Promoting the Establishment of Disaster Response Digital Platforms Integrating 4th Industrial Revolution Technologies by 2026
Applying AI and Big Data Analytics to Provide Advanced Digital Information Services from the 119 Reporting Stage
[Asia Economy Reporter Lim Cheol-young] The Seoul Fire and Disaster Headquarters announced on the 19th that it will establish a disaster response digital platform integrating 4th Industrial Revolution technologies, reflecting the characteristics of large cities and the status of disaster and accident occurrences. The disaster response digital platform will integrate various administrative information held by Seoul Fire and provide advanced digital information services from 119 emergency calls to on-site response stages by applying AI and big data analysis.
This year, the Fire and Disaster Headquarters is building the Seoul 119 Big Data Center to manage 119 dispatches and various fire administration information, and will create 3D maps of indoor structures of disaster-vulnerable facilities such as nursing hospitals for 119 on-site personnel to utilize in life rescue operations. Next year, an advanced disaster response digital platform integrating big data and AI will be established to provide functions such as mobile-based disaster response support and digital operational situation management integrating various disaster information. Additionally, an algorithm guiding preventive patrol routes based on analysis of disaster-vulnerable time zones by region will also be developed.
Furthermore, by 2026, the headquarters plans to sequentially develop citizen fire administration services using AI chatbots and visible ARS (2024), a big data-based AI intelligent 119 reporting and reception system (2025), and an AI analysis system for disaster response prediction based on reporting, reception, and social data (2026).
Accordingly, the Fire and Disaster Headquarters established a mid- to long-term 5-year informatization plan for Seoul Fire last April through the National Fire Agency’s intelligent informatization strategic plan, the 119 administrative information ISP (Informatization Strategic Plan), and expert review meetings. The strategic tasks include ▲Establishing a smart urban safety foundation ▲Building an intelligent disaster response system ▲Activating non-face-to-face fire safety services ▲Realizing smart fire administration services, consisting of 22 detailed tasks. Through the 5-year informatization plan, the headquarters aims to integrate information currently managed in a distributed manner and apply AI and big data to on-site response, aligning with the central government’s direction toward a ‘digital platform government.’
Choi Tae-young, head of the Seoul Fire and Disaster Headquarters, said, “Due to the high-rise and underground urban structure of Seoul, it is becoming increasingly difficult to predict the extent of damage when disasters occur,” adding, “We will make every effort to establish a disaster response digital platform applying AI and big data management to prepare rapid and effective countermeasures.”
