[Q&A] If You Have a Mortgage Loan, Apply for 'Regional Health Insurance Fee' Deduction Starting Next Month 1st


Starting this September, the insurance premium burden for health insurance regional subscribers with jeonse loans or mortgage loans will be reduced. This is because up to 50 million KRW can be deducted during the property assessment for calculating health insurance premiums if there are housing-related loans.


On the 28th, the Ministry of Health and Welfare summarized additional details about the housing finance debt deduction in a Q&A format.


Can workplace subscribers and dependents apply for the housing debt deduction?

Workplace subscribers and dependents are currently not subject to insurance premiums on their property, so they are not eligible to apply.


Can mortgage loans taken for living or business expenses one year after acquiring or moving into the house be deducted?

Mortgage loans taken more than three months after acquiring ownership of the house are difficult to consider as loans for actual residence purposes and therefore cannot be deducted.


If the house was eligible for debt deduction at the time of application but the publicly announced price increased afterward, will it be excluded? Also, if part or all of the loan amount is repaid, will the insurance premium deduction amount change?

The eligibility of the house is determined based on the publicly announced price at the time of the deduction application, so any changes in the price after application will not be reflected. The loan amount will be updated annually (every November) and the insurance premium will be recalculated based on the outstanding loan balance.


Can debts incurred in the past (before 2022) for actual residence purposes be deducted?

Even debts incurred in the past can be deducted for the outstanding loan balance remaining as of the deduction application date. However, fully repaid debts are not eligible for deduction.


When will the insurance premiums be reduced?

Health insurance regional subscribers who wish to receive deductions for housing-related loans must submit the necessary debt-related information or consent to information provision starting from the 1st of next month via the National Health Insurance Service website, mobile application, or by visiting a branch office. Applications for housing finance debt deductions received and verified in July and August will be reviewed and reflected in the insurance premiums starting from the September payment.
