Is the Path Open for 'Self-Registration' of Ownership Transfer Without a Judicial Scrivener?

[Asia Economy Reporter Jongil Park] Guro-gu (Mayor Lee Seong) is launching the ‘Ilsacheonri Self-Registration’ service, which allows users to easily follow real estate transaction procedures through video.

Guro-gu announced on the 22nd, “Recently, self-registration to reduce registration fees during real estate sales has rapidly increased,” adding, “Therefore, we have produced a guide video to handle the complicated application procedures all at once.”

‘Ilsacheonri Self-Registration’ is a service that explains the entire real estate transaction process from the buyer’s perspective, from sales contracts to ownership transfer registration, making it easy for anyone to proceed with real estate registration procedures without going through a legal scrivener.

Before providing the service, the district investigated the basic data required for self-registration and produced a guide video featuring an employee from the Real Estate Information Division of the district office, who is in charge of real estate affairs.

The guide video can be viewed by searching for ‘Ilsacheonri Self-Registration’ on the official Guro-gu Office YouTube channel. The video includes information on registration application procedures, required documents for registration and acquisition tax reporting, tax rate tables, government revenue stamps, and national housing bond purchase ratio tables, allowing viewers to check all related matters at once. It also guides the necessary documents for registration and visits various district office departments, banks, and registration offices to provide a realistic experience.

Detailed information on each process is also available in image form on the district office’s blog and Instagram.

A Guro-gu official stated, “This service is expected to prevent fines for neglecting real estate registration reporting procedures and additional acquisition tax penalties, as well as reduce registration fees incurred when using legal scrivener services,” adding, “We will continue to do our best to provide various administrative services to residents.”

Seongdong-gu (Mayor Jung Won-oh) will fully resume the operations of the Seongdong-gu Public Health Center starting in July.

Health center services, which had been suspended for over two years due to full efforts to respond to COVID-19, will now regain their function as a ‘community-based health primary care provider’ for residents.

The resumed services include issuing health examination certificates (formerly health certificates) and health examination reports, oral examinations such as dental treatment and fluoride application projects, as well as health checkups including blood and bone density tests.

Internal medicine services such as diabetes, hypertension, and primary care, along with metabolic syndrome screening and counseling at the Target Syndrome Management Center, will also be fully operational.

Preventive vaccinations, which were previously limited to hepatitis A and B for adults, will be expanded to include typhoid, hemorrhagic fever with renal syndrome, and malaria. Tuberculosis testing, previously conducted only for family members and patient contacts, will now include suspected cases. Sexually transmitted disease testing, which had been suspended, will also resume, and the infection control office will be actively operated.

The health center’s screening clinic and COVID-19 vaccination will continue. Following the closure of the Seongdong-gu temporary screening clinic on the 13th, the health center screening clinic operates without holidays. COVID-19 vaccinations for children aged 5 to 11 and for vulnerable facilities such as nursing homes will also be actively conducted.

Through 11 designated intensive care medical institutions, patient management for COVID-19 high-risk groups aged 60 and over, a 24-hour emergency response system, and rapid response for COVID-19 patients will be maintained. The ‘COVID-19 Aftereffects Clinic,’ which provides general medical care and psychological and cognitive decline counseling for residents suffering from long COVID, will continue to operate.

Additionally, three specialized counseling centers were selected this month to support adolescents struggling psychologically with COVID-19-related depression by subsidizing 50% of professional treatment counseling fees (up to 800,000 KRW per person), actively managing COVID-19 aftereffects.

The district has already begun phased normalization by starting operations at two health sub-centers (Seongsu Branch and Geumho Branch) from the 13th of this month, providing physical therapy at rehabilitation centers, home rehabilitation, traditional Korean medicine treatments, chronic disease health counseling, and fitness assessments.

Seongdong-gu Mayor Jung Won-oh said, “During the difficult times of COVID-19, administration has become closer to residents,” adding, “With the full reopening of the health center next month, we will actively support residents’ healthy daily lives by promoting community-based administration, which has been emphasized during every crisis.”
