of their support, the district will also do its best for swift damage recovery and assistance.”

Gangseo-gu, Seoul (Mayor Kim Tae-woo) announced that it will provide the ‘Dream Start Clean Home Disinfection Service’ targeting households of children living in poor residential environments.


Recently, continuous heatwaves and heavy rains have worsened the living conditions of vulnerable households.


Accordingly, the district decided to support on-site disinfection services for households of children under Dream Start case management whose residential environments are poor.


This is to help children living in unsanitary residential environments where pests frequently occur to grow up in a clean and pleasant environment.


To this end, the district selected a total of 98 households, including those living in basements, rooftop rooms, and other poor residential environments, through case meetings.


This project will be conducted together with a professional disinfection company, and experts will visit the target children’s households to provide two rounds of disinfection services by September.


The disinfection service will first diagnose contaminated areas within the home and pest occurrence locations, then provide disinfection services for pest extermination and bacterial control.


Additionally, it plans to provide tips for maintaining cleanliness and improving the residential environment.


The district expects that this disinfection service support will proactively improve unsanitary residential environments, which correspond to passive neglect, and greatly help children’s health and emotional stability.


Mayor Kim Tae-woo said, “I hope this project will protect children in vulnerable households from various diseases and help them spend a healthy summer,” and added, “We will continue to support so that children, the future leaders, can grow up happily in a hygienic environment.”
