[Asia Economy Reporter Park Jong-il] Kim Kyung-ho, the 8th elected mayor of Gwangjin District, held his inauguration ceremony on the 1st and officially began his term.
On the same day at 3 p.m., Mayor Kim held the inauguration ceremony at Naru Art Hall with about 1,000 residents in attendance.
In his inaugural address, Mayor Kim said, "I deeply cherish your expectations and hopes, and I would like to make three pledges to the residents," adding, "namely communication, development, and kindness."
First, he pledged to always work diligently with a humble attitude, aiming for communication and harmony.
He stated that he would meet and listen to residents whenever they wish. He promised to listen attentively to even the smallest voices, to heed unheard voices, and to become the devoted servant of Gwangjin who communicates well, managing the district administration centered on residents, communication, and fieldwork.
Communicating with righteousness (義),
communicating with heart (心),
communicating with trust (信),
he vowed to surely create a happy and vibrant Gwangjin.
He pledged to work hard by listening, observing, and actively engaging in the field to achieve dignified harmony through inclusion and coexistence, thinking only of residents' happiness and regional development.
Second, he said he would draw warm development on the future map of Gwangjin.
While all district projects are important, urban planning is especially crucial for the systematic development of Gwangjin. He promised to completely reorganize the district’s urban planning, actively promoting reconstruction and redevelopment of low-rise residential areas, Moa Town?a small-scale housing maintenance project by Seoul City?and rapid integration to improve residential environments.
To achieve balanced development among regions, he will establish and actively promote a development plan for Junggok-dong along with a high-density development plan around station areas. Through zoning upgrades and appropriate allocation of commercial areas by region, he aims to create a diverse skyline and elevate residents’ living convenience to a new level. Furthermore, he emphasized that coexistence will always be the top priority to ensure that change and development do not become another source of hardship for the vulnerable.
Third, he pledged to realize kind and honest administration together with all Gwangjin District employees. He promised that kindness and integrity are fundamental in public service.
Earlier that day, Mayor Kim Kyung-ho signed the first approval of the 8th elected term, establishing the ‘Gwangjin Development Communication Committee,’ marking the vigorous start of the 8th term.
This reflects Mayor Kim’s strong will to serve as the devoted servant of Gwangjin residents, always communicating and working diligently with integrity.
During the election period, Mayor Kim emphasized ‘a communicating and coexisting Gwangjin’ as a core pledge, stressing sincere communication, integrated administration for residents, and sufficient welfare.
For this reason, after his inauguration, he prioritized the formation of the ‘Gwangjin Development Communication Committee’ to build a cooperative system with resident representatives who can contribute to district development in urban development, communication, and various civil complaint areas, laying the foundation for significant progress in Gwangjin.
The Gwangjin Development Communication Committee will be divided into four subcommittees: ▲Urban, Environment, and Transportation ▲Health and Welfare ▲Economy, Jobs, and Culture ▲Communication and Administration, and will be composed of about 50 members.
Mayor Kim and the committee members will discuss ▲establishing the 8th term district administration goals and directions ▲formulating the 2040 Gwangjin Plan and a four-year district operation plan ▲policy proposals to improve urban development and administrative processes ▲suggestions for district development plans ▲proposals for research projects, and other major policy tasks of the 8th term.
With the approval of the ‘Gwangjin Development Communication Committee’ completed, Gwangjin District will promptly enact related ordinances to provide legal grounds, recommend resident representatives by region and sector as committee members, and begin full-scale operation as early as September.
Also, as his first schedule after inauguration, Mayor Kim conducted safety inspections at flood control sites such as the Jayang rainwater pumping station and the steep slope behind Jeongnip Hall to respond to heavy rains during the monsoon season, prioritizing residents’ safety and instructing swift and systematic measures to prevent damage.
Mayor Kim Kyung-ho of Gwangjin District said, “In the 8th term, I will be a mayor who listens attentively to even the smallest voices and heeds unheard voices, working diligently with a humble attitude,” adding, “I will completely transform Gwangjin’s urban planning through expanding commercial areas and zoning upgrades by region, and strive to create a communicating and developing Gwangjin through customized welfare for all generations and classes and the operation of a ‘visiting mayor’s office.’”

Gwangjin will leap forward as the most livable area in Seoul by nurturing communication, integration, development, and coexistence, and I, Kim Kyung-ho, the devoted servant of Gwangjin, will always communicate and work diligently with integrity.
Respected 340,000 residents, Mayor Oh Se-hoon of Seoul, National Assembly member Jeon Hye-sook, Kim Byung-min, head of the People Power Party Gwangjin Gap district committee, city and district council members, and all 1,900 employees of Gwangjin District and affiliated organizations, together we will create warm changes befitting Gwangjin’s true nature.
