Commencement of Housing Redevelopment Project in Jungnang-gu Junghwa 1 Redevelopment Promotion Zone Ryu Kyung-gi, Mayor of Jungnang-gu, attended the groundbreaking ceremony for the Junghwa 1 Redevelopment Promotion Zone Housing Redevelopment Project held on the morning of the 23rd at 331-1 Junghwa-dong area, delivering a greeting.


[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Gyeong-gi) held a groundbreaking ceremony for the Chung-hwa 1 Redevelopment Promotion Zone housing redevelopment project at 331-1 Jung-hwa-dong on the morning of the 23rd.


The groundbreaking ceremony was attended by about 100 guests, including Ryu Gyeong-gi, Mayor of Jungnang-gu, and the union president, and proceeded with commemorative speeches, congratulatory speeches, a ribbon-cutting ceremony, and a safety prayer ritual.


The Chung-hwa 1 Redevelopment Promotion Zone will feature a large-scale apartment complex with 8 buildings, 35 floors above ground, and a total of 1,055 households.


Additionally, a new complex community center with a resident center and public library will be constructed in Chung-hwa 2-dong, and a public parking lot with 104 spaces will be created underground in the neighborhood park.


Ryu Gyeong-gi, Mayor of Jungnang-gu, who attended the event, said, “Once the large-scale apartment complex and the complex community center are built, the aging residential area will be transformed into a vibrant center of Jung-hwa-dong, and the public parking lot will alleviate residents’ parking inconveniences. We will continue to do our best to provide residents with a pleasant living environment through public-private cooperation.”

Seongdong-gu (Mayor Jeong Won-oh) empowered its employees’ proactive administration by conducting a pre-consultation on the 23rd for officials in charge of permits and approvals at the district office.


Pre-consultation is a system where Seoul Metropolitan Government (metropolitan authority) is asked for opinions on the legality and appropriateness of tasks that are difficult to judge internally due to their seriousness or involvement of multiple agencies.


The pre-consultation targets cases where unclear interpretations of related laws cause difficulties in practical application or where laws that do not reflect reality may cause controversy. Through pre-consultation, officials can receive interpretations of relevant regulations and solutions for the tasks, enabling proactive administrative processing.


Moreover, if officials handle tasks based on pre-consultation, the related work will be considered legally processed in future audits under the conditions of proactive administration exemption.


The pre-consultation held for 35 officials began with preliminary education on the concept, necessity, and effects of proactive administration and pre-consultation.


The consultation focused on civil complaints such as requirements for approval of establishing (new) knowledge industry centers submitted by related departments, the possibility of succession reporting for singing practice rooms in second-class general residential areas, and contracts for cultural and artistic performances.


In particular, unclear legal issues and potentially controversial matters were discussed in depth through one-on-one discussions between officials and legal experts using relevant laws and materials.


Last year, the district, which won awards at the Seoul Metropolitan Government’s ‘Proactive Administration Best Practice Competition’ and produced various exemplary cases, selected outstanding public officials, provided incentives, operated a ‘Proactive Administration Corner’ on the district website, and enhanced communication among employees while sharing related policies.


The awards included the top prize in the first and second half of the year (COVID-19 Screening Clinic Waiting Guidance System) and the excellence award (Seongdong-type Smart Shelter).


This year, the district established a ‘Comprehensive Plan for Proactive Administration’ in the first half and plans to select six outstanding proactive public officials and provide incentives such as commendations. Face-to-face training, which was difficult to conduct due to COVID-19, will also be promoted alongside online (e-learning) education to encourage proactive administration among all employees and deliver administration that residents can directly experience.


Jeong Won-oh, Mayor of Seongdong-gu, said, “We will actively utilize the pre-consultation system to provide residents with proactive and stable administration, thereby improving the level of citizen services. We will continue to foster a flexible and efficient organizational culture with all employees taking a proactive attitude.”
