Director B from the Economic Policy Office, formerly a team leader in the Public Relations Division, is expected to be appointed Deputy District Head of Guro-gu, and Director B, who was promoted from the Finance Division and is currently serving as a department head at Seoul National University, is reportedly designated as Deputy District Head of Seocho-gu.
What is the secret behind these three general service officials, who are not from the civil service exam background, being able to become deputy district heads in Seoul’s autonomous districts, a position even coveted by civil service exam passers?
It is known that they maintained good relationships in the past while serving under the current district heads or had connections such as being juniors at the same school as the district head elect’s transition committee chair.
A Seoul City official stated, “Unlike in the past, many female directors from Seoul City are expected to become deputy district heads in autonomous districts in this personnel reshuffle.”
Additionally, a deputy district head from Seoul National University, who has received good evaluations from staff, is expected to be transferred to another deputy district head position.
Meanwhile, senior officials in Seoul City’s autonomous districts are showing interest by asking, “Who will come as our district’s deputy district head? Is that person of good character?”
This is interpreted as being due to some deputy district heads in the past having poor relationships with district office staff.
A manager from one Seoul district said, “In the past, a certain deputy district head made things so difficult when they were a team leader that people avoided submitting approvals.”
