[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) held a report meeting on the implementation plan for the 8th term mayor's pledge projects on the 28th at the Future Planning Office on the 6th floor of Seongbuk-gu Office. About 30 people, including Mayor Lee Seung-ro and heads of relevant departments for each pledge, attended as the first step for the full-scale promotion of the pledge projects.
This report meeting was prepared to minimize trial and error by reviewing the feasibility and issues of the pledge projects in advance. Major projects include ▲Launching a T/F for rapid promotion of redevelopment and reconstruction ▲Installing LED floor pedestrian signals in school zones ▲Creating public parking lots by district to alleviate parking difficulties ▲Completion of the downward ramp on the internal circulation road at Wolgok ▲Revitalization of the Campus Town project ▲Promotion of the establishment of a startup support center for middle-aged people ▲Creation of Seongbuk Historical and Cultural Park ▲Expansion and operation of Seongbuk-type sharing projects ▲Fostering Seongbuk Citizen University for lifelong learning.
The district plans to supplement and revise the details through additional report meetings and finalize the pledge projects centered on residents through discussions involving residents and experts.
Mayor Lee Seung-ro of Seongbuk-gu said at the report meeting, “The pledges are promises made together with residents for the development of Seongbuk and the improvement of residents' quality of life,” and urged, “Please do your best to faithfully implement the pledges by thoroughly supplementing anticipated issues at the project planning stage so that all projects can be completed within the term.”
Gwanak-gu (Mayor Park Jun-hee) will operate a ‘Visiting Employment and Labor Counseling Office’ starting from the 30th.
The district announced that this project is being carried out to revitalize the employment and labor field, which has been stagnant due to COVID-19, by expanding employment opportunities for job seekers struggling in the field and protecting workers' rights through labor issue counseling.
The ‘Visiting Employment and Labor Counseling Office’ is a field-oriented employment support service that installs counseling offices in multi-use facilities with high foot traffic for easy access by residents, and places experts such as job counselors to provide various services on-site, including ▲employment counseling and placement ▲job information provision ▲labor law counseling.
Job information provision and employment counseling are handled by the Gwanak-gu Job Center, while counseling and legal support for labor issues such as wage arrears and labor rights are managed by the Gwanak-gu Labor Welfare Center.
The counseling office will operate every Thursday from 2 PM to 8 PM (employment counseling: 2 PM to 5 PM, labor counseling: 5 PM to 8 PM) from June 30 to November 10, and will not operate during the heatwave period from July 28 to August 18. The location is at the Seoul National University Station subway gate toward Bongcheon Station.
Before the COVID-19 outbreak, in 2019, the district operated the visiting employment and labor counseling offices at Sillim Station and Seoul National University Station, achieving a total of 269 cases including employment counseling, recruitment counseling, and job registration.
Mayor Park Jun-hee said, “We will actively promote demand-centered on-site employment support services to expand employment opportunities for job seekers who have had difficulties due to COVID-19 and to protect workers' rights.”

Eunpyeong-gu (Mayor Kim Mi-kyung) will conduct financial fraud prevention education for elderly citizens participating in senior job programs.
This education is conducted by the Korea Inclusive Finance Agency, which specializes in financial fraud prevention education, to help seniors develop the ability to protect themselves from economic losses amid the increasing risk of financial fraud.
Starting with the first session on the 23rd, a total of three sessions will be held, providing free education to about 600 seniors.
The education content includes sharing cases of financial fraud, voice phishing prevention methods, and response techniques. Using experiential teaching materials developed by the Korea Inclusive Finance Agency, various possible crimes are taught in an engaging and easy-to-understand manner.
A district official stated, “As financial fraud crimes become increasingly sophisticated, financial fraud targeting seniors is rapidly increasing,” and added, “We will continue to conduct financial fraud prevention education to protect the valuable assets of seniors.”
Dongjak-gu (Mayor Lee Chang-woo) has strengthened inspections of outdoor facilities and construction sites and prepared countermeasures to prevent human and property damage from heavy rain and strong winds during the monsoon season.
Since the official start of the monsoon season on the 23rd, abnormal weather has caused heavy rain and heatwaves simultaneously, leading to reports of accidents such as flooding and power outages.
The district operates the ‘Wind and Water Disaster Safety Countermeasures Headquarters’ to ensure rapid response in case of disasters, maintaining an emergency duty system. On the 23rd, with the issuance of a heavy rain advisory, the duty level was raised to Level 1 and the emergency duty system was activated.
With heavy rain forecasted until July 1, the district will focus on inspecting vulnerable areas and facilities such as housing construction sites, private construction site protective screens, and tower cranes, checking ▲the safety management of temporary structures like fences, protective screens, and falling object prevention nets ▲pedestrian safety measures around construction sites and risks of excavation and soil erosion.
Additionally, to prevent power outages and damage to solar facilities, traffic signals, and road signs, the district maintains close cooperation with related organizations to ensure swift response.
In particular, to prevent recent frequent accidents involving fallen street trees, patrols have been strengthened not only for trees at risk of falling but also for roadside shade structures, and personnel and equipment necessary for emergency restoration in disaster situations have been prepared.
Furthermore, all banners, signs at risk of falling, roadside signboards, and banners installed in the area are being maintained, and facilities such as rainwater drains are being inspected thoroughly to prevent accidents.
Kim Sang-hoon, head of the Water Management Division, said, “This summer, we will cooperate with residents, related departments, and organizations to do our best in preparing for wind and water disasters so that no damage occurs to citizens from any disaster.”
Gangseo-gu, Seoul (Mayor Noh Hyun-song) has taken proactive steps to create a safe childcare environment as summer approaches, a season prone to various infectious diseases.
The district announced that starting in July, it will conduct intensive disinfection activities and comprehensive inspections of meals and hygiene at local daycare centers.
The purpose is to prevent infectious diseases and food poisoning accidents among infants and young children, whose immunity is weak during summer.
As summer approaches and temperatures rise, concerns about insect-borne infectious diseases and food poisoning are increasing.
Accordingly, the district decided to promote intensive disinfection and hygiene inspections at daycare centers to create an environment where children can grow up safely and healthily.
First, the district will conduct intensive disinfection at daycare centers in cooperation with the Saemaul Leaders Association (President Kim Sang-yeol). The disinfection volunteer team of the Saemaul Leaders Association, active in each neighborhood, will visit daycare centers in their respective districts to focus on disinfecting places prone to pests such as nearby sewers and rainwater drains.
Disinfection activities will be conducted more than twice a week until October, combining fogging and spray disinfection after infants and young children leave at 5 PM.
Along with this, the district will conduct comprehensive inspections of meals and hygiene at a total of 204 daycare centers with fewer than 50 children.
Until August 19, an inspection team composed of district employees and experts from the Child Meal Management Support Center will focus on inspecting ▲personal hygiene management ▲facility and equipment management ▲ingredient management ▲menu management ▲meal management within daycare centers.
Additionally, among the inspected daycare centers, 48 will be selected for safety inspections covering facilities, school buses, fine dust management, and compliance with COVID-19 prevention measures.
The district plans to immediately correct minor violations such as lack of knowledge of regulations on-site and take administrative actions such as correction orders for violations of the Infant and Child Care Act.
A district official said, “We will thoroughly manage disinfection and safety at daycare centers to prevent children with weak immunity from contracting infectious diseases such as food poisoning during summer,” and added, “We will continue to do our best to create a childcare environment where parents can entrust their children with peace of mind.”
