[Asia Economy Yeongnam Reporting Headquarters, Reporter Song Jong-gu] Changwon Special City in Gyeongnam Province will launch a comprehensive collection campaign in the second half of the year to reduce overdue non-tax revenue and secure financial resources.
According to the organizational restructuring in January, the newly established Non-Tax Revenue Delinquency Department, which is exclusively responsible for handling overdue non-tax revenue, settled 2.8 billion KRW out of 9.6 billion KRW transferred this year in the first half, achieving a 29.2% settlement rate compared to the transferred amount.
The Non-Tax Revenue Delinquency Department sent delinquency notices twice in the first half to the transferred delinquent taxpayers, encouraging voluntary payment.
For those who did not pay, the department conducted asset inquiries and took seizure actions on 1,786 cases involving automobiles, real estate, and deposits.
Going forward, the city plans to enhance the settlement rate by systematically analyzing the causes of delinquency, seizing assets such as real estate, vehicles, and financial properties, publicly disclosing the list of delinquent taxpayers, and guiding them to voluntarily pay as much as possible, while making every effort through various collection activities.
Additionally, for delinquent taxpayers facing financial difficulties, the city will encourage full payment of overdue non-tax revenue through installment payment inducement and deferment of delinquency disposition, and will focus collection efforts on collectible delinquency by suspending collection on uncollectible delinquent data.
Jo Young-wan, head of the Taxation Division, said, “Non-tax revenue delinquency is difficult to collect due to strong resistance and lack of willingness to pay from taxpayers. However, by having the Non-Tax Revenue Delinquency Department take full charge of overdue non-tax revenue disposition tasks previously managed by various departments, we will contribute to expanding autonomous financial resources through systematic and efficient collection activities.”
