Seoul City to Transform 'Nanjimul Reuse Center' Sewage Treatment Facility into a 'Park'... Co-prosperity with Goyang City


[Asia Economy Reporter Lim Cheol-young] The ‘Nanjimul Reuse Center’ sewage treatment facility, built in 1987 in Goyang City to purify and treat sewage from the northwestern part of Seoul and some areas of Goyang City, will be transformed into a ‘park’ of about 100,000㎡ covered with lush green trees by 2028. Seoul City plans to cover the sewage treatment facility and install community sports facilities and landscaping on top, aiming for mutual development with Goyang City.


On the 14th, Seoul City announced that it has started a design service to improve the facilities of the ‘Nanjimul Reuse Center’ and will actively promote the project. Due to the nature of the Nanjimul Reuse Center located in Goyang City, residents and the city have continuously requested facility improvements. In 2019, Seoul City agreed with Goyang City to promote mid- to long-term facility improvement projects.


The Nanjimul Reuse Center facility improvement project includes ▲covering the sewage treatment facility to create a park ▲underground installation of the night soil treatment facility ▲installation of sewage sludge treatment facilities. First, the ‘sewage treatment facility covering park project’ involves covering the first and second treatment plants of the sewage treatment facility, which spans about 162,700㎡ at the Nanjimul Reuse Center, and installing community sports facilities and landscaping in some structurally feasible spaces for residents to use. The target completion date is December 2028.


Seoul City plans to prioritize safety as it utilizes the existing sewage treatment facility structures as a base and covers the top. During the design phase, structural safety inspections and soil surveys will be conducted to carefully review the structural safety and the possible coverage range (load). In particular, when covering the sewage treatment facility, odor reduction facilities and amenities considerate of vulnerable groups such as the disabled, elderly, and pregnant women will be installed to create a pleasant and convenient park for all citizens.


Additionally, the ‘night soil treatment facility underground project’ involves relocating the current 4,500-ton-per-day night soil treatment facility located on the east side of the Nanjimul Reuse Center to the west side of the center’s site, placing it underground, and modernizing the aging facility with new installations. Technologies to capture and treat odors generated during the night soil treatment process will be considered to minimize odor emissions. The target completion date is December 2025.


The city explained that since the existing facility is adjacent to residential areas in Goyang City (Nanjeom Village and Deogeun District), it decided to relocate it to the west side of the site, away from residential areas. With increased distance between the residential areas and the facility and the application of odor reduction technology, a more pleasant environment than before is expected. The city will first construct the underground facility on the west side and then demolish the currently operating facility to ensure no disruption in operations during the project.


Furthermore, the ‘sewage sludge treatment facility installation project’ aims to install a treatment facility with a capacity of 130 tons per day to process all sewage sludge generated during the sewage treatment process at the Nanjimul Reuse Center. Installation is planned to be completed by June 2025. Initially, the city planned to install it in an empty building on the east side of the Nanjimul Reuse Center, but considering the proximity to residential areas (Nanjeom Village and Deogeun District), the plan was changed to install it near the underground night soil treatment facility site on the west side of the center, as far as possible from residential areas.


To promote the Nanjimul Reuse Center facility improvement project, cooperation from related organizations such as Goyang City, Gyeonggi Province, and the Ministry of Land, Infrastructure and Transport is essential for changes in the development restriction zone management plan and approval of the implementation plan. To this end, the city plans to actively consult and communicate with related organizations and residents from the design stage onward.


Han Yoo-seok, Director of the Water Circulation Safety Bureau of Seoul City, said, “By actively promoting the Nanjimul Reuse Center facility improvement projects, we expect to reduce odors generated from the sewage treatment facility and provide a covered park, offering a more pleasant environment for nearby residents. We will do our best to cooperate and communicate with Goyang City and residents to create a Nanjimul Reuse Center that can achieve mutual development with Goyang City.”
