[Asia Economy Reporter Park Jong-il] The inauguration ceremony of Jeon Seong-su, Mayor of Seocho-gu, was held on the 1st at 3 p.m. at the Seocho Arts and Culture Center Art Hall, attended by about 700 residents.
The ceremony proceeded in the order of congratulatory speeches by guests, viewing of a video message marking the vigorous start of the 8th elected term, oath-taking, and inaugural address.
Before the event began, Mayor Jeon spent time meeting and greeting residents and guests from various sectors.
In his inaugural address, Mayor Jeon emphasized, “By integrating the three administrative principles of empathy, performance, and sharing, we will create a ‘Seocho where people are happy today and look forward to tomorrow,’” and stated, “I will resolve current issues solely to enhance the happiness of Seocho residents.”
On the first day of his 8th elected term, Mayor Jeon began his tenure with a focus on safety and public welfare.
Upon arriving at Seocho-gu Office for his first day, Mayor Jeon first visited the Seocho Disaster and Safety Countermeasures Headquarters located on the 4th floor to check on the COVID-19 situation and the heavy rain conditions.
Afterwards, in his office on the 5th floor, he approved the “Seocho-gu 100-Day Daily Life Recovery Project Plan” as the first official document, marking the official start of his administration’s work.
The “Seocho-gu 100-Day Daily Life Recovery Project” is a campaign pledged by Mayor Jeon to support residents whose bodies and minds have been exhausted by the COVID-19 pandemic to safely restore their daily lives within 100 days. To this end, teams have been formed in various fields such as health, welfare, local economy, culture and sports, and education, gathering diverse expert opinions to implement customized recovery programs.
This reflects Mayor Jeon’s determination to prioritize residents’ lives and practical livelihood issues, fulfilling his promise through immediate action upon inauguration.
After the first approval, Mayor Jeon visited Yangjaecheon Stream to inspect the recovery work from flood damage caused by heavy rain and expressed gratitude to the staff for their hard work.
He is scheduled to energetically announce the start of the 8th elected term for the “Seocho Golden Age” at the inauguration ceremony held at 3 p.m. at the Seocho Cultural and Arts Center.
In his inaugural address, Mayor Jeon plans to reveal the blueprint for Seocho’s development and plans and goals for major current projects. Specifically, he will discuss ▲long-standing resident demands such as the “undergrounding of the Gyeongbu Expressway,” “redevelopment and reconstruction,” and the “Yangjae Station GTX transfer center,” ▲future-leading projects in the era of the 4th Industrial Revolution such as the designation of “Yangjae R&D Innovation Hub,” and ▲major projects including “management stabilization funds” to support the economic stability of small business owners, as well as the direction of district administration over the next four years.
He will also emphasize the administrative will centered on residents by stating, “We will incorporate the three administrative principles of empathetic administration, performance administration, and sharing administration into district governance,” and “We will resolve current issues solely to enhance the happiness of Seocho residents, not for personal achievements.”
Furthermore, he pledged, “We will create a ‘Seocho where people are happy today and look forward to tomorrow,’ allowing residents to enjoy a hopeful and anticipated daily life,” and “I will become a ‘mayor who empowers residents’ by observing and identifying problems on-site and genuinely understanding residents’ lives.”
The inauguration ceremony will be attended by about 700 people, including local members of the National Assembly, city and district council members, heads of professional organizations, and residents, proceeding with congratulatory speeches by guests, a video message marking the vigorous start of the 8th elected term, oath-taking, and inaugural address.
In particular, at Mayor Jeon’s request, the ceremony will be conducted in a calm atmosphere considering the COVID-19 situation and preparations for the rainy season’s heavy rains.
Meanwhile, Mayor Jeon was elected as Seocho-gu Mayor in the June 1 local elections last month with the highest vote share of 70.87% among Seoul district mayors.

Inaugural Address
Respected and beloved residents of Seocho-gu,
Today, we take the first step to open the “Golden Age of Seocho-gu.” It is a meaningful and historic day marking the start of the 8th elected local government term.
I would like to express my deep gratitude and respect to the residents of Seocho-gu who showed the highest voter turnout among Seoul’s autonomous districts in the nationwide local elections held on June 1.
Also, I feel grateful and bear a heavy responsibility for the enthusiasm of Seocho residents who gave me the highest support of 70.87% among the elected mayors of Seoul.
This time, I did not form a mayoral transition committee as a formality. Instead, I operated an “office of the working mayor-elect” to handle only necessary tasks. This was to further develop the good achievements of the 7th elected term and to reduce the workload of public officials as much as possible. It means focusing on practical results without being bound by customs or systems through pragmatic administration.
