Nominee Yoon is from Cheongju, Chungbuk, and entered the police force as the 7th class of the Korean National Police University. He is an 'intelligence expert' who has served as Director of the Intelligence Division at the Seoul Metropolitan Police Agency, Head of the Public Safety Intelligence and Foreign Affairs Department, Policy Officer for Autonomous Police Cooperation at the National Police Agency, and Director of the Security Bureau. After being promoted to Police Commissioner in December last year, he was rapidly promoted to Senior Commissioner in less than six months, and now, as the nominee for Commissioner, he is following an unprecedented promotion path. Considering that the recently resigned Commissioner Kim Chang-ryong was the 4th class of the Korean National Police University, and the former Deputy Commissioner Jin Gyo-hoon, who served until last month, was the 5th class, this is expected to be recorded as a case of breaking the seniority system. Furthermore, following Min Gap-ryong and Kim Chang-ryong, he will be the third consecutive Commissioner from the Korean National Police University.

The National Police Commission plans to convene an extraordinary meeting on the morning of the 5th to process the appointment consent for nominee Yoon. If the National Police Commission approves the appointment consent, the Minister of the Interior and Safety will recommend him, and President Yoon Suk-yeol will officially designate him as the candidate. After the parliamentary confirmation hearing process, nominee Yoon will assume office as the 23rd Commissioner of the National Police Agency. The term of the Commissioner is two years, and reappointment is not possible.