Respected residents of Seocho-gu,
During my campaign, the most frequent request I heard from residents was, “Please work well with the Yoon Seok-yeol government to take good care of people’s livelihoods and do the job well.” It may seem like a very ordinary request, but I believe it reflects the countless disappointments the previous government caused to the majority of the people, and I feel the weight of responsibility of the new government like a mountain. I will devote myself to ensuring that “a Korea that leaps forward again, a nation where people live well together” is best realized in Seocho-gu to meet residents’ expectations.
To this end, I will immediately activate the “100-Day Daily Life Recovery Project Team” to help residents return to their full daily lives before COVID-19, providing administrative support in health, culture and sports, local economy, and other fields without hesitation.
Also, for small business owners and SMEs who have suffered from COVID-19, I will actively support management stabilization funds, and in September, we will hold the high-quality music festival “Seoripul Festival,” which has not been held for the past two years, to mark a new beginning for Seocho.
Projects that residents are highly interested in, such as “rapid promotion of reconstruction and redevelopment,” “undergrounding of the Gyeongbu Expressway,” and “Yangjae Station GTX-C complex transfer center,” will be pursued in cooperation with central government ministries and Seoul city to find effective solutions.
In this era of great transformation, we will make Seocho-gu a leader of the future and a standard for Korea. To this end, we will designate the Yangjae-dong area as an R&D innovation hub and develop it into an AI-based digital future convergence innovation district. Furthermore, we will expand related educational infrastructure to actively nurture experts in AI, big data, blockchain, and metaverse fields.
Dear residents of Seocho-gu,
I will fulfill the pledges I made to residents through the “three administrative principles” and draw a blueprint for Seocho-gu.
First, administration will begin with “empathetic administration,” listening to residents’ voices and thinking from their perspective. Therefore, I will listen carefully to voices from the field, judge all matters from the residents’ viewpoint, and work together with residents to find solutions.
Second is “performance administration.” The mayor will not just talk but will be evaluated by residents based on actual results. Third is “sharing administration.” The achievements made together with residents will be shared with those in need.
By incorporating these “three administrative principles” into district governance, I will resolve current issues one by one solely to enhance the happiness of Seocho residents, not for personal achievements.
I, Jeon Seong-su, have strengthened my policy capabilities through experience at the Blue House and the Ministry of the Interior and Safety. I have also learned the importance of field administration through work in Seoul and Incheon. Based on this field experience and network, in addition to being an “administrative expert, policy expert, and Seoul expert,” I now aim to become a “Seocho expert.” This is a declaration to communicate with Seocho residents, be well-versed in Seocho, and make Seocho the center of Korea.
I intend to create a “Seocho where people are happy today and look forward to tomorrow” for the 410,000 residents of Seocho-gu. This is not grandiose but means enabling residents to enjoy a hopeful and anticipated daily life by thinking, “I was truly happy today. I look forward to tomorrow” in their daily lives.
There is a saying, “Crops grow by listening to the footsteps of the farmer.” It means that crops can only grow properly with the farmer’s special effort and care. I will devote my whole heart to the four-year journey for the development of Seocho-gu and the happiness of Seocho residents with the heart of a farmer.
Respected and beloved residents of Seocho-gu,
According to an ancient philosopher, a single sound cannot become beautiful music, a single color cannot create brilliant light, and a single taste cannot produce exquisite flavor.
Applying this to Seocho-gu, the driving force for change comes from all Seocho residents, and only when I, the 1,600 colleagues at Seocho-gu Office, and all of you attending today’s inauguration come together can “a Seocho where people are happy today and look forward to tomorrow” be realized.
Ultimately, the birth of a precious Seocho, like beautiful music, brilliant light, and exquisite flavor, is possible only when we work together.
During the election period, I often said, “The residents’ living sites are my workplace.” This phrase embodies my administrative philosophy and direction. That is, I will not work only inside the district office building and organization but will observe and identify problems on-site to truly become a “mayor who helps residents’ lives and empowers residents.”
As the mayor of Seocho-gu, I bear a heavy responsibility and hold an unyielding hope to become “Jeon Seong-su who leads the Golden Age of Seocho.” I will devote my “whole heart and strength,” my “sincerity and dedication,” and never forget my “roots and original intentions.”
“A Seocho where people are happy today and look forward to tomorrow” begins now. To this end, I will always stand on the residents’ side with empathy, prepare harmonious solutions for all of Seocho, communicate humbly, and implement administration and policies worthy of the pride of Seocho residents.
